HomeMy Public PortalAbout07-18-2005PROCEEDINGS OF THE COMMON COUNCIL OF THE CITY OF RICHMOND, INDIANA, MONDAY, JULY 18, 2005 The Common Council of the City of Richmond, Indiana met in regular session Monday, July 18, 2005, in the Council Chambers in said City. President Bruce Wissel presided and the following business was conducted: PLEDGE OF ALLEGIANCE PRAYER BY COUNCILOR PARKER ROLL CALL - Councilors present were Howard "Jack" Elstro, Etta Lundy, Bruce Wissel, Karl Sharp, Bing Welch, Larry Parker, Al Glover, Gil Klose and Diana Pappin. Also present were Richmond High School Government students: Zack Crawford, Telisha Washington, Jonathon Miller, Chrystal Krutchen, Tenille Washington and Loren Williams. APPROVAL OF MINUTES - Councilor Sharp moved to approve the minutes of the regular meeting of Tuesday, July 5, 2005 and the Committee of the Whole on July 6, 2005 with a second by Councilor Welch. The motion carried with a unanimous voice vote. MISCELLANEOUS BUSINESS - Councilor Welch moved to hold Ordinance Nos. 85 -2004 and 39 -2005 on second reading until the August 1 meeting. This motion was seconded by Councilor Parker. The motion carried with a unanimous voice vote. Council President Wissel nominated Kate Deloney to replace Bob Rutherford on the Urban Enterprise Association Board. Other nominations will be accepted until the August 1 meeting when a vote will be taken. COMMUNICATION FROM THE MAYOR - Mayor Hutton read a letter from a Pennsylvania couple who had a nine -day stay in Richmond due to an unexpected illness. They were extremely impressed with the professional, love and care received during their stay. There will be a hearing on August 1 in Community Room regarding a grant application on behalf of Roseview Transit. REPORT FROM BOARD OF PUBLIC WORKS AND SAFETY - The minutes of the June 30, 2005 were accepted as presented. REPORTS FROM DEPARTMENT HEADS - Director of Human Resources, Sonia Brock, presented the proposed reorganization plan for the Park Department. An ordinance reflecting the changes will be brought to the August 1 meeting.
