A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF LYNWOOD
APPROVING TO AMEND THE URBAN BIKE TRAIL PROJECT SCOPE;
TO ESTABLISH A SEGREGATED ACCOUNT NUMBER FOR THE
EXTENSION OF THE BIKE TRAIL; AND TO APPROPRIATE $25,000
FROM UNAPPROPRIATED PROPOSITION C FUND FOR THE DESIGN
AND PRE-CONSTRUCTION COSTS FOR THIS EXTENSION
WHEREAS, on November 29, 2017, the State of California Natural Resources
Agency (CNRA) notified the City that it received funding under the Urban Greening
Grant Program in the amount of $2,853,000 for the Lynwood Urban Bike Trail (Project);
and
WHEREAS, on October 2, 2018, the City Council approved for Willdan to design
an extension of the Urban Bicycle Trail; and
WHEREAS, staff has been working closely with Caltrans during the design
phase of the Project and identified constraints with the Project site; and
WHEREAS, City Council approval of an amended Project scope is needed to file
an amended CEQA documents; and
WHEREAS, CNRA requires that an account be established for the grant funded
Project scope elements separate from the City's funded bike trail extension elements.
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF LYNWOOD DOES
HEREBY FIND, PROCLAIM, ORDER AND RESOLVE AS FOLLOWS:
Section 1. That the City Council approves the amended Project Scope for the
Lynwood Urban Bike Trail.
Section 2. That the City Council authorizes the Public Works Director or his
designee to file the Notice of Exemption to comply with CEQA.
Section 3. That the City Council approves the establishment of a separate
Capital Improvement Project Account Number and appropriation for the section of a
Class I bike trail from Atlantic Avenue to Wright Road and Class II bikeway spur from
Fernwood Avenue to Yvonne Burke-John D. Ham Park:
