PROCEDURE TO ADDRESS CITY COUNCIL: If you wish to address the City Council,
please complete a Speaker Request Form, indicating the agenda item number and submit it
to the City Clerk. There will be a maximum 20-minute period for comments on any subject
with a 3-minute time limit on each speaker, unless waived by Council. You have the
opportunity to address the City Council at the following times:
• AGENDA ITEM: at the time the Council considers the agenda item;
• NON-AGENDA ITEM: at the time for PUBLIC COMMENTS. Please note that while
the City Council values your comments, pursuant to the Brown Act, the Council
cannot take action on any item not listed on the agenda; and
• PUBLIC HEARING: at the time for public hearings under NEW BUSINESS.
The listing of any item on the agenda includes the authority of the Council to take
action on such item and to approve, disapprove, or give direction on any item.

7. CONSENT C ALEND AR
All Consent Calendar items may be approved in a single motion as recommended
unless removed for further discussion. If members of the City Council or persons in
the audience wish to discuss any matters listed on the Consent Calendar, please
address them at this time.
Recommendation: Approve Items A through E per recommendations.
A. APPROVAL OF MINUTES
The City Council is requested to review and approve the Minutes of the City
Council Regular Meeting of August 19, 2014.
Recommendation: Receive and file.
B. TRANSPORTATION AND PUBLIC SAFETY COMMISSION ACTIONS –
MEETING OF AUGUST 13, 2014
The City Council is requested to review the Transportation and Public Safety
Commission actions of their meeting of August 13, 2014.
Recommendation: Receive and file.
C. LEAGUE OF CALIFORNIA CITIES DIRECTION FOR VOTING DELEGATES
This year’s League of California Cities General Assembly and business meeting
will be held during the annual conference on September 5, 2014 in Los
Angeles. The City Council has appointed Mayor Blum as the City’s voting
delegate and Mayor Pro Tem Chavez as the alternate delegate. The City
Council is requested to direct the voting delegates to vote for the approval of
the League of California Cities resolution, “Illegal Marijuana Grow Site
Resolution”.
Recommendation: Direct the voting delegates to vote for the
approval of the League of California Cities
resolution.
D. ADOPTION OF RESOLUTION NO. 14-5025 APPROVAL OF PAYMENT OF
BILLS
The City Council is requested to adopt Resolution No. 14-5025 authorizing
the payment of bills for Fiscal Year 2013-14.
Recommendation: Adopt Resolution No. 14-5025.

E. ADOPTION OF RESOLUTION NO. 14-5026 APPROVAL OF PAYMENT OF
BILLS
The City Council is requested to adopt Resolution No. 14-5026 authorizing
the payment of bills for Fiscal Year 2014-15.
Recommendation: Adopt Resolution No. 14-5026.

9. UNFINISHED BUSINE SS
A. SECOND READING AND ADOPTION OF ORDINANCE NO. 14-995
AMENDING SECTION 3-5D-9.D AND ADDING SECTION 3-5D-11 OF
ARTICLE A OF CHAPTER 5 OF TITLE 3 OF THE TEMPLE CITY MUNICIPAL
CODE (TCMC) RELATIVE TO DOGS IN PUBLIC PARKS
Currently, the City prohibits the entrance of any dog or domesticated animal
within City parks pursuant to Section 3-5D-9.D of the Temple City Municipal
Code. Adoption of Ordinance No. 14-995 will allow leashed dogs in certain
areas of the City’s parks finalizing a recommendation from the recently adopted
Parks and Open Space Master Plan.

Recommendation: Waive further reading and adopt Ordinance No.
14-995 amending Section 3-5D-9.D and adding
Section 3-5D-11 of Article A of Chapter 5 of Title
3 of the Temple City Municipal Code.
10. NEW BUSINESS
A. PROPOSED DESIGN CONCEPTS FOR 5800 TEMPLE CITY BOULEVARD
The City Council is requested to select design concepts which will move forward
the property’s reuse by providing direction on pending demolition activities, as
well as long-term actions for the site’s future development and its function as a
local redevelopment catalyst.

Recommendation:
1) Approve recommendation of the Future Development of City Properties
Standing Committee to pursue an interim reuse of 5800 Temple City Blvd.
as detailed by Alternative 1B herein; or
2) Provide staff with an alternate direction.
B. SECOND AMENDMENT TO THE DIGITAL BILLBOARD ADVERTISING AND
AMORTIZATION AGREEMENT BETWEEN THE CITY OF TEMPLE CITY AND
TEMPLE CITY GATEWAY, LLC
City Council is requested to approve the Second Amendment which allows for
contractual language revisions that clarify expectations between both parties,
and temporarily delays installation of an architectural overhang sign for
purposes of continuing retail attraction efforts.

Recommendation:
1) Review and approve the Second Amendment to the Digital Billboard
Advertising and Amortization Agreement between the City and Temple City
Gateway, LLC;
2) Authorize the Interim City Manager to execute said amendment with Temple
City Gateway, LLC; and
3) Allocate $15,000 in Undesignated General Fund Balance for relocation of
streetlight pursuant to contractual terms.
