County Commissioner Fred Wessels, Sr.,extended his well wishes and offered his
cooperation to the Board.
A number of others in attendance expressed their well wishes to the new Board.
There being no further business the meeting adjourned subject to the call of Mayor.

The regular meeting of Town Council was held today at 8 P.M. in the Council Room
in the Town Hall and was attended by Mayor Brown, who predided and Councilmen
Hosti, Fleetwood, Lovell, Waters, Powers, Town Attorney Solms, Jr.,Supt. Reed, Chief
McCutchen, Mr. & Mrs. Leon Case, J. M. Agnew, Duane Hatch, Rev. & Mrs. Dale 'Brown,
Mrs. Marjorie Solomon, and others.
Superintendent Reed reported that the sanitation and sewerage departments were
functioning at the present time and that he had the pipe for the school work, that
garbage collections were behind on hauling the trash away. The Mayor informed
Council that Mr. Faucett, the Warden, was down today. The Mayor also reported that
there was 285 feet 2" pipe and 230 feet 11" pipe located on property of Mr. H..
Brewer running from Estill Avenue and that Mr. Brewer was willing to sell. He also
instructed Mr. Reed to cut —off any delinquent water accounts that he had a report of
those delinquent.
Councilman Lovell reported that Freddie Anderson's house on First Avenue is a duplex
and there is one tap for both houses and that the plumbing would have to be changed to
cover both houses.
The Mayor reported that he had received complaints of dogs being loose on the beach
and asked if the necessary signs were up, Mr. Reed stated that these signs are
not on private drives but that the signs are on the streets. The Mayor instructed
Mr. Reed to put up some more signs. He also asked if the Police Department took
any action when they saw dogs loose on the beach and the Chief stated that they did
and that today they had made four cases. The Mayor asked how the cleaning -up of the
beach by the boys worked out and Mr. Reed stated that it did not work too well.
The Mayor suggested that possibly Mr. Reed could locate someone to work on the beach
several hours per day to pick up the trash.

Mr. Reed informed Council that the storm drainage ditch on First Avenue from 8th
to 9th street should be reversed that it is draining in the wrong direction and
stated that it would take about 100 feet of 8 inch pipe. The Mayor asked if it
could wait until after Labor Day and Mr. Reed stated that it could. The Mayor
asked if the tiebacks which had been repaired or replaced behind the seawall,
what kind of a job was done. Mr. abed stated that they did a good job.
Councilman Hosti wanted to know what was to be done about the culvert under
Horse Pen Creek near the billboard sign of the So].ms Hotel on First Street.
Chief McCutchen reported that the licenses have been collected, he also reported
that the ambulance needed to be repaired, at the present time it has 35,000 miles
on it and that mechanically it is all right bat that the body needs repairs. He
had gotten an estimate of $376.76 to repair it. Councilman Fleetwood stated that
a charge should be made for use of the ambulance, and the Mayor stated that there
is no doctor on the island and that the ambulance is always furnished free to get
patients into Savannah when necessary. Mr. Fleetwood suggested to make a charge
and get a new ambulance. The Mayor appointed a Committee consisting of Councilman
Waters and Fleetwood and Chief Mc Cutchen to get together and work out something.
Councilman Waters wanted to know why cars were being permitted to park on sidewalks
and the Chief stated that he would check on this.
Councilman Fleetwood reported that property owners cannot get to their property on
the newly paved streets going to the beach and suggested that parking meters be
placed on these streets. The Mayor informed him that the property owners were
Against parking meters. Mr. Fleetwood stated that transients comedown and do not
spend any money. The Mayor informed him that some situations would have to be put
up with. The question as to whether bikini bathing suits should be outlawed, and
the Chief stated that he tried to use discretion regarding this. The Mayor stated
that they could be worn on the beach but not on the streets. The Mayor reported
that on some streets four (4) parking spaces are being lost. The Chief reported
that parking spaces are not being lost but are saving spaces as they are needed for
emergencies. The Mayor asked if parking meters would help and the Chief stated that
he did not think so. Councilman Waters also stated that he did not think they would
help and the Mayor stated that he would handle the matter later.
Minutes of the meeting of June 20th were read and adopted.
The Mayor reported that he had offered Mr. T. B. McCarron $400.00 for settlement
of his claim against the Town and that it was accepted.
Regarding lights on the fishing pier the Mayor reported that Mr. Johnny Spahos had
granted permiaMion to put up lights on the pavilion. Mr. Case of the Savannah
Electtic and Power Company stated they would not consider putting poles on the pier
as it would be difficult.
Bills for General Government for the month of June amounting to $3,471.04 and for the
Water Department amounting to $2,018.56 were on motion made and seconded, passed for
payment.
Councilman Waters wanted to know what was to be done about traffic lights on Butler
Avenue. The Mayor informed him that a meeting is to be held by the State Highway
Department at Jesup on July 25th to discuss ways and means for traffic control on
the highway. Mayor Brown and Councilman Waters will attend this meeting.

Councilman Waters wanted to know what action will Council take regarding Bikini bathing
suits and Councilman Hosti stated that some other bathing suits are just as bad.
The Mayor presented a list of delinquent tax payers and asked what would have to be done.
He stated that he was now having tax notices for unpaid taxes sent out each month and
suggested that 1960 and prior years taxes be advertised and sold. It was moved, seconded
and passed that this be done.
Councilman Powers reported that the Fire Department was training twice a week and that
the program was working all right. Councilman Fleetwood stated that by some of the
old- group not coming into the new department good talent is being lost and that there
should be harmony in the department. Mayor Brown asked if any of the old group had
submitted a list of names. Mr. Fleetwood stated that.it was not necessary to have a
list, the Town should not be liable if the Town.uses the men the Town would be on the
spot. He thinks that the old group should be invited back in the department. W.
Powers stated that they are welcome to come in . He also stated that Chief McCutchen
was serving as Chief of the Fire Department on a temporary basis.
Councilman Hosti moved that the Town purchase a car of asphalt for repairs to streets,
etc. The motion was seconded and passed that a car be purchased.
The Mayor asked if Third Avenue and Butler Avenue could be opened for commercial.
activities. Councilman Hosti stated that the Planni g Board should pass on it. The
Mayor asked if motels would come under residential property, he cannot see where it
should be stopped. He and-Mr. Solms would check on this.
The Mayor stated that Thomas & Hutton made a report in 1957 on the value of the sewer
system which was $490,000, since then repairs have been made to streets, mains, etc.
The.Mayor informed Council that on September 15th the prisoners would be moved from
the prison camp. He also stated that Tybee needs a place where people can spend some
money and that it would be necessary to put in new facilities, that Florida has methods
of income and proposed that a referendum be held to feel the pulse of the•pepple to
see if they want dog racing, if they do not the matter will be dropped. If it is
approved then submit the matter to the Legislature) X (See page #114)

The Mayor-informed Council that on September 15th the prisoners would be moved
from the prison camp. He also stated that Tybee feeds a place where people
can spend some money and that it would be necessary to put in new facilities,
that Florida has methods of income and proposdd that a referendum be held to
feel the pulse of the people to see if they want dog racing, if they do not the
matter will be dropped. If it is approved then submit the matter to the
Legislature, we must have new money. Mr. Solms stated that horse racing and
dog racing are illegal in Georgia. and that he did not believe it could pass the
Georgia Legislature. The Mayor stated that the cost of the referendum would
not cost the taxpayers anything. Mr. Solms stated that no official sanction
should be given by Council. Reverend Brown stated that he and his committee
were appearing before Council as they are against it. Mr. Hosti stated, what
if others pay for the cost of the poll. Mr. Agnew stated that Council repre-
sented them and that he is opposed to the dog track as it would detract from
our youth and our children. Mr. Waters stated that he.would rather see taxes
increased than to have dog racing. The Mayor stated that if a poll cannot be
held he suggested using registered mail. Mr. Ellzey stated that his children
had been brought up in good home surroundings and that he does not think they
are characters. . Mr. Case stated that if gambling is legalized the next thing
we will have is prostitution. Mr. Hosti is opposed to raising taxes, W.
Powers, since it is illegal have those who pay for the poll let them handle it.
Mrs. Solomon - people have a right to know who is behind it, their identity .
should be known. The Mayor appointed a committee consisting of Councilmen Hosti,
Powers and Fleetwood to have a letter sent to every voter of Savannah Beach.
A letter was received from Mr. Ray Alexander requesting safeguards for pedestrians
crossing Butler Avenue between Second and Third Streets.
A petition from Mr. Robert J. Duffy to subdivide Beach Lot 73, Ward 4, into nine
(9) building sites was on motion made, seconded and passed..
Regarding the mandamus suit which is coming up to close the liquor stores, Mr.
Solms stated that some other attorney should be retained to handle the case.
The Mayor suggested getting a postponement. Mr. Solms did not think it could
be done. The. Mayor suggested getting the judge to dismiss it, Mr. Solms said
no that this should not be requested either.
A petition was presented by property owners in the vicinity of Center Street,
East of Butler Avenue requestingthat a street light be placed near the strand.
It was moved, seconded and passed that the following employees be appointed for
the ensuing year, and that they be paid on a monthly basis as follows:
Henry Buckley, Clerk of Council, Town Treasurer, $5,042.08; Margaret Spellman,
Bookkeeper - Cashier, Water Dept and General Government $125.00 each, Sarah DeBorde,
Bookkeeper - Cashier Tax Department $218.38, David A. McCutchen, Chief of Police &
Fire, $4,48944; Thomas M. Reed, Superintendent of Public Works & Water Department,
$5,183.76, Anton F. Solms, Jr.,Town Attorney & Recorder, $2,032.80, Dr. Ltbnquist,
Health Officer.
It was moved, seconded and passed that the following Resolution be adopted

A RESOLUTION
WHEREAS, John J. Counihan, Sara P. Counihan and Joseph P. Counihan, have
petitioned the Mayor and Councilmen of Savannah Beach, Tybee Island,, requesting
conveyance of a portion of the old Central of Georgia right-of-way which is adja-
cent to Lots 6, 7 and 8, Block 2, Bay Ward, in said municipality, which lots are
owned by said petitioners,
NOW, THEREFORE, be it resolved by the Mayor and Councilmen, in council
assembled', and it is hereby resolved by authority of the same, that the petition
and request of John J. Counihan, Sara P. Counihan and Joseph P. Counihan be, and
the same is, hereby approved.
BE IT FURTHER RESOLVED by the Mayor and Councilmen of Savannah Beach, Tybee
Island, that the Mayor be, and he is, hereby authorized to execute, and the Clerk
to attest, a quitclaim deed to John J. Counihan, for and in receipt of the sum of
One ($1.00) Dollar in hand paid, conveying tie following described property, to -wit:
ALL that certain lot, tract or parcel of land situate, lying and being in Bay
Ward in the Town of Savannah Beach, Tybee Island, Chatham County, Georgia, beginning
at a concrete monument located at the intersection of the western line of Byars Street
(formerly. Stone Street) and the northern line of the old Central of Georgia right -of-
way at the southeastern corner of Lot Number 8, Block 2, Bay Ward, being the point of
beginning of the property hereby described and conveyed; and from said point running

It was moved, seconded and passed that the following Resolution be adopted.
A RESOLUTION
WHEREAS, the Honorable Spence M. Grayson during his years of service as
Representative and State Senator has given his best efforts on behalf of Savannah Beach;
and

WHEREAS, during his years of service,. he has greatly contributed to the
improvement of the Tybee Road, U. S. 80, securing many bridges and an improved highway,
as well as, helping to secure the four laning of the Tybee Road and Butler Avenue at
Savannah Beach; and
WHEREAS, he is a native of Chatham County and is the only candidate for
Lieutenant Governor from the Southeastern Section of Georgia,
THEREFORE, be it resolved by the Mayor and Council of Savannah Beach in
regular meeting assembled that they go on record as endorsing Senator Spence M. Grayson
for the office of Lieutenant Governor because of, in the opinion of the Mayor and Council,
his service of sixteen years in the House of Representatives and nearly nine years in the -
State Senate, six years of which was served as President Pro -Tem of the State Senate,
has best qualified him to fill the position of Lieutenant Governor and President of
the Senate.

The regular meeting of Town Council was held today at 8 P.M. in the_Council Room
in the Town Hall and was attended by Mayor Brown, who presided and Councilmen
Peters, Fleetwood, Lovell, Waters, Hosti, Powers, Town Attorney Solms, Jr.,
Superintendent Reed, Chief McCutchen', Mrs. Marjorie Solomon, Mr. Robert F. Carey
and Mrs. Pauline Hunter.
The minutes of the meeting of July 18th were read and adopted.
The Mayor reported that the poll which was made to ascertain whether the people
wanted dog racing or not was held; 570 voted for and 164 against having dog
racing. He also reported that the lights on the fishing pier would be turned on
tonight.
Councilman Lovell reported that the budding that is partially owned by Fred
Anderson on First Avenue is a duplex and that the water and sewer lines run down
the middle of the house supplying both apartments which are on one•tap and one
stub and it world be difficult to separate the lines. The Mayor appointed a
Committee of Councilman Hosti, Peters and Lovell to check into the matter and re-
port back,
Councilman Lovell recommended that the water bill for $30.00 against the Southern
Bell T & T Company for 1961 be cancelled-as the service was not used and the water
cut off; also the charge against L. L. Stanford on Foturth Avenue & Thirteenth Street
for $60.00 for the years 1960 and 1961 be cancelled'as the water was not in use.
He also called attention to Council that a short while back the Town passed an
Ordinance. requiring that all new buildings be placed on a meter and later it was
found that this did not work out fairly with the meter consumers and the rule was
changed that they could go on the flat rate to the end of the fiscal year. Later
when some of the meters were read it was found that some of the users had used a
considerable amount of water and that one consumer, Mr. M.J.Counihan, took his meter
out without authority. The question was asked could he be prosecuted for this and
Solms stated that he could. Councilman Hosti stated that everyone should be
put on a meter.
