May 17,, 1962 The regular meeting of Town Council was held today at 3 P.M. in the Council Room in the Town Hall and was attended by Mayor Brown, who presided and Councilmen Hosti, Powers, Meddin, Lovell, Waters, Fleetwood, Town Attorney Soi.ms Jr.,Chief McCutchen, Supt. Reed, A. Pratt Adams, Mathew Doyle, Duane Hatch,and Aaron Weiner. Mr. Adams stated that he represented the Sagannah Beach. Volunteer Fire Department and the members of this organization did not like the dismissal of A.Perry Solomon, III as fire chief, that this is a good and efficient organization devoted to duty and though Mr. Solomon may have said things he should not have, they have a right to elect their fire chief. They will cooperate and will agree to have him stop acting the way he has and that they will have someone else to contact Council, that they recognize Mr. Solomon as a fire chief but not as he has been doing, that they had voted that the chief would not accept any salary, that the Town cannot tell the organization who it can appoint, that his dismissal does not affect his ability to instruct and train men as fire fighters. The Fire Department wants to cooperate and that the members agreed to have him stop saying and doing some of the things he has been saying and doing. The Mayor informed Mr. Adams that the Fire Department was allowed the privilege of appointing a new chief. Mr. Adams stated that Mr. Solomon should be given another chance. Mr. Sol.ps stated that the Fire Department is separate from the Town and have a right to elect their officers, Solomon was elected chief by them and they are a volunteer organization. The Mayor stated that the Town has no control over the Fire Department but that the Town does own the fire equipment, etc. Mr. Adams suggested appointing a Committee satisfactory to Council to try and work out a solution. Councilman Lovell stated that the fire chief has always been appointed by the Town. Mr. Adams stated that the Town does not have a right to appoint a fire chief. Councilman Powers stated that the Town is responsible for the protection of property. Mr. Hatch stated that the department was doing a good job and wanted the right to appoint the chief. Councilman Waters stated that the Fire Department and the Town's relations has always been good. Mr. Adams stated that the Town appoint a Committee to try and get together. The Mayor stated that the Town wants to cooperate but.they also ex- peet cooperation from the Fire Department and that he will be glad to work with a committee. Mr. Weiner stated that he had met with Chief McCutchen in regard to certain equip- ment which is needed on the Beach for rescue work and that there has not been a drowning in the area patrolled by the life guards in a long time due to capable life guards on duty. He requested that the list of equipment given to the Chief be acquired by the Town and the Mayor appointed a committee consisting of Councilmen Hosti and Waters and Chief McCutchen to meet with Mr. Weiner. The Mayor asked Mr. Reed if the pipe had arrived this morning and Mr. Reed stated it would not be heae until Friday and that the mixing plant will not be back for two weeks. He also stated that he was getting ready foi the season opening and cleaning up the island as much as possible. The Mayor asked what the situation was at 16th Street and Butler regarding traffic. Mr.Lovell suggested using a portable traffic light. Chief McCutchen stated that reversing traffic will not help the situation as it causes traffic to back up. The Mayor stated that it be left alone for the time being. The Mayor asked Mr. Reed if he had enough garbage cans and Mr. Reed stated that he had at the present time. Councilman Lovell stated that Mr. A.P.Solomon, Jr. had a 6" portable threading machine he wanted to sell, do we need it - and Mr. Reed stated that we did not. 1 1 101 Chief McCutehen reported that the Police Department is functioning all right. The Mayor asked if all of the men would be on duty on Saturday and the Chief stated that all would be on duty except the night men. The Mayor asked if the Chief had the parade all lid up, etc. sand the (thief stated that all he needed was a list of the participants. The ea:untsg of the meeting of April 18th were read and approved. Councilman Hosti stated that First Street was going to be filled up with signs. The Mayor stated that he was going to contact the Planning Board iotddeelded to wait but all requests for the erection of signs be referred to the Planning Board for their handling. The Mayor also stated that. the Savannah Electric & Power Company had plans for lighting Butler Avenue and estimated that to use twenty -eight of the regular type lights would cost $140.00 per month and to use the vapor lights would cost an addi- tional $84.00 per month. Councilman Hosti moved that the work be done at once, which was seconded and passed. The Mayor will contact the Savannah Mee & Power Company. Bills for General Government for the month of April amounted to $ for the Water Department $2,870.15 and for Butler Avenue re- locations $3,604.50 were on motion made, seconded and passed for payment. The Mayor informed Council that the highway engineers stated that Butler Avenue part of the highway will be completed about June 20th. The Mayor stated that Councilman Waters had been spot checking the parking meters and suggested having a supply of envelopes made so that the money collected from each meter be put in a separate envelope to ascertain if all meters were paying off, one envelope for each meter and also that someone go along to check the meters. The Mayor stated that the idea deserves thought. Councilman Waters suggested that the Town could sell an advertisement on the water tower and the opinion was that this not be done. The Mayor called attention to the delinquent water accounts and decided to give the delinquent users until July 15th to pay up or the water will be discontinued and to be firm about it. The Mayor suggested that the present meetings of Council should be changed to the third Wek hesday in the month instead of the second Wednesday as at present and stated that Mr. Solms is a member of the Board of Regents of Georgia which meets every second Wednesday of the month and interferes with Mr. Solms attending the Town's meetings. It was moved, seconded and passed that the third Wednesday of the month be designated as the date to hold the regular meetings of Council and that the meeting time be set for 8 P.M. Councilman Lovell stated that he had investigated the purchase of a chlorinator for the water system and that one unit cost $1000.00 and that the old unit is unserviceable. Councilman Powers subetted the monthly report of the Fire Department. Bids were received for the purchase of a new Pick -er Truck for the Water Department from the followings Dearing Chevrolet Co. $1517.00 $16.75 $15.00 J. C. Lewis Motor Co. 1530.36 15.00 20.00 Hester Motor Co.(GMC 1962 Model) 1675.00 14.00 15.00 Hester Motor Co.(GM 1961 Model 1575.00 14.00 15.00 2 It was moved, seconded and passed that the truck be purchased, that is if agreeable to Councilmen Lovell and Hosti and Superintendent Reed. The Mayor informed Council that Saturday May 19th had been set as the official open- ing day for the 1962 season. Mr. Elise H. Culver protested against the assessment placed on her property which was tuned over to the Assessment Committee to handle. Mr. Charles Christy requested permission to stand a sign over the sidewalk at his place of business on the corner of Sixteenth Street and the Strand, the supports would be on Mr. Christy's property. It was moved, seconded and passed that the requeA be granted. 1 Mr. R. J. Duffy presented a plat of Beach Lot hilt, Ward 4, which he wishes to sub- divide. The matter was referred to the Plann4ng Board. Mr. E.C. Bobo requested permission to connect his flat rate water line to his present meter at the Waves Motel. The matter was approved by Council with the proviso that the matter would be under the supervision of W. Reed and approved by the Plumbing Inspector. The Southern Bell Tel & Tel Co.,requested a cancellation of 1962 taxes on Lots 26 A & B, Ward 2, as these taxes are included in their annual retufn to the Comptroller of the State of Georgia. It was moved, seconded and passed that they be cancelled. The Seaview Development Company requested an adjustment on the assessment of their hotel property, referred to the Assessment Committee. The request of Mr. Jack Knauz to extend a sewer line to his property on Horse Pen Hammock was denied as Council decided it was not feasible at this time. Mayor Brown stated that he had dismissed Mr. A.P.Solomon III as fire chief. Mr. Solms stated that the Fire Department is not interested in pay for the chief but they want him to keep the engines in the department in operation. The Town can refuse to allow them to use the fire equipment and have a right to refuse to use him and asked how would it affect the fire insurance situation. The Mayor suggested leaving it as is. Councilman Hosti stated that they should be given until June.15 to appoint a new fire chief suitable for the Town. It was moved, seconded and passed that the following Ordinance by adopted. AN ORDINANCE AN ORDINANCE TO PROHIBIT PARKING ON CENTRE STREET, AND ` 6th, 7th, 8th, 9th, 10th, llth, 12th and 13th STREETS IN THE TOWN OF SAVANNAH BEACH, TYBEE ISLAND, GE +1:GI&, WITHIN 50 FEET OF THE SEA WALL WHICH IS LOCATED ON THE STRAND AND RUMS ALONG THE BEACH FROM THE NORTHERN END TO THE SOUTHERN END OF THE ISLAND: TO PROVIDE PENALTIES FOR THE VIOLATION THEREOF: AND FOR OTHER PURPOSES, BE IT ORDAINED, by the Mayor and Councilmen of Savannah Beach, Tybee Island, Georgia, in council assembled, and it is hereby ordained by authority of the same as follows: 1 1 1 Mr. A. Solomon: April 11, 1962 This is to &vise that the Mayor and Members of Council have always been on the alert to the needs of the Volunteer Fire Depart- ment and it has been our one ddsire to cooperate with them to the best of our ability for the fine service they have rendered our community. It is our intention to continue the abo, »e policy and pro- vide the Volunteer Firemen with all the equipment and service the community can afford for the protection of our lives and property. I want to thank you for the personal service you have rendered the community as Fire Chief and advise you that your services will terminate as of May 1, 1962. The Town will permit the Firemen to appoint a new chief, subject to the approval of Council for better relations between our Board and the Volunteer Fire Department. The most important function in any community is complete cooperation and good relations between the Mayor, members of Council and organizatjons such as the Volunteer Fire Department, each is dependent on the other and both deserve respect. We have exerted our best efforts to work with you and provide the best service findmmaterials the community can afford and we expect to continue this policy in the future. In exchange we have received the best service from you that any community could expect and we are proud of your organization. It is not our intention to tell you how to run your organization, but it is our desire to improve and continue our good relations and in order to make an improvement it is necessary for us to request your appointment of a new Fire Chief to replace Mr. A.P. Solomon 3rd, who, for some reason has seen fit to conduct himself in an ungentlemanly manner in public, with detrimental criticism and abusive language unfit to be heard by Ladies, about the Mayor and Members of Council. A copy of notice to Mr. Solomon is attached for your information. The members of council have agreed to allow you flntil June 1st, to make your appointment subject to their approval, the salary will be retroactive to May 1st. Also your new Chief will be allowed an all expense trip to Kenosha, Wisconsin in July to pick up our new Pamper Truek and ride back with a factory representative for delivery of this equnment to you. Solomon, 3rd -___--, SECTION 1: It shall be unlawful to park an antomobiledwithin 50 feet. of the Sea Wall at the eastern extremities of the following streets, to -wit: Centre Street, and 6th, 7th, 8th, 9th, 10th, 11th, 12th and 13th Streets. The area in which parking is prohibited may be defined as the 50 feet immediately adjacent to and lying west of the sea wall at the eastern extremity of Centre Street, and 6th, 7th, 8th, 9th, 10th, 11th, 12th and 13th Streets.' SECTION 2: The term "to park" and /or "parking" shall be the bringing of an automobile to a stationary position for any pe iod of time exceeding 30 Seconds and shall include each automobile whether occupied �r unoccupied. SECTION 3:, Any person or persons violating' the provisions of this Ordinance shell, upon conviction thereof, be subject to be fined not to exceed $100.00 and imprisoned not to exceed 30 days, either or both, in the discretion of the Court. . SECTION 4.: All Ordinances or parts of ordinances in conflict with the provisions of this ordinance are hereby repealed. There being no Rather business the meoting adjourned subject to the call of the Mayor. Mayor Savannah Beach, Tybee Island, Georgia. June 1, 1962. A special meeting of Town Council was held today at 8:30 P.M. in the Council Room and was attended by Mayor Brown, Who presided and Councilmen Waters, Lovell, Powers, Hosti, Peters, Town Attorney Solms, Jr.,Chief McCutchen, Duane Hatch, Charles Dowell. The meeting was called for the purpose of discussing matters in connection with the Savannah Beach Volunteer Fire Department and to take whatever action is necessary. Mayor Brown stated that he wanted to try and get the Fire Department straightened out and also to appoint a new Fire Chief. Councilman Powers stated that the Fire Department had been requested ppoint a new Fire Chief as of June 1, 1962. The Mayor stated that he bad 40:.t _a letterm the Fire Department dated April 11, 1962 but to date no appointment has been made by them, A Committee from the Fire Department had called on him to work out something but nothing was accom. plished as he has not received a satisfactory reply from them. The Mayor stated that there ate about 30 or 35 members in the department 15 of which work in Savannah, S travel, which leaves approximately 15 to 17 men on the island to answer calls, some of whom are town employees. Councilman Peters asked if the Fire Department wanted Mr. Solomon as Chief. The Mayor stated there was a question in his mind as to how many of the department want him. He said that the Committee said it was unanimous. Mr. Hatch stated that there were about 20 or 25 in. attendance at the meeting and that all were unanimous.
