Greg Winger presented the Fire Department Report. Jamie Madden presented the Public Works Report. Steve Hippen and Evie Haupt presented Economic Development and Visioning Report. Justin Kerns has the opportunity to sell a portion of his property on 1st St. The potential buyer would like to put up a pole type building. Minteer moved that if the sale goes through a pole type building would be allowed if it meets all the building permit requirements. Eilderts seconded the motion. All ayes, carried. At 7:26 the Mayor declared this was the time and place for a Public Hearing on the proposed Community Development Block Grant Application and Cost Estimate of the Sewer Project. Attending the Public Hearing was Sandy Harms, Evie Haupt, Jamie Madden, J D Kennedy, and J R Kennedy. Lisa Ahern, Community Development Specialist with INRCOG, provided the participants with the following information regarding the need and proposed activities related to the grant Application. How the need was identified; • This Project was identified as a result of a needs assessment and engineering reports, and was discussed at numerous Wellsburg City Council Meetings. • A prior CDBG application was submitted for this project in 2014. • The project was also addressed in an independent engineering report(facility plan) which was completed in November 2018. • Low and Moderate Income (LMI)Needs were identified through a local survey, conducted in August 2019. Said LMI percentage was determined to be 51.56 percent of persons in the community. Nature of Proposed Activities • As identified in the engineer's facility plan, this project includes the upsizing of the existing wastewater pump station to accommodate peak loads, add a submerged attached growth reactor system following the existing aerate lagoons to improve ammonia removal, and add an ultraviolet disinfection to meet E. coli limits. • Sewer collection repairs and improvement will take place at the site of the city's existing waste water treatment plant. • Funding sources: Estimated Budget CDBG (Excluding Administration) $ 270,000 CDBG (Administration) $ 30,000 State Revolving Loan Fund $1,572,000 Total Est. Cost of the Project $1,872,000 • Total Requested amount of CDBG federal funds: $300,000. • Estimated portion of federal funds that will benefit persons of low and moderate income: $154,680. • The City has been approved for$1,572,000 in SRF (State Revolving Loan Fund) loans for this project which will be used as local match. • This project allows for new and expanded service to the low-and-moderate income families in the region, including senior citizens and persons with fixed incomes. • Project is estimated to be completed by June 1, 2021. No one is expected to be displaced by the CDBG activities. If there were anyone being displaced the city would follow the HUD Relocation and Displacement Policy. • Project application will be submitted on or before December 31, 2019 Community Development and Housing Needs Assessment Community Name: Wellsburg COMMUNITY DEVELOPMENT AND HOUSING NEEDS ASSESSMENT OF LOW-AND MODERATE-INCOME PERSONS. 1. Construction of sanitary sewer infrastructure improvements and compliance with sanitary sewer. 2. Looping of water lines, which allows for maintenance of service if/when a waterline breaks. Specifically, looping also allows for maintenance of fire services and provision of potable water to residents. 3. Housing assistance for Low and Moderate Income (LMI)persons throughout the community. 4. Provide job opportunities for LMI persons. PLANNED OR POTENTIAL ACTIVITIES TO ADDRESS HOUSING AND COMMUNITY NEEDS 1. Seek funding through the Community Development Block Grant Program, specifically for sanitary sewer improvements. 2. Seek funding through the Community Development Block Grant Program specifically for housing activities in the community. 3. Work with city economic development professionals to assist with economic development activities and other improvement. Date and location of assessment: December 2, 2019, Wellsburg City Council Chambers. At 7:35 being there were no oral or written objections the Mayor declared the Public Hearing closed. Hippen moved to approved Resolution 12-2019-1 approving a community development block grant application; designating the Mayor as the official representative of the city and authorizing the Mayor to affix his signature to said application and certain assurances in conjunction with same. Eilderts moved to approve Resolution 12-2019-2 granting the Iowa Economic Development Authority certain financial assurances in conjunction with the Community Development block grant application. Eiten seconded the motion. Roll call of votes. All ayes, carried. Van Heiden moved to approve Resolution 12-2019-3 authorizing the Mayor to sign a memorandum of understanding with Iowa Northland Regional Council of Governments (INRCOG) for the administration of the Community Development Contract with the Iowa Economic Development Authority. Eilderts seconded the motion. Roll call of votes. All ayes, carried. Minteer moved to approve Ordinance 12-2019-1 adopting Flood Plain Management Provisions. Van Heiden seconded the motion. Roll call of votes. All ayes, carried. Minteer moved to waive the second and third reading of Ordinance 12-209-1 and pass upon first reading. Van Heiden seconded the motion. Roll call of votes. All ayes, carried. Minteer moved to adjourn. Eiten seconded the motion. All ayes, carried.
