Savannah Beach, Tybee Island, Ga.
February 14, 1962.
The regular meeting of Town Commncil was held today at 3 P.M. in the Council Room
in the Town Hall and was attended by Mayor Brown, who presided and Councilmen Hosti,
Powers, Waters, Lovell, Meddin, Town Attorney Solna:, Chief McCutchen, Superintendent
Reed, Mrs. Nell Weatherly, Mrs. Walton Ruff and Mrs Eleanor Clark.
Mrs. Ruff, who is principal of the Tybee School, presented a petition requesting:
1. That the street line on the 5th Street side of the school be marked
2. Create parking areas on the street side of the school so as to pro-
tect the grounds and the students
3. Request the assistance of the Town in the construction of a "Safety Drive"
(Mrs Ruff stated that the school is eligible for a Safety Drive)
The Mayor stated that Council would go al Ong with them as much as it could. Council-
man Hosti suggested that Mr. Underwood be contacted to have the Board of Education
furnish the material for this work and also for a sidewalk and curb from Butler to
Jones Avenue and the Town would furnish the labor to do the work. It was moved,
seconded and passed that this be done. Superintendent Reed stated that he had a
copy of the plat of the proposed Safety Drive. Mrs Ruff stated that she would go
to the Board of Education regarding this. The Committee was excused.
Superintendent Reed reported that work is progressing satisfactorily on Butter Avenue.
The Mayor stated that Mr. Evans should be contacted to ascertain if any more water
or sewer lines would have to come up. Councilman Powers wanted to know why some of
the fire plugs are so far away from the curb on Butler Avenue. Mr. Reed informed
him, that to save time there,were some conditions existing to cause this that some
of the fire plugs have been moved bn First Avenue but that most of the plugs are in
line that the suction hose on the fire engines will reach any of these plugs easily.
The Mayor asked if the Eighth Street plug was too low and Mr. Reed stated that he
would have to wait until a grade line is established before he could tell.
Chief McCutchen reporting on the damage to the motor in the Pontiac stated that
amlinjured person was being taken to the hospital in Savannah and in the vicinity
of the Bull River bridge the motor stopped running and when it was attempted to
start it again it sounded like it was falling apart. There was sufficient oil and
water and they took it to Gainey's Garage on Wilmington Island to have it checked and
it was found that the valve had come up through the rocker arm. This, in turn,
caused other damage, it looked like a case of a defective engine and that he had check-
ed with the local Pontiac Dealer and did not get much satisfaction and he was sending
one of the rocker arms to the General Motors factory explaining the action. He
stated that this is a most unusual kind of accident, The Mayor asked if the Gainey
Garage was qualified and the Chief stated that he was and also that the same type of
engine must be used in the car. The Mayor asked how he was getting along with one
car and the Chief stated that it was a problem, he is using his car and that he had
borrowed a car from J.C.Lewis Motor Company. He also stated that Gainey is waiting
on a new engine so that he could install it. The Mayor instructed the Chief to. send
the old motor to G.M.C. for inspection and the Chief stated that it would only be
necessary to send one of the rocker arms to the factory.
Councilman Waters stated that the Recreation Group wanted Lt. Funk of the Savannah
Police Department to come down to talk to children about safety rules. Chief
McCutchen stated that he did not think that Lt. Funk knew more about it down here
than he did. The Mayor asked the Chief if he ever found the owner of the two
bicycles and the Chief stated that he still has them.

The minutes of the meeting of January 10th were read and adopted.
Councilman Lovell wanted to know if the M yor had talked to W. H. Haar regarding
the dirt which was purchased from him. The Mayor informed him that he had not
been able to get an answer from him as yet.
Regarding the bill of T. B, MCCarroll for $941.00 for removing a portion of his
building that was encroaching on Butler Avenue, the Mayor asked Mr. Solms if the
Town was responsible for this and Mr. Solms stated that he would check on it.
Bills for General Government for the month of January amounting to $3,618.16 and for
the Water Department and Butler Avenue Improvements amounting to $1,747.74 were on
motion made and seconded, passed for payment.
Councilman Waters stated regarding the numbering of houses that the Town purchase
the numbers and that the Police Department putt them up for the property owners
requesting them.
Councilman Lovell suggested that regarding the purchase of a new fire engine
that the supine funds from the Water Department could be used to pay for it.
The Mayor asked if we could trade the old engine on a new one. Councilman Powers
stated that the old engine should be kept for the Town's use but that they could get
rid of the small engine. The Mayor suggested that Councilman Powers try to get ae
sale for the small truck. Councilman Powers stated that most of the things needed
have been taken off of it. The Mayor asked what was the Board going to do about •
the purchase of a new fire engine, and bids were submitted as follows:

It was moved that authority be granted to J.H.Powefs, Chairman of the Fire Committee
to negotiate Cfid purchase the Peter Pirsch fire engine for $ 144/f, o o The
motion was seconded and passed.
Councilman Waters,. moved that Council authorize the purchase of a "Penetractor" from
the Georgia Supply Company for "217.50 of which it was understood at the time that
the Civil Defence Council would pay one —half. It so happened that due to the lack
of Civil Deftense funds they cancelled their agreement. The Georgia Supply Company
agreed to sell the equ'pment to the Town as the cost to them which was $144.00.
The motion was seconded and passed that the equtpment be purchased for $144.00.
Akrs. Catherine Hogan requested permission to erect on her property a corrugated
asbestos, cement, steel home built by Hank-Ce—Homes, Inc. This building meets the
requirements of the Town's building code. It was moved, seconded and passed that
the request be granted.
Mr. John A. Kannapel, owner and operator of Captain Frosty's portable ice cream trucks
requested.permission to be granted a license to operate at Savannah Beach, his truck
to cover the island and would not be located in one particular spot. It was moved,
seconded and passed that the petition be denied.
A letter from the State Highway Department dated January 24, 1962 prohibiting signs,
ete.,being placed on the streets or over the streets was read. Received as infor-
mation.

Mr. Marion NON. Porter requested permission to pay up all of his taxes without
costs. It was moved, seconded and passed that his request be granted.
It was moved, seconded and passed that the following Resolution on the death of
Nr. William W. Henry be adopted.
