Minutes of the Committee of the Whole Workshop of the President and the Board of Trustees
Held on November 9, 2015
In the Boardroom
Mayor Collins called the meeting to order at 7:00 p.m. Present were: Mayor Collins Trustee Wojowski,
Trustee Bonuchi, Trustee Lamb, Trustee O'Rourke, and Trustee Peck. Board absent: Trustee Racich.
Others present: Brian Murphy, Village Administrator; Traci Pleckham, Management Services Director;
Allen Persons, Public Works Director; Michael Garrigan, Planning Supervisor; Ken Goska, Interim
Building Supervisor; Amy De Boni, Community Relations Director; Rick Kaczanko, IT Director; Kevin
Greco,Police Commander; Ken Ruggles,Police Commander; Anthony Novak, Police Commander; Joan
Meyers, Attorney; and John Konopek, Chief of Police. There were approximately 3 persons in the
audience.
Trustee Lamb moved to approve the Minutes of the Committee of the Whole Workshop held on
October 26, 2015. Seconded by Trustee Peck. Voice Vote. All in favor, 0 Opposed.
PRESIDENTIAL COMMENTS
Mayor Collins thanked all of the service members, and wished everyone a safe Veterans Day.

WORKSHOP
#1 2015 TAX LEVY
Mrs. Traci Pleckham, Management Services Director, stated that staff has calculated the 2015 levy by
attempting to maintain the same 2014 tax levy rate of.4669. It is important to point out that the Village
approves the annual tax levy based on dollars, not rate. The county clerk then calculates the tax rate
needed to produce the amount of revenues requested by each taxing district. Because of this, staff is
using in its calculations a higher overall Equalized Assessed Value (EAV). This higher EAV estimate is
to ensure that the Village captures the amount of the Village's EAV, while still maintaining the 2014 levy
rate of.4669. The 2015 levy represents a total request of$5,917,100.00, however, the actual dollar
amount the Village will receive is anticipated to be less.
Mrs. Pleckham pointed out that there will be a request for a motion to acknowledge the preliminary
estimate at the next meeting and the Public Hearing will be properly noticed and be held on the December
7, 2015 Village Board Agenda.
#2 2016-2017 DRAFT FISCAL YEAR BUDGET
The Village Staff reviewed the proposed departmental budgets for Police,Administration, Legislative
Program, Community Relations, Facilities Management, Human Resources, Information Technology,
Building, and Planning. Mrs. Pleckham then reviewed the general fund summaries for those departments
as well as the general fund revenues and expenses.
Mayor Collins read the reminders.
Trustee Bonuchi moved to adjourn. Seconded by Trustee Lamb. Voice Vote. All in favor, 0 Opposed.
