The Common Council of the City of Richmond, Indiana held a meeting of the Committee of the Whole
Wednesday, July 6, 2005, in the Council Chambers in said City. Council President Bruce Wissel presided
with the following Council members present: Howard "Jack" Elstro, Etta J. Lundy, Larry Parker, Karl
Sharp, Bing Welch, Al Glover and Gil Klose. Absent was Dianna Pappin.
