HomeMy Public PortalAbout11-01-2007THE BOARD OF PUBLIC WORKS AND SAFETY OF THE CITY OF RICHMOND, INDIANA, NOVEMBER 1, 2007 The Board of Public Works and Safety of the City of Richmond, Indiana, met at 5:00 P.M., Thursday, November 1, 2007, in the Community Room at the Municipal Building, 50 North 5th Street, Richmond, Indiana. In attendance were Board Members Vicki Robinson, Dian Lawson and Mary Jo Flood. Also attending were Assistant City Attorney Kenyatta Cox, Police Chief Kris Wolski, Captain Terry Hopkins, Director of Public Works and Engineering Greg Stiens, Jeremy Reynolds and Mike Richter. The following business was conducted: CALL TO ORDER Robinson called the meeting to order and noted for the minutes that all board members and legal counsel were present. APPROVAL OF MINUTES Robinson made a request to the board to approve the minutes for the October 25, 2007 meeting. Flood made a motion to approve with a second by Lawson. The motion was unanimously passed. CLAIMS FOR PAYMENT Robinson made a request to the board to approve the claims for payment in the amount of $145,838.90. Of that total $30,897.79 was paid to the Wayne County Treasurer for the City's portion of the 911 salaries and benefits and $77,408.27 paid to Milestone for paving materials. Lawson made a motion to approve with a second by Flood. The motion was unanimously passed. REQUEST A. Robinson brought to the board a request that was presented by Captain Terry Hopkins for the approval of a Residential Handicap Parking Sign at 113 South 5th Street for Mr. Joseph Coblentz. He explained that there was already a sign there. The gentleman that lived there has recently moved and the request was to reassign the sign to Mr. Coblentz's. Flood made a motion to approve with a second by Lawson. The motion was unanimously passed. B. Robinson brought to the board a request that was presented by Captain Terry Hopkins for a road closing request at 107 Garwood Road on Thursday, November 1, 2007 from 10:00 PM to Friday, November 2, 2007 at 6:00 AM. This request was Board of Works Minutes November 1, 2007 Page 2 of 3 submitted to the board by Reynolds Service Tech, Inc earlier but because of the difficulty they were having obtaining the materials that they needed to install a water line to the new Galo's Italian Restaurant they were unable to complete the project. Jeremy Reynolds explained that they had all the materials available at this time to complete the project. Lawson made a motion to approve with a second by Flood. The motion was unanimously passed. C. Robinson brought to the board a request that was presented by Police Chief Kris Wolski for the approval to advance Probationary Officer Kevin Smith to the position of 1st Class Patrol Officer for the Richmond Police Department effective October 30, 2007. Flood made a motion to approve with a second by Lawson. The motion was unanimously passed. CONTRACTS A. Robinson brought to the board a request that was presented by Director of Public Works and Engineering Greg Stiens for the approval of Contract No. 103 -2007 with Bonar and Associates d /b /a Bonar Group for Professional Engineering Services to the Department of Public Works and Engineering. He explained that this was basically a renewal with them with just a minor change in the rates. Lawson made a motion to approve with a second by Flood. The motion was unanimously passed. Robinson reminded the board that they were still in session but there was going to be a short break before continuing with the Vicious Dog Hearing to be heard on a pit bull owned by Jeremy Jacobs. DOG HEARING After the break the meeting reconvened with a hearing that was requested by the Richmond Police Department Animal Control Division to deem a dog named Diamond owned by Jeremy Jacobs vicious and dangerous according to Richmond Code 91.15. The witnesses that the Assistant City Attorney Kenyatta Cox called were as follows: Animal Control Officer Linda Miller Mike Richter Laura Ann Mullin Beverly Kelly Jeremy Jacob the owner of the dog in question was not present with any witnesses in his behalf. The audio tapes of the hearing are on file in the Clerk's Office.
