Savannah Beach, Tybee Island, Ga.
July 2, 1962.
A special meeting of Town Council was held today at 8:30 P.M. in the Council Room
in the Town Hall and was attended by Mayor Browns who presided, Councilmen Peters,
Hosti, Powers, Lovell, Waters, Councilman -elect *. C. Fleetwood, Town Attorney
Solms, Jr.,Rabbi Starrels, J. M. Cargill, Judge B.B.Heery, Mr. Fred Wessels, Sr and
Junior,. J. A. Peters, Jr.,Armond Wells, Walter Simmons, R. H. Thompson, Mrs. Cargill
David Weiner and Julius Fines
The meeting was called for the purpose of swearing in the new Board for the ensuing
term of ,office.
The Clerk read the report of the Managers which was presented at a special meeting
of Council held on April 2, 1962, certifying that James A. Brown had been elected
Mayor and John A. Peters, Benno P. Hosti, William C. Fleetwood, James H. Powers,
William S. Lovell and Robert L. Waters were elected Councilmen.
Judge Heery administered the following oath to Mayor James A. Brown:

1, James A. Brown, do solemnly swear that I will faithfully and
honestly perform the duties of Mayor of the Town of Savannah Beach, Tybee Island,
Georgia, to the best of my skill and ability, without favor or affection, so help
me God.
Further, I, James A. Brown, a citizen of Savannah Beach, Tybee Island,
Georgia, and being an employee of the Town of Savannah Beach, Tybee Island, Georgia,
and the recipient of public funds for services rendered as such employee, do hereby
solemnly swear and affirm that I will support the Constitution of the Malted States
and the Constitution of the State of Georgia, and that I an not a member of the
Communist Party and that I have no sympathy for the doctrines of communism and will
not lend my aid, my support, my advise, nay counsel, nor my influence, to the Communist
Party or to the teachings of communism.

A. Peters, Robert L. Waters. and James H. Powers, do solemnly swear that we will

The Mayor thanked Judge Heery for his kindness and cooperation to attend the
meeting and administer the oaths of office.
Judge Heery in return stated that it was always a distinct pleasure to cooperate
with the Mayor and Aldermen of Savannah Beach and appreciate very much their
request of him to administer the oaths.
The Board welcomed Councilman Fleetwood to the Board and stated that they all
hoped everyone would pull together for the betterment of Tybee.

County Commissioner Fred Wessels, Sr.,extended his well wishes and offered his
cooperation to the Board.
A number of others in attendance expressed their well wishes to the new Board.
There being no further business the meeting adjourned subject to the call of Mayor.

July 18, 1962.
The regular meeting of Town Council was held today at 8 P.M. in the Council Room
in the Town Hall and was attended by Mayor Brown, who predided and Councilmen
Hosti, Fleetwood, Lovell, Waters, Powers, Town Attorney Solms, Jr.,Supt. Reed, Chief
McCutchen, Mr. & Mrs. Leon Case, J. M. Agnew, Duane Hatch, Rev. & Mrs. Dale 'Brown,
Mrs. Marjorie Solomon, and others.
Superintendent Reed reported that the sanitation and sewerage departments were
functioning at the present time and that he had the pipe for the school work, that
garbage collections were behind on hauling the trash away. The Mayor informed
Council that Mr. Faucett, the Warden, was down today. The Mayor also reported that
there was 285 feet 2" pipe and 230 feet 11" pipe located on property of Mr. H..
Brewer running from Estill Avenue and that Mr. Brewer was willing to sell. He also
instructed Mr. Reed to cut —off any delinquent water accounts that he had a report of
those delinquent.
Councilman Lovell reported that Freddie Anderson's house on First Avenue is a duplex
and there is one tap for both houses and that the plumbing would have to be changed to
cover both houses.
The Mayor reported that he had received complaints of dogs being loose on the beach
and asked if the necessary signs were up, Mr. Reed stated that these signs are
not on private drives but that the signs are on the streets. The Mayor instructed
Mr. Reed to put up some more signs. He also asked if the Police Department took
any action when they saw dogs loose on the beach and the Chief stated that they did
and that today they had made four cases. The Mayor asked how the cleaning -up of the
beach by the boys worked out and Mr. Reed stated that it did not work too well.
The Mayor suggested that possibly Mr. Reed could locate someone to work on the beach
several hours per day to pick up the trash.
