A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF LYNWOOD
APPROVING AN AMENDMENT TO THE MEMORANDUM OF
UNDERSTANDING BETWEEN THE CITY OF LYNWOOD AND THE
LYNWOOD EMPLOYEES' ASSOCIATION.
WHEREAS, the City of Lynwood is a general law city, incorporated under
California law and is governed by an elected City Council; and
WHEREAS, the City Council of the City of Lynwood has approved a Memorandum
of Understanding ("MOU") between the City and the Lynwood Employees' Association
from July 1, 2016, through June 30, 2020; and
WHEREAS, the City Council of the City of Lynwood deems it in the best interest
of the City to approve a Side Letter of Agreement amending the Lynwood Employee
Association current MOU, which includes modifications to uniform allowances, hereinafter
provided; and
NOW, THEREFORE, CITY COUNCIL OF THE CITY OF LYNWOOD DOES
HEREBY RESOLVE AND DETERMINE AS FOLLOWS:
Section 1. An amendment to the LEA MOU Article 21 "Uniforms and Clothing
Allowance" is hereby approved to add the following language:
"On January 1st following one year of employment, the City shall credit employees
in the class of Public Safety Officer with a uniform account of $600 per calendar year to
purchase uniforms and uniform items, such as jackets, socks and t-shirts. The items must
be purchased through the City's existing contract, must be part of the employee's uniform
and management reserves the right to require an employee to use the account to
purchase new uniforms, should the employee's existing uniforms show signs of wear and
tear."
In addition, the below language is to be removed from Article 21, thereby deleting the
following obsolete classifications from the list of classifications eligible for uniforms:

Section 2. If any section, subsection, subdivision, paragraph, sentence, clause, or
phrase in this ordinance or any part thereof is for any reason held to be unconstitutional
or invalid or ineffective by any court of competent jurisdiction, such decision shall not
affect the validity or effectiveness of the remaining portions of this ordinance or any part
thereof. The City Council hereby declares that it would have passed each section,
subsection, subdivision, paragraph, sentence, clause, or phrase thereof irrespective of

the fact that any one (1) or more subsections, subdivisions, paragraphs, sentences,
clauses, or phrases be declared unconstitutional, or invalid, or ineffective.
Section 3. This resolution shall become effective immediately upon its adoption, and
the Clerk of the City Council shall attest to and certify the vote adopting this Resolution.
PASSED, APPROVED, AND ADOPTED at a regular meeting of the City Council
of the City of Lynwood, California, this 21st day of January 2020.
