Savannah Beach, Tybee Island, Ga.
March 14, 1962
The regular meeting of Town Council was held today at 3 P.M. in the Council Room
in the Town Hall and was attended by Mayor Brown, who presided and Councilmen
Hosts, Powers, Lovell, Waters, Meddin, Chief McCutchen, Superintendent Reed and
Mr. Mathew F. Doyle.
Mr. Doyle petitioned for permission to erect a ten unit two story Tybee Motel on
property owned by him and stated that he wanted the full use of the property on the
north and on the east and wanted the fire area extended to 18th Street instead of
17th Street. He plans to erect this addition in front of his present building and
wants to1build up to within two feet of the adjoining property lines instead of five
feet as required in the code. The Mayor requested him to leave his plans so that
they could be referred to the Fire Committee. After discussion it was moved ,seconded
and passed that he be permitted to build up to the strand line but must stay five feet
away from all property lines. Mr. Doyle was excused.
The Mayor asked Mr. Reed what was the status of the fire plugs and he stated it
would take about two days to install them. The Mayor stated it would take 75 feet
of 6 inch cast iron pipe to run a line under the highway at Campbell Avenue. Mr.
Reed was instructed to order the pipe for this job. The Mayor reported that the
sea -wall in front of Mr. Charles Stewart's cottage had four slabs broken out due to
heavy seas in-the recent bad weather. Mr. Reed stated that the wall would be re-
paired when the tides permit operations. He also stated that street markers for
Butler Avenue will soon be needed, and the Mayor instructed him to talk to Mr. Evans
of the State Highway Department regarding this. Mr. Reed also reported that during
the high tides that three piling were knocked out at the fishing pier. The Mayor
instructed Mr. Reed to check with the Swrannah Electric & Power Company to ascertain
if he could get the needed piling from them for this work. Mr. Reed also reported
that the public dock on the river has about fifteen which needs to be replaced. Mr.
Reed also informed Council that after April 1st he could only operate one garbage
truck and that trash is piling up each day. He has three guards and two gangs of
ten men each of prisoners and this cannot be changed. Councilman Lovell stated that
recently the City of Savannah had acquired some new garbage equipment and wanted to
know if the Town could use some of it.
The Managers for the election for the Mayor and Councilmen for Savannah Beach to be
held on Monday, April 2nd, it was moved, seconded and passed that the following be
named Managers to conduct the election: Thomas B. McCarroll, B. Taylor Smith, Mrs. -
Gertrude Van Trump, Mrs. Marianna Seyden, Alternate.
Regarding damage to the motor of the Pontiac police car, Councilman Waters asked the
Chief if the part in question had been returned to G.M.C. and the Chief stated that
it had.
Mr. William F. Whelan requested that he be permitted to put a temporary barricade
across the fire lane adjoining his property at Estill Station. The Mayor and Chief
McCutchen will confer with Mr. Whelan regarding this.
Bills for the month of February for General Government amounting to $2,630.45 and for
the Water Department amounting to $1,344.55 and for Butler Avenue Improvements amount-
ing to $2,817.31 were on motion made, seconded and passed for payment.
Councilman Lovell wanted to know what the status was of Eighth Street, East of Butler
Avenue. The Mayor informed him that work would start on it very soon as it was
necessary to have some power lines relocated.

Councilman Powers read the monthly report of the Savannah Beach Volunteer Fire
Department and also informed Council that the Fire Chief's Association have
group meeting§ at different locations and that the next meeting the Savannah
Beach Volunteer Fire Department was host. Councilman Powers asked that the
Town contribute $35.00 to the Fire Department for this tmrpose. It was moved,
seconded and passed that the request be granted.
Airs. Joseph G. Kameron requested that a street light be placed in the vicinity
of Second Avenue and Thirteenth Street. It was moved, seconded and passed that
the request be granted.
The Episcopal Church requested that Lot 69 B, Ward 2 be exempted from future taxa-
tion as it was part of the church property. It was moved, seconded and passed that
the request be granted.
The Mayor informed Council that he would contact the County Commissioners to borrow
three voting machines to be used in the Tybee election.
Mir. Joseph H. Powers petitioned that Lot 104, Ward 3 and Lot 119, Ward 4, formerly
owned by him and sold by the Town for non — payment of taxis be returned to him upon
the payment by him of all moneys that are due against this property. It was moved,
seconded and passed that the request be granted and that the two lots be quit
claimed to Mr. Powers.
The Mayor informed Council that it would be necessary to borrow not over $15,000.00
and that he be authorized to negotiate a casual deficiency loan with one of the banks
in'Savannah to borrow not over $15,000.00 as is needed until the new year's funds
come in. It was moved, seconded and passed that the Mayor be granted permission
to borrow not over $15,000.00 and that the following Resolution be adopted.
