HomeMy Public PortalAbout11-29-2007THE BOARD OF PUBLIC WORKS AND SAFETY OF THE CITY OF RICHMOND, INDIANA, NOVEMBER 29, 2007 The Board of Public Works and Safety of the City of Richmond, Indiana, met at 5:00 P.M., Thursday, November 29, 2007, in the Community Room at the Municipal Building, 50 North 5th Street, Richmond, Indiana. In attendance were Board Members Vicki Robinson, Dian Lawson and Mary Jo Flood. Also attending were Assistant City Attorney Kenyatta Cox, Fire Chief Mike Crawley, Grants Administrator Sharon Palmer, Human Resource Director Bill Harris and Tom Dickman. The following business was conducted: CALL TO ORDER Robinson called the meeting to order and noted for the minutes that all board members and legal counsel were present. APPROVAL OF MINUTES Robinson made a request to the board to approve the minutes for the November 21, 2007 meeting. Flood made a motion to approve with a second by Lawson. The motion was unanimously passed. CLAIMS FOR PAYMENT Robinson made a request to the board to approve the claims for payment in the amount of $97,997.17. She explained of that total $42,899.72 was paid to WCTV for franchise fees and $32,086.85 was paid to the Wayne County Treasurer for the City's portion of 911 for November. Lawson made a motion to approve with a second by Flood. The motion was unanimously passed. REQUEST A. Robinson made a request to the board that was submitted by Captain Terry Hopkins for the approval to close the 500 block of East Main Street starting at 4:00 PM on Friday, December 7, 2007 to allow Mr. Loren Vance ample time to set -up Santa's float for the Holiday Parade. CONTRACTS A. Robinson brought to the board a request that was presented by Human Resource Director Bill Harris for the approval of Contract No. 123 -2007 between the City of Board of Works Minutes November 29, 2007 Page 2 of 4 Richmond and Amalgamated Transit Union Local Union No. 1474. He explained that there had been several addendums to the contract over the years and they incorporated them together with a few minor changes to make up this contract. Lawson made a motion to approve with a second by Flood. The motion was unanimously passed. B. Robinson brought to the board a request that was presented by Fire Chief Mike Crawley for the approval of Contract No. 122 -2007 between the City of Richmond and Carpenter Electric, Inc for general maintenance of electrical repairs for Fire Stations 1, 2, 3, 4, 5 and 6 for 2008. He explained that this was just an extension of last year's contract leaving the rates the same. Flood made motion to approve with a second by Lawson. The motion was unanimously passed. C. Robinson brought to the board a request that was presented by Fire Chief Mike Crawley for the approval of Contract No. 119 -2007 between the City of Richmond and Bader Mechanical for the reinstallation of the reset controller for the boiler at Fire Station No. 4 and to exchange heaters between Fire Station No. 5 and Fire Station No. 6. Lawson made a motion to approve with a second by Flood. The motion was unanimously passed. ADDENDUMS A. Robinson brought to the board a request that was presented by Human Resource Director Bill Harris for the approval of Addendum No. 1 to Contract No. 100 -2006 with Hylant Group of Carmel, Indiana. He explained that this is the company that works with the City's Health Insurance and they were charging the same price as last year for their services. Flood made a motion to approve with a second by Lawson. The motion was unanimously passed. BID AWARDS A. Robinson brought to the board a request that was presented by Grants Administrator Sharon Palmer to award a bid to Jeffrey S. Hornsby to conduct an income survey of the City of Richmond not to exceed $2,500.00 and to authorize the President of the board to sign the contract once it has been prepared. The data is necessary for grant applications. The Lawson made a motion to approve with a second by Flood. The motion was unanimously passed. BID OPENINGS A.
