REGULAR MEETING OF THE PERSONNEL BOARD
January 16, 2020
The regular meeting of the Personnel Board of the City of Lynwood was held on Thursday,January
16, 2020 at 5:00 p.m. in the City of Lynwood Council Chambers, 11330 Bullis Road, Lynwood,
California. The agenda was duly posted as prescribed by the Brown Act.
CALL TO ORDER
Chairperson Battle called the meeting to order at 5:06p.m. Cynthia Stafford, Director of Human
Resources took roll call.

APPROVAL OF MINUTES
Board Member Bradley made the motion and Vice-Chair Flores seconded to review the minutes
of the October 17, 2019 and the November 21,2019 Regular Board Meeting.All in favor. Motion
carried. Vote 4/0.

NEW/OLD BUSINESS
Board Member Bradley made the motion and Vice-Chair Flores seconded to approve the revised
job classification for the position of Office Assistant I-II with the noted grammar changes under
distinguishing characteristics.
Board Member Sanchez asked if the benchmark for the position of Office Assistant I-II was done.
Mrs. Stafford distributed a copy of the benchmark results for the position of Office Assistant I-II
and reviewed the findings with the board. All in favor. Motion carried. Vote 4/0
Board Member Bradley made the motion and Vice-Chair Flores seconded to approve the new job
classification for the position of Assistant Administrative Analyst with the noted grammar change
under definition.
Chairperson Battle asked where this position would be placed. Mrs. Stafford advised that this
position would underfill a budgeted position in Public Works and Recreation. All in favor. Motion
carried. Vote 4/0
Board Member Bradley made the motion and Vice-Chair Flores seconded to approve the revised
job classification for the position of Administrative Analyst II-III. All in favor. Motion carried.

Board Member Bradley made the motion and Vice-Chair Flores seconded to approve the closed
and open recruitment request for the position of Office Assistant I-II.All in favor. Motion carried.

Board Member Bradley made the motion and Vice-Chair Flores seconded to approve the closed
and open recruitment request for the position of Assistant Administrative Analyst. All in favor.
Motion carried. Vote 4/0
Board Member Bradley made the motion and Vice-Chair Flores seconded to approve the closed
and open recruitment request for the position of Administrative Analyst II-III.All in favor. Motion
carried. Vote 4/0
Board Member Bradley made the motion and Vice-Chair Flores seconded to discuss the Eligibility
List for the position of Account Clerk.
Mrs. Stafford provided the Board with an overview of the recruitment.
The Eligibility List for the position of Account Clerk was approved. All in favor. Motion carried.

MANAGER'S REPORT
Mrs. Stafford extended an invitation to the Board to attend the Maintenance Worker part-time and
full-time recruitment assessment taking place on January 31, 2020 and February 7, 2020. Mrs.

Stafford stated that this new approach that is being done for the recruitment process is innovative
and would allow more individuals to be tested on performance rather than just a sit in interview.
Mrs. Stafford gave the Board an update on the construction/remodeling that is taking place at City
Hall.
Mrs. Stafford also mentioned to the Board that Ms. Salas would be the new minutes clerk for the
Personnel Board and Mrs. Delgadillo would attend some meetings and sit in on behalf of the
Human Resources Director when absent.
ITEMS TO BE AGENDIZED
Mrs. Stafford will have the presentation on the Brown Act ready for the next Board meeting.
ADJOURNMENT
Board Member Bradley made the motion to adjourn and Board Member Sanchez seconded. The
meeting adjourned at 5:38 p.m. All in favor. Motion carried. Vote 4/0.

HUMAN RESOURCES SPECIALIST
DEFINITION
Under general supervision, performs general and moderately complex and
routine technical and administrative staff support of the City's human resources
and risk management programs.
DISTINGUISHING CHARACTERISTICS
The Human Resources Specialist is distinguished from the Human Resources &
Risk Technician by the breadth of the Human Resources responsibilities that are
performed and more specialized knowledge of employment practices and
procedures.
ESSENTIAL DUTIES AND RESPONSIBILITIES (include but are not limited to the
following)
The duties listed below are intended only as illustrations of the various types of
work that may be performed. The omission of specific statements of duties does
not exclude it from the position if the work is similar, related or a logical
assignment to this class.
• Plans and initiates recruitment selection activities including, composes job
announcements and advertisements; reviews job applications; schedules,
administers, and proctors written, performance and oral examinations;
reviews test results; prepares and maintains Eligibility Lists; issues offers
of employment to candidates and processes new hires consistent to
procedures.
• Receives, reviews, and prepares Personnel Action Forms for approval and
submittal in a timely manner for payroll processing.
• Coordinates activities of the Human Resources Department with other City
departments and external support contacts or contracted vendors.
• Participates in, and conducts, surveys on compensation, employee
benefits, and other related areas in support of labor negotiations.
• Performs customer service duties on the phone and over the counter
involving employment opportunities and employee benefit inquiries.

• Researches and gathers information for various confidential Human
Resources issues; compiles and evaluates data and makes
recommendation.
• Drafts and prepares class specifications, council agenda items,
resolutions and letters as assigned.
• Proofreads outgoing department correspondence and communication for
completeness, spelling, grammatical, or punctuation accuracy.
• Reads and interprets Memoranda of Understanding (MOU), Personnel
Rules and Procedures, Administrative and other City policies.
• Assists the Senior Human Resources Analyst in completing special
projects; may provide technical guidance to staff, as needed.
• Conducts administrative investigations, gathers and analyzes evidence
and writes related reports.
• Ensures the confidentiality of personnel information.
• Coordinates new employee orientation and explains personnel
requirements and benefit plans; ensures that employment records have
been verified and that personnel files have been properly completed.
• Maintains liaison between employees, the City, and benefit providers.
• Maintains and updates personnel files and records.
• Performs related duties ad required.
GENERAL QUALIFICATIONS
Knowledge of:
• Principles and practices of human resources and personnel policies,
procedures and practices related to the administration of recruitment,
selection, benefit programs and related functions.
• Uses and operations of a computer and standard business software
applications including word processing and spreadsheet applications.
• Standard office management practices and procedures.
• Correct English usage, including spelling, punctuation and grammar.
• Sound customer service practices and etiquette.
• Employee relations.
• Human resources information management and records systems.
• Research and analytical methodologies.

• Letter and report writing.
Ability to:
• Organize and prioritize work.
• Determine appropriate and effective recruitment standards.

• Understand, interpret and explain the application of policies, procedures
and plan provisions pertaining to assigned areas of responsibility.
• Prepare and maintain accurate and complete records.
• Perform specialized data entry rapidly and with a high degree of accuracy.
• Communicate effectively orally and in writing.
• Understand and follow written and oral instructions.
• Deal tactfully and courteously with difficult and sensitive people and
situations.
• Establish and maintain effective working relationships with managers,
employees, union representatives, applicants and others encountered in
the course of work.
EDUCATION AND EXPERIENCE
Education:
Two years of some college level courses in personnel, business, public
administration or a closely related field.
Experience:
Four years of increasingly responsible technical administrative support
experience to include at least one year in a human resources office performing
duties specific to benefits administration and/or recruitment and selection.
Municipal work experience preferred.
One additional year of college maybe substituted for up to one year of
experience.

SPECIAL REQUIREMENTS
Possession of a valid California Class C driver's license issued by the State of
California and a good driving record.
PHYSICIAL TASKS AND ENVIRONMENTAL CONDITIONS
The physical demands described here are representative of those that must be
