ADOPTION OF RESOLUTION NO. 14-5021 APPROVING THE FILING OF
AN APPLICATION FOR GRANT FUNDS FROM THE LOS ANGELES
COUNTY REGIONAL PARK AND OPEN SPACE DISTRICT FOR FIFTH
SUPERVISORIAL DISTRICT EXCESS FUNDING, APPROVING THE
REQUIRED YOUTH EMPLOYMENT PLAN, AND AUTHORIZING THE
INTERIM CITY MANAGER OR HIS DESIGNEE TO EXECUTE THE
AGREEMENT FOR THE 2015 COMPETITIVE EXCESS FUNDS GRANT
PROGRAM
RECOMMENDATION:
The City Council is requested to adopt Resolution No . 14-5021 approving the filing of an
application for grant funds , approving the required Youth Employment Plan , and
authorizing the Interim City Manager or his designee to execute all necessary
applications , contracts , agreements, amendments and payment requests for 2015
Competitive Excess Funds Grant Program (2015 Grant Program).
BACKGROUND:
1. On April 2 , 2014 , the City Council adopted a Parks and Open Space Master Plan
(Master Plan).
2 . On May 20 , 2014 , the City was notifie d of a com petitive grant program in the Fifth
Supervisorial District for projects to improve and/or rehabilitate existi ng publ ic
parks and/or development of new small public park facilities .
3 . On June 3, 2014 , the City Council adopted the Fiscal Year (FY) 2014 -15 City Budget
wh ich included $35 ,000 in the Capital Improvement Program (CIP) budget for
specific master plans for Live Oak Park and Temple City Park as identified in the
Master Plan .
4 . Also on June 3 , 2014 , the City Council approved th e pr io rity l is t established by the
City Counc il

Parks and Recreation Commission for the Action Plan Matrix (Matrix) from the Master
Plan.
5 . On July 14, 2014, staff issued a Request for Proposals (RFP) for Landscape
Arch itectural Services to develop specific master plans for Live Oak Park and Temple
City Park.
6 . On July 31 , 2014, the Parks and Recreation Commission , at a special meeting ,
discussed possible projects for funding through the 2015 Grant Program . The
Commission recommended submitting a grant application package for a rubberized
walking/jogging path around the perimeter of Live Oak Park.
ANALYSIS:
In partnership with the Regional Park and Open Space District, Supervisor Michael D .
Antonovich has made available $5 ,000,000 for a competitive grant program in the Fifth
Supervisori al District. Projects may consist of improvements to and/or rehabilitation of
existing public parks, community/recreation facilities, and/or development of new small
facilities. Priority will be given to at-risk youth recreation and senior citizens service
facilities. The minimum grant request is $15 ,000; maximum grant request is $300,000.
A matching fund of at least 25% is recommended . Projects must be completed w ithin 2
years of the date of execution of the grant agreement.
Proposals are due on or before September 3 , 2014. The following documents are
required to be submitted w ith the proposal :
1) Proposal Form
2) Resolution approved by the City Council
3) Application Form
4) Project Site Plan
5) Project Boundary Map
6) Project Vicinity Map
7) Grant Scope/Cost Estimate Form
8) Project Timeline
To complete the grant appl ication , the City must have an adopted resolution (Attachment
"A") authorizing the City Manager, or designee , as agent to conduct all negotiations and
execute and submit all documents including , but not limited to , applications , agreements,
payment requests and so on , which may be necessary for completion of the proj ect.
A special meeting of the Parks and Recreation Commission was scheduled for July 31,
2014 to discuss possible projects for funding through the 2015 Grant Program. Staff
suggested two projects fo r consideration based on several criteria including relevance to
the Master Plan , priority ranking i n the Master Plan , impact on upcoming master plans for
Live Oak Park and Temple City Park, feasibility of being completed within two years,

estimated cost, and the likel ihood of being able to provide the required documentation
listed above (i.e. site plan, boundary map, etc.). Following is a brief description of each
project:
1 . New Playground and Picnic Areas at Temple City Park
This project would consist of removing the existing playground equipment and
picnic area and installing new covered shelters and new themed playground
equipment. It is anticipated that both the playground and the shelters cou ld be
expanded to cover most of the existing grass area in that location which is
approximately 40' x 165' (6 ,600 s.f).
New playground equipment and additional picnic shelters were identified in the top
ten Facility/Amenity Prior ity Rankings of the Master Plan.
2. Rubberized Walking/Jogging Path at Live Oak Park
A walking/jogging path around Live Oak Park has been suggested and discussed
for many years. When the park was renovated in 2003, concrete sidewalks were
included in most areas to allow handicap access to the amenities in the park .
However, staff has continued to rece ive requests for rubberized paths (s imilar to
what was recently installed at Rosemead Park) which is more conducive to
joggers. Mile markers could be installed as well as doggie waste stations and dual
drinking fountains (for people and dogs). The Parks and Recreation Commission
has approved a draft ordinance allowing leashed dogs in certain areas of city
parks . The walking/jogging path would be approximately Y2 mile and would be
considered "dog f riendly".
The Commission was encouraged to propose and explore other projects as well.
A third potential project that was briefly discussed at the August 31 , 2014 special meeting ,
was the possibility of developing a pocket park at the former mortuary property located at
5800 Temple City Boulevard. Although the Commission was very supportive of
requesting funding for the development of additional open space , they did not feel the
September 3 , 2014 submittal deadline could be met.
After lengthy discussion , the Parks and Recreation Commission ultimately recommended
the City Council adopt the required resolution authorizing staff to submit an application
for the 2015 Grant Program for the Rubberized Walking/Jogging Path at Live Oak Park.
In making this recommendation , the Commission cited several reasons including the
following :
1. Walking trails were identified as the number one requested amenity in the Master
Plan .
2. Due to the proximity of Live Oak Park to the Santa Anita Convalescent Home , the
proposed walking/jogging path could be used by patients, vis itors , and staff which
may increase the competitiveness of the grant application (i.e . pr iority for
City Counc il

fac ilities/amenities that serve seniors). The Commission requested staff solicit a
letter of support from the Convalescent Home.
3. Additional grant funds , through the State's Tire De rived Product (TOP) p rogram ,
may be available to offset a portion of the matching funds for this project.
4. Concerns that the Temple City Park playground renovation project might conflict
with the proposed P3 project.
5. The walk ing/jogging path would serve a broader range of residents and would
likely be used by more community members than the playground.
A preliminary cost estimate for the walking/jogging path , with amenities, is approximately
$320 ,000 which includes demolition, construction , landscape repairs, and contingency.
Staff recommends submitting the grant application for $240,000 which is 75% of the total
estimated cost.
The grant application packet also requ i res a Youth Employment Plan . Staff proposes
contracting with the San Gabriel Valley Conservation Corps (SGVCC) to perform finish
work for this project (i.e. installation of benches , landscaping , etc .).
If the City Council would like staff to submit a grant proposal for a project other than the
proposed walking/jogging path at Live Oak Park, the title of the authorizing resolution can
be amended .
CONCLUSION:
The City Council is requested to adopt Resolut ion No . 14-5021 authorizing the Interim
City Manager or his designee to apply for the 2015 Competitive Excess Grant Program
to fund a new rubberized walking/jogging path at Live Oak Park.
FISCAL IMPACT: .
There is no fiscal impact at this time . If grant funds are awarded , matching funds of
approximately $80 ,000 would be required which would be included in the 2015-16 CIP
budget.

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF TEMPLE
CITY APPROVING THE APPLICATION FOR GRANT FUNDS FROM THE
LOS ANGELES COUNTY REGIONAL PARK AND OPEN SPACE
DISTRICT FOR FIFTH SUPERVISORIAL DISTRICT EXCESS FUNDING
FOR THE LI VE OAK PARK WALKING /JOGGING PATH PROJECT AND
APPROVES THE ADOPTION OF A YOUTH EMPLOYMENT PLAN
WHEREAS , the people of the Coun ty of Lo s Angeles on November 3, 1992 , and on November 5,
1996 enacted Los Angeles County Proposition A , Safe Neighborhood Parks, Gang Prevention , Tree-
Planting , Sen 1or and Youth Recreat ion , Beach and Wildlife Protection (the Propositions), which among
other uses, prov1des funds to public agencies and nonprofit organizations in the County for the purpose of
acquiring and /or developing faci li ties and open space for public recreation ; and
WHEREAS, the Propos itions also created the Los Angeles County Regional Park and Open
Space District (the District) to adm inister said funds ; and
WHEREAS , the District has set forth the necessary procedures governing appl icat ion for grant
funds under the Propositions, and
WHEREAS , the Dist rict's procedures requ ire the City of Temple City to certify , by resolution , the
approval of the application before submission of said application(s) to the Dis trict; and
WHEREAS , said application contains assurances that the Ci ty of Temple City must comply with ;
and
WHEREAS , the City of Temple City certifies , through this resolut ion, that the application is
approved for subm ission to the Distnct ; and
WHEREAS , the City of Temple C1ty will enter into an Agreement w1th the District to prov ide funds
for acquisition and development projects ; and
WHEREAS , the District's procedures require the adoption of a Youth Employment Plan for
development projects by the governing body of the agency .
NOW, THEREFORE , BE IT RESOLVED that the City Council of the City of Temple City hereb y:
1. Approves the fili ng of an application wit h th e Los Angeles County Reg io nal Park and Open Space
D1strict for Funds for the above project ; and
2. Certifies that the City of Temp le City understands the assurances and certification in the
application form ; and
3. Certifies that the City of Temple City has, or will have , sufficient funds to operate and mainta i n the
project (s); and
4 . Certifi es that the City of Temple City will sign and return , within 30 days , both copies of the
proJect agreement sent by the D1strict for authorizi ng signatu re ; and
5 Approv es the adopt ion of a Youth Employment Plan for the project (see attached ); and
6 Appomts the C ity Manager, or designee , to conduct all negotiations , and to execute and submit
all documents includ ing , but not hm1ted to , appl ications, agreements , amendments, payment
requests and so forth , wh1ch may be necessary for the completion of the aforementioned project.

YOUTH EMPLOYMENT PLAN
Live Oak Park Walking/Jogging Path Project
Background :
The City of Temple City is applying for gra nt fund s through the 2015 Competitive Excess Funds
Grant Program in th e Fifth Supervisorial District for the Live Oak Park Walking/Jogging Path
Proj ect.
The project consists of the installation of an approximate ly 2, 700 I .f. of rubberized
wa lkin g/jogging path around Live Oak Park . The walking path would be pet friendly and include
the installation of dogg i e waste stations, drinking fountain s with p et bowl s, benches,
land scaping, and other amenities.
Tasks that may be performed by at-risk youth:
Assist with the in sta llation of waste station s, b enches, and other amenities. Assist with
landscape repairs and/or plantings .
