WHEREAS, the volume of traffic on city streets is continuing to rise and
is multiplying many problems, not only in construction and maintenance, but
also in traffic control; and,
WHFTREAS, the responsibility for streets and traffic control is on the
municipalities of Georgia, borne promarily out of general tat funds which
are strained to the limit; and,
WHEREAS, fruity dictates that part of the highway user taxes paid by
those using said streets whould be returned to helm relieve this burden;
NOW THEREFORE RE IT RESOLVED, BY the Municipality* of the Town of Savannah
Beach, that we aggressively supnort legislation to trovide that one cent per
mallon of the motor fuel tax or an equivalent amount from other Stag funds, be
returned to the municipalities of this State on a formula basis using a combina-
tion of the two factors mileage and ponulation, and providing that said funds
be used for street construction And maintenance and traffic control.
There being no further business abuncii adjourned subject to the call of the Mayor.

The regular meeting of Town Council was held today at 3 PM,M. in the Council
Room in the Town Hall and was attended by Mayor Brown, who presided and
Councilmen Peters,'Hosti, Powers, Waters, Meddin, Lovell, Town Attorney Solms,
Superintendent Reed and Chief McCutehen.
Mr. Reed reported that work on Butler Avenue was running on schedtte; that it was
necessary to replace a new sewer line on Lewis Avenue as the old erete main had
rotted out. He also stated that work on the 18th Street water line to extend the
main to property of Mr. W. C. Helmly started yesterday but that it will be
necessary to get permission to cross some private property.
The Mayor asked Chief McCutchen if the Town charged for warrants and he stated that
sometimes they did. The Mayor asked if the Town could not make a charge and what
the charge would be and he stated that it varies but suggested a minimum charge of
$2.50 but that he would check on this with other sources. The Mayor informed the
Chief that he had gotten some complaints on chickens and goats running loose aid the
Chief stated that he had instructed the owners to either get rid of them or keep them
in. Councilman Waters wanted to know the condition of the ambulance and the Chief
stated that the top is coming off due to rust and it should be repaired. The Mayor
asked what the cost would be and the Chief stated that he would have to get an
estimate. The Mayor instructed him to do this and report to Councilman Waters.
The Mayor reported that in connection with the dirt purchased from W.H.Haar on
Estill Hammock, that he had been unable to work out a solution as yet but that
he would try and see if the Town could purchase the property from which the dirt

was to be taken. He asked if Council would want to go as high as an additional
$2500.00 to purchase the property. Councilman Peters suggested that he offer
$1000.00 additional. Councilman Lovell suggested that the Mayor and Councilman
Meddin handle the matter using their discretion.
Bills for the month of December for General Government amounting to $2,279.90,
for the Water Department amounting to $598.82 and for materials used on Butler Avenue
amounting to $2,222.70 were on motion made, seconded and passed that they be paid.
Councilman Powers presented the December report of the Fire Department.
Councilman Hosti stated that it was necessary to purchase a piece of equipment known
as a Mud Hog and that Morgan, Ina. were low bidders of $356400. It was moved, seconded
and passed that it be purchased.
Councilman Hosti stated that some years ago Council passed an Ordinance requiring the
placing of numbers on houses and that since the island is growing this work should be
done now, and suggested that the Town donate the numbers and the matter refdrred to
the Police Committee. Councilman Waters moved that the numbers necessary to be
placed on build`ngs be purchased, which was seconded and passed.
Councilman Hosti asked if the Town had ever gotten title to the sight which was to
be used by the Marine Rescue Squadron at Lazaretta Creek, the Mayor stated that they
had not.
The matter of paving Eighth Street was brought up and after some discussion Councilman
Hosti moved that Eighth Street be paved to the sea wall, a distance of 623 feet 35 ft.
wide; also that Second Street be paved from Butler Avenue to the sea wall a distance
of 185 feet and 35 feet wide. Councilman Water seconded and those voting "YES" were
Waters, Hosti, Powers; those voting "NO" were Peters, Lovell, Meddin which resulted
in a tie vote, the Mayor voted "NO ". Councilman Peters moved that Eighth Street be
paved a distance of 530 feet from Butler Avenue 35 feet wide and also that Second
Street be paved from Butler Avenue to the sea wall, a distance of approximately 185
feet, 35 feet wide with the money that will be saved on the Eighth Street project. •
Councilman Meddin Seconded, those voting "YES" were Peters, Meddin, Lovell; those
voting "NO" were Powers, Hosti, Waters, this resulted in a tie, Mayor Brown voted "YES"
and the motion carried.
Fire Chief Solomon III requested 800 feet 2" double jacketed Fire Hose, two #715 Imp.
Nozzles, two #725 Imp. Nozzles. Councilman Powers stated that he was also checking
on a new fire engine for the Town. He stated that Port Wentworth had purchased a new
fire engine for $15,000.00 equipped and that they had worked out a time payment sche-
dule. Mr. Powers will check on this.
A bill for $941..00 was submitted. by T. B. McCdrroll for moving the building located
on the corner of Butler Avenue & Second Street off the right-of-way on Butler Avenue,
re- installing the front, removing and replacing signs, etc.,he contending that when
he purchased this property from the Town no mention was made of any encroachment in
the deed. He requested that this amount be paid as early as possible. Referred to
Mr. Solms.
There being no farther business Council adjourned subject to the call of the Mayor.
