OF TYBEE ISLAND, GEORGIA
This contract is made by and between the Coastal Regional Commission, hereinafter referred to
as the "CRC," and City of Tybee Island, hereinafter referred to as "the City."
Witnesses that:
WHEREAS the East Coast Georgia Greenway is a 155 -mile trail system which will connect
South Carolina to Florida through Georgia's six coastal counties; and,
WHEREAS, GA Legislature passed SR730 encouraging the CRC to support implementation of
the East Coast Greenway; and,
WHEREAS, the City of Tybee applied for funds from the Coastal Regional Commission (CRC)
for the first phase of construction of the East Coast Greenway Marsh Hen Trail; and
WHEREAS, the City of Tybee desires to implement the first phase of the Marsh Hen Trail that
will eventually connect to the Lazaretto Bridge to be constructed by Georgia Department of
Transportation (GDOT) which has planned pedestrian/bicycle amenities; and
WHEREAS, a majority of the Marsh Hen Trail is located along the abandoned Marsh Hen
railroad bed; and,
WHEREAS, the construction of the Marsh Hen Trail is in the City of Tybee's current short-term
work program.
WHEREAS, the first phase is approximately a half mile section of a multi -use bike and
pedestrian off road trail; and,
WHEREAS, the current total cost estimate for the project including construction, engineering
and contingency is $484,195; and,
WHEREAS, the City of Tybee plans on contracting and completing work adjacent to Highway
80 for an estimated cost of $199,781; and,
WHEREAS, the City of Tybee Department of Public Works will complete areas of the trail that
are off the highway within the footprint of the former railroad bed for an estimated material cost
is $243,635; and,
WHEREAS, the City of Tybee has budgeted $400,000 this fiscal year to complete this phase
from the City's fund balance, green space designated funds.
WHEREAS, the City of Tybee is the recipient of East Coast Greenway DCA funded project
identified above in the amount of $17,800; and

WHEREAS, the Coastal Regional Commission is the designated agency to render certain project
management, reporting and support services in connection with East Coast Greenway grant
funds.
THEREFORE, it is distinctly understood and mutually agreed as follows:
I. SCOPE OF SERVICES: The Coastal Regional Commission (CRC) shall provide the
following scope of services:
A. Project Management
1. Record keeping consistent with DCA program guidelines.
2. Maintenance of the filing system.
3. Collect and submit required project reporting, including progress reports,
qualified reimbursable expenses to DCA.
B. Process reimbursable grant expenses. The City hereby agrees that its officials and
employees shall cooperate with the CRC. The City officials shall be responsible
for ensuring that all required information including copies of qualified
reimbursable expenses and other information shall be made available to the CRC.
C. The CRC shall consider the receipt of this contract, signed and executed, as the
official notice to proceed.
II. TASKS PROVIDED BY THE CITY: The City of Tybee Island shall furnish data as
follows:
A. The City shall have a kick-off and notify the CRC of the project kick-off date
B. The City shall invite the legislative delegation to groundbreaking.
C. The City shall include the legislative delegation in all press releases.
D. The City shall provide copies of press releases, photos and milestone events to the
CRC.
E. The City shall use the wording, 'this phase of the Marsh Hen Trail project is
completed in part by an East Coast Greenway Grant provided by the Georgia
Legislation, and the CRC in cooperation with DCA."
F. The City shall provide monthly progress reports to the CRC.
G. The City shall provide inspection reports to the CRC.
H. The City shall provide the CRC documents relevant to this phase of construction.
I. The City shall provide documentation of qualified reimbursable expenses to the
CRC.
III. SCHEDULE: This phase of construction funded by East Coast Greenway Grant shall
be completed by June 30, 2017.
