The Common Council of the City of Richmond, Indiana held a meeting of the Committee of the Whole
Wednesday, August 24, 2005, in the Council Chambers in said City. Councilmember Diana Pappin
presided with the following Councilmembers present: Howard "Jack" Elstro, Larry Parker, Karl Sharp,
Bing Welch, Al Glover, and Bruce Wissel. Absent were Etta J. Lundy and Gil Klose
