The agenda was duly posted as prescribed by the Brown Act. CALL TO ORDER Chairperson Battle called the meeting to order at 5:06p.m. Cynthia Stafford, Director of Human Resources took roll call. PUBLIC ORAL COMMUNICATIONS -None NON-AGENDA PUBLIC ORAL COMMUNCIATION -None PERSONNEL BOARD ORAL AND WRITTEN COMMUNICATIONS Chairperson Battle stated she wanted to know when she would get information about the Brown Act. 3 Regular Personnel Board Agenda February 20,2020 Page 4 of 5 NEW/OLD BUSINESS Board Member Bradley made the motion and Vice-Chair Flores seconded to approve the revised job classification for the position of Office Assistant I-II with the noted grammar changes under distinguishing characteristics. Board Member Sanchez asked if the benchmark for the position of Office Assistant I-II was done. Mrs. Stafford distributed a copy of the benchmark results for the position of Office Assistant I-II and reviewed the findings with the board. All in favor. Motion carried. Vote 4/0 Board Member Bradley made the motion and Vice-Chair Flores seconded to approve the new job classification for the position of Assistant Administrative Analyst with the noted grammar change under definition. Chairperson Battle asked where this position would be placed. Mrs. Stafford advised that this position would underfill a budgeted position in Public Works and Recreation. All in favor. Vote 4/0 MANAGER'S REPORT 4 Regular Personnel Board Agenda February 20,2020 Page 5 of 5 Mrs. Stafford extended an invitation to the Board to attend the Maintenance Worker part-time and full-time recruitment assessment taking place on January 31, 2020 and February 7, 2020. Mrs. Stafford stated that this new approach that is being done for the recruitment process is innovative and would allow more individuals to be tested on performance rather than just a sit in interview. Mrs. Stafford gave the Board an update on the construction/remodeling that is taking place at City Hall. Mrs. Stafford also mentioned to the Board that Ms. Salas would be the new minutes clerk for the Personnel Board and Mrs. Delgadillo would attend some meetings and sit in on behalf of the Human Resources Director when absent. ITEMS TO BE AGENDIZED Mrs. Stafford will have the presentation on the Brown Act ready for the next Board meeting. Incumbents are assigned to all functions and may be required to work evening and weekends and be on call. CODE ENFORCEMENT: Definition Under general supervision, of the Development Services Director, performs a broad variety of field and support service duties in the community; serves as field services liaison in assisting residents and businesses in developing and establishing public safety and anti-crime programs; assists in code enforcement efforts; provides information on home and business security; identifyies appropriate resource services; ensures timely resolution of complaints from the public; and attends community meetings as directed; and to perform other job relates required. This position requires intermittent to frequent walking and operating an assigned vehicle on city streets, including, sitting in and getting out of assigned vehicle for several hours during a shift. CITY OF LYNWOOD PUBLIC WORKS OPERATIONS SUPERVISOR DEFINITION Under the direction of the Assistant DirectorPublic Works Operations Manager or Director of Public Works, the Public Works Operations Supervisor is expected to plan, organize and supervise the work of crews engaged in the maintenance, construction and repair of City streets, traffic signals, and other related facilities and structures;l and to dothe maintenance, construction and repair of City buildings, building systems, and other related work as requiredstructures and facilities. DISTINGUISHING CHARACTERISTICS The Public Works Operations Supervisor is a management level class in the Public Works Operations series, which oversees the day-to-day operations of staff in an assigned divisionsections. Incumbents may perform complex street maintenance or operation activities, as well as building/building systems and facility maintenance or operations while providing on-going support to management of the Public Works Operations division. SUPERVISION RECEIVED/EXERCISED Receives administrative direction from the Senior Public Works Operations Manager. Exercises direct and indirect supervision over professionalskilled craft, technical and office support personnel. ESSENTIAL FUNCTIONS (can include but are not limited to the following) • Plans, organizes, coordinates and reviews the work of construction and maintenance work crews in street, sewer and storm drain maintenance, street sweeping, striping and sign painting and repair activities to include cleaning, repairing and maintaining streets, curbs and gutters, sidewalks, driveway approaches, traffic signs and painting, traffic signals and associated equipment, street lighting, public parking lots, sewer mains, manholes and appurtenances, storm drains, drainage channels in public streets, alleys and easements; PUBLIC WORKS OPERATIONS SUPERVISOR PAGE 2 • Plans, organizes, coordinates and reviews the work of construction and maintenance work crews in various City buildings, building systems, structures, and other related facilities: • Schedules street sweeping and pick-up of debris; receives; • Receives, investigates and takes remedial action on complaints regarding activities of work crews; • Conducts inspections to evaluate work progress, methods and quality; collects data to prepare estimates, determine work load, personnel and equipment requirements for projects and to forecast future operational needs; • Supervises, trains and evaluates the work of subordinate personnel; instructs personnel in work methods and safety practices; • Assures the adherence to safety standards and the proper use of safety equipment; • Supervises and participates in the completion of time, material and equipment use records; • Explains policy to the general public; • Checks streets, sidewalks, curbs and gutters, driveway approaches, traffic signs and painting, public parking lots, sewer mains, manholes and appurtenances, storm drains, drainage channels for needed maintenance and repairs; • Checks City buildings, building systems, structures, and other related facilities for needed maintenance and repairs; • Assists in preparing reports and annual budget estimates; prepares sketches outlining work needed for minor street maintenance and repair work.
