HomeMy Public PortalAbout2020.007 - (01-21-20) RESOLUTION NO. 2020.007 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF LYNWOOD, COUNTY OF LOS ANGELES, STATE OF CALIFORNIA ESTABLISHING THE FOLLOWING FIVE (5) RESIDENTIAL PERMIT PARKING DISTRICTS: 4500 BLOCK OF CARLIN AVENUE BOUNDED BY MILLRACE AVENUE AND ATLANTIC AVENUE, 12200 BLOCK OF WALDORF DRIVE BOUNDED BY CARLIN AVENUE AND ALVADA STREET, 3600 BLOCK OF CEDAR AVENUE BOUNDED BY BULLIS ROAD AND SCHOOL STREET, 11180 BLOCK OF CARSON DRIVE BOUNDED BY MARTIN LUTHER KING JR. BOULEVARD AND LE SAGE STREET, AND 3700 BLOCK OF FERNWOOD AVENUE BOUNDED BY BULLIS ROAD AND SPRUCE STREET WHEREAS, Section 7-29 "Residential Permit Parking Districts" of the Lynwood Municipal Code authorizes the City Council to, by resolution, designate any street(s), or portions thereof, as a "Residential Permit Parking Only" street; and WHEREAS, Section 7-29 "Residential Permit Parking Districts" of the Lynwood Municipal Code sets forth a process to create a Residential Permit Parking District (RPPD) as well as the procedure that enables individual streets within the identified RPPD boundary to request implementation of permit parking; and WHEREAS, a representative for each identified RPPD met with the Public Safety Division to try and cure the parking problems; and WHEREAS, all efforts to implement solutions to the parking problems other than permit parking; have been determined to be ineffective to resolve or improve the parking availability for residents, so that no solution other the permit parking appears to be feasible; and WHEREAS, due to parking congestion on the streets herein set forth, the City Council hereby finds and determines that the parking of vehicles should be limited to persons possessing permits; and WHEREAS, the establishment of a "Permit Parking Only" areas is necessary to enhance the public health, safety, and welfare of the residents of the area, the users of the public streets, and the public at large. NOW THEREFORE, THE CITY COUNCIL OF THE CITY OF LYNWOOD DOES HEREBY RESOLVE AS FOLLOWS: Section 1. The City Council herby approves the establishment of five (5) Residential Permit Parking Districts, which are limited to the parking of vehicles that possess a properly displayed valid parking permit, along the streets of: 1 1. 4500 block of Carlin Avenue, bounded by Millrace Avenue and Atlantic Avenue, 2. 12200 block of Waldorf Drive, bounded by Carlin Avenue and Alvada Street, 3. 3600 block of Cedar Avenue, bounded by Bullis Road and School Street, 4. 11180 block of Carson Drive, bounded by Martin Luther King Jr. Boulevard and Le Sage Street, and 5. 3700 block of Fernwood Avenue, bounded by Bullis Road and Spruce Street. Section 2. Nothing contained in this resolution shall be construed to authorize the parking or stopping where such parking or stopping is otherwise prohibited or to prohibit parking as it may otherwise be permitted by the California Vehicle Code or the Lynwood Municipal Code. Section 3. The City Clerk shall attest and certify to the passage and adoption of this Resolution, and it shall become effective immediately upon its approval.
