SECTION 1: It shall be unlawful to park an antomobiledwithin 50 feet. of the
Sea Wall at the eastern extremities of the following streets, to -wit: Centre Street,
and 6th, 7th, 8th, 9th, 10th, 11th, 12th and 13th Streets. The area in which
parking is prohibited may be defined as the 50 feet immediately adjacent to and
lying west of the sea wall at the eastern extremity of Centre Street, and 6th, 7th,
8th, 9th, 10th, 11th, 12th and 13th Streets.'
SECTION 2: The term "to park" and /or "parking" shall be the bringing of an
automobile to a stationary position for any pe iod of time exceeding 30 Seconds and
shall include each automobile whether occupied �r unoccupied.
SECTION 3:, Any person or persons violating' the provisions of this Ordinance
shell, upon conviction thereof, be subject to be fined not to exceed $100.00 and
imprisoned not to exceed 30 days, either or both, in the discretion of the Court. .
SECTION 4.: All Ordinances or parts of ordinances in conflict with the
provisions of this ordinance are hereby repealed.
There being no Rather business the meoting adjourned subject to the call of

A special meeting of Town Council was held today at 8:30 P.M. in the Council Room
and was attended by Mayor Brown, Who presided and Councilmen Waters, Lovell, Powers,
Hosti, Peters, Town Attorney Solms, Jr.,Chief McCutchen, Duane Hatch, Charles Dowell.
The meeting was called for the purpose of discussing matters in connection with
the Savannah Beach Volunteer Fire Department and to take whatever action is necessary.
Mayor Brown stated that he wanted to try and get the Fire Department straightened
out and also to appoint a new Fire Chief. Councilman Powers stated that the Fire
Department had been requested ppoint a new Fire Chief as of June 1, 1962.
The Mayor stated that he bad 40:.t _a letterm the Fire Department dated
April 11, 1962 but to date no appointment has been made by them, A Committee from
the Fire Department had called on him to work out something but nothing was accom.
plished as he has not received a satisfactory reply from them. The Mayor stated
that there ate about 30 or 35 members in the department 15 of which work in Savannah,
S travel, which leaves approximately 15 to 17 men on the island to answer calls, some
of whom are town employees. Councilman Peters asked if the Fire Department wanted
Mr. Solomon as Chief. The Mayor stated there was a question in his mind as to how
many of the department want him. He said that the Committee said it was unanimous.
Mr. Hatch stated that there were about 20 or 25 in. attendance at the meeting and
that all were unanimous. Councilman Powers asked if the vote was to bhve Mr. Solomon

to apologize or to keep him on as Chief. The committee voted to accept Mr.
Solomon's apologies for his personal actions. The Mayor stated that the actions
of Mr. Solomon would not qualify him to act as Chief and the Mayor asked what was
the connection between the social club and the fire department. He understood it
was necessary to join the social club to be a fireman. He also asked if any re-
cent applicants had been turned down and he was informed that an applicant had
recently been dunned down who had been a resident of the island for years but had
just recently applied for membership. Councilmen Peters stated that it looked like
politics. The Mayor stated that the social club should be "separate from the fire
department and any citizen who wanted to join the fire department should be permitted
to do so. He did not want to disrupt the organization as they have_been doing a good
job and the town needs their help, , r r e ommi yt e o get

• r-ge-of training- of=persan$el. i Councilman Waters stated that he was sorry that it
happened as it as not helped any and he was in favor of leaving it as is until
another election. ✓ Councilman Lovell stated that the fire department has gotten out
of hand from what was origi*a-71y intended. The department does not spend a dime on
equipment, hesnmo say so as to how the equipment will be used and he felt that the
matter should be brought to a head now and that the Town should supervise operation
of the department more thoroughly. Councilman Waters stated that the social side
had been responsible for more discontent than the organization and apparently they
had more to do with the operation than fire fighters. The Mayor asked what the
department did with the money they had turned in. Councilman"stated that they put
it to good use such as charities and other purposes. 'Mr. Hatch stated. that Mr.
Solomon was approved by Council in 1961 and thet the department memberships were nbt
aware of his accepting money from the Town. Councilman Powers stated that the Fire
Department felt that the Town had nothing to do with the Chief and that he wanted
all members to stay on as members of the department , that the meeting had been
called to appoint a new fire chief. Councilman Hosti stated that they should go
along with Council in electing a new chief as long as we furnish the equipment the
Town should have control. The Mayor stated that the Town is responsible to provide
fire protection. Mr. Hatch stated the committee is willing to submit an alternate
plan to recommend to the Council to try and come up with some other conclusion and
they replied that the Town has tried to get an alternate plan. The Mayor stated
that the department has had adequate time to act and has not done so and that he re-
quested all members of the department to remain with the new set-up. Councilman
Powers stated that the plan is to make Chief.McCutchen the fire chief with two
officers under him, one caption and one lieutenant and that members of the Police
Department will act as firemen and off duty Policemen will answer the alarm. The
D.P.W. employees will also answer the alarm and also extend to the members of the Fire
Department an invitation to remain and work with the Town.
The Mayor stated that the new fire engine is due during July and that the new engineer
would be given a ten day expense paid trip to the factory and that he would come back
on the fire engine with a representative of the company and that he would request that
the representative of the factory would be permitted to remain here so as to give the
department instructions and training it the operation of the new engine. Councilman
Powers would not limit the members of the department to forty, only those who belong
must take training and attend drills, etc and that it will,be necessary to submit to
the insurance company how many members the fire department has. The Mayor stated
that the Mutual of Omaha Insurance Company laathe insurance coverage on forty members
or more but on two pieces of equipment, he stated that the names of those whom are
going to stay with the department and submit them to the insurance company. Council-
man Powers stated that he had someone in mind for the captain's job. It was de-
cided that the matter be put to a vote and Councilman-Powers moved that the Fire
Department be merged with the Police Department as one unit and that Chief D. -A.
McCutchen be Chief of both departments, the motion was seconded and passed. Council-
man Powers stated that Fred J. DeBorde had agreed to accept the oaptainey in the Fire
Department and made a motion that he be appointed captain of the Fire Department which
was seconded and passed.

Mayor Brown asked Chief M cCutchen what his ideas were regarding a new set -up and
the Chief stated that he was not familiar with offioere duilies of the Fire Depart-
ment. It was moved seconded and passed that Robert F. Cary be appointed lieutenant
of the Fire Department.
The Mayor stated that the time the department real estate was onveyed to them that
the department was not incorporated. He also felt that a new set-up was going to
work out all right as it is astep in the direction'of getting better insurance rates
and will be able to expand the services.
The Mayor also stated that Mr. Zack Cravey had informed him that the situation could
Id handled as had been done.
Chief McCutchen requested that the Fire Department cooperate with him. Councilman
Powers stated that they should let us know by June 15th who will remain with the
department so as to get the insurance situation lined up.
There being no further business Council adjourned subject to the call of the Mayor.

The regular meeting of Town Council was held today at 8 P.M. in the Council Room

the Town Hall and was attended by Mayor Brown, who presided and Councilmen
Hosti, Powers, Lovell, Waters, Councilman -elect Fleetwood, Town Attorney Solms, Jr.
Chief McCutchen, A.P. Solomon Jr.,Jack Berry and Duane Hatch.
The Mayor presented to Mr. A.P. Solomon Jr. a pen and pencil set from the Mayor
and Councilmen of the Town for his services towards the Savannah Beach Fire Department
which he was instrumental in having organized in 1924. Mr. Solomon thanked the Board
and stated that he bad always been interested in the development of Tybee and appreci-
ated the gift which was presented to him. Mr. Solomon was excused.
Councilman Lovell took Mr. Hatch to task for his method of reporting. Mr. Lovell
informed him that the difference that is existing with the Fire Department is between
Council and A.P. Solomon III and not between Mr. Solomon and Mr. Brown since Council
authorized the expenditures for use of the Fire Department.
The Mayor informed Council that Superintendent Reed could not attend the meeting as
he had become ill.
The Mayor stated that the Whaley Minter Construction Company had agreed to resurface
Second Avenue from the highway to the Fort Screyen entrance for $490.00. It was
