Those present were Monty Parks, John Major, Wanda Doyle, Barry Brown and Bill Garbett. Also attending were Diane Schleicher, City Manager; and Janet LeViner, Clerk of Council. Julie Livingston was excused due to illness. Consideration Local Requests & Applications-Funding, Special Events, Alcohol License Revised Dates: Tybee Island Pirate Fest: October 28 – 30 @ various times (16th Street Parking Lot, Tybrisa/Strand; North Beach Parking Lot for 10/28 parade staging and parade route). Plus October 25 - November 8 for carnival ride in 14th Street parking lot between 15th and Marine Science Center and the Pier/Pavilion. Tybee SEABAR, Inc. Monty Parks made a motion to approve. Barry Brown seconded. Vote was unanimous, 5-0. Alcohol License Request: Special Event – Beer and Wine – Tybee Pirate fest. Location of Event: Tybee SEABAR, Inc. 16th Street Parking Lot, Tybee Island, October 28, 29, and 30 2016. Monty Parks made a motion to approve. Barry Brown seconded. Vote was unanimous, 5-0. Consideration of Bids, Contracts, Agreements and Expenditures GEFA Loan Application – Water Line Replacement and UV Disinfection – Total loan for $1,997,000.00 at a 1.39% rate with the Water First designation. Project consists of a second phase of water line replacement, replacing old asbestos-cement and lead-jointed pipes with new C-900 PVC pipe. Also, the City intends to replace its aging UV disinfection systems at the WWTF. Mayor pro tem Brown expressed his concerns with the interest rate remaining at the low rate. Ms. Schleicher explained there are no concerns with an increase in the interest rate. She then stated this project will also tie in with the repaving of Butler Avenue. Mr. Parks stated there might be a slight increase in the water/sewer bills in the future due to the improvement(s). Ms. Schleicher confirmed. Mayor Buelterman questioned the remaining improvement on the sewer lines. Ms. Schleicher responded there are a handful of force mains that need attention but are not as old as the ones included in the agenda item. Mayor Buelterman stated in the wake of the recent hurricane he would ask the Infrastructure Committee to review the issue of the lift stations and generators. Ms. Schleicher confirmed. She then commended Mayor and Council for their attention to the infrastructure in the past as if this had not been a priority there might have been catastrophic damages to the Island as a result of the recent hurricane. Ms. Doyle recommended the Infrastructure Committee look at installing sewer lines to Lazaretto Creek as there are two property owners that have expressed an interest. Also, she would like this included in the next budget cycle. Mayor pro tem Brown confirmed. Monty Parks made a motion to approve. Wanda Doyle seconded. Vote was unanimous, 5-0. Consideration of Ordinances, Resolutions Resolution to designate October 28th – 30th as the Festival Days for the Pirates Fest 2016 and to designate the areas as Festival Control Zones on October 28th and October 29th 2016. Wanda Doyle made a motion to approve. Monty Parks seconded. Vote was unanimous, 5-0. Monty Parks made a motion to adjourn to Executive Session to discuss personnel. Wanda Doyle seconded.
