The Common Council of the City of Richmond, Indiana met in regular session October 4, 2010 in the
Council Chambers in said City.
PLEDGE OF ALLEGIANCE
PRAYER BY COUNCILOR GOODWIN
President Miller called the meeting to order and the following business was conducted:
ROLL CALL
Councilors present were Howard "Jack" Elstro, Kelley Cruse - Nicholson, Bruce Wissel, Clay Miller, Bing
Welch, Larry Parker, Robert Goodwin, Diana Pappin and Phil Quinn.
Also present were: Dave Dorsten, City Planner Scott Zimmerman, Tim Rogers and Norene Groth of the
Economic Development Corporation, Fire Chief Mike Crawley, Director of Metropolitan Development
Tony Foster, City Attorney Walt Chidester and City Clerk Karen Chasteen.
APPROVAL OF MINUTES
Mr. Wissel moved to approve the Memorandum of Proceedings of the Committee of the Whole on August
18 & 19, 2010 and the Regular Meetings on September & 20, 2010, supported by Mr. Welch. Upon a
vote viva voce, the motion passed.
PRESENTATIONS, MEMORIALS OR REMONSTRANCES, PETITIONS AND INTRODUCTIONS,
MOTIONS, RESOLUTIONS

COMMUNICATION FROM THE MAYOR
None
REPORT FROM BOARD OF PUBLIC WORKS AND SAFETY
Minutes of the September 12 & 19, 2010 meetings were accepted as presented.
REPORTS FROM DEPARTMENT HEADS, STANDING COMMITTEES, SPECIAL COMMITTEES
and /or ORGANIZATIONS
Mr. Rogers announced Perpetual Recycling Solutions, LLC will site their new facility in Richmond
creating 55 new jobs by 2012 with an annual payroll of $2 million. The company will locate in the
former General Aluminum building that was vacated in 2008. Perpetual Recycling recycles
plastic food and beverage containers into FDA grade clean flake for re -use by the food and
beverage container manufacturers. The Economic Development Corporation of Wayne County
will offer the company a $350,000 EDIT grant to be used to reimburse the company for expenses
related to the purchase of machinery and equipment and the purchase and renovation of real
estate.
Mr. Rogers also announced a local management group has purchased B & F Plastics,
Incorporated which will retain 54 jobs with an annual payroll of $1.9 million. B & F manufactures

products from thermoplastic and recycled rubber. They will receive a $200,000 EDIT grant from
the EDC of Wayne County.
■ Mr. Zimmerman invited members of Council to participate in the AARP Walkability Survey which
will assist in the formulation of the new City of Richmond Transportation Plan.
MISCELLANEOUS BUSINESS
Ordinance No. 50 -2009 was withdrawn by the Petitioner. Mr. Wissel moved to strike, supported by Mr.
Quinn. Upon a vote viva voce, the motion passed.
ORDINANCES ON FIRST READING
Mr. Elstro moved to suspend the rules and read Ordinance Nos. 42 & 42 -2010 on first reading by title
only, supported by Ms. Cruse - Nicholson. Upon a vote viva voce, the motion passed.
ORDINANCE NO. 41 -2010 - AN APPROPRIATION ORDINANCE AUTHORIZING THE SUBMITTAL,
ACCEPTANCE, AND APPROPRIATION OF A GRANT FROM THE U.S. DEPARTMENT OF
HOMELAND SECURITY, FEDERAL EMERGENCY MANAGEMENT AGENCY
The Clerk read Ordinance No. 41 -2010 on first reading by title only.
Presented by Mr. Crawley, this Ordinance would authorize the City of Richmond to submit a grant
application to obtain funds in the amount of Seven Hundred Sixteen Thousand Four Hundred Nine
Dollars and Zero Cents ($716,409) for salary and fringe benefits for four (4) firefighters for twenty -four
(24) months; and to accept said grant funding.
Mr. Parker moved to advance Ordinance No. 41 -2010 to second reading and to suspend the rules and
read by title only, supported by Ms. Pappin. Upon a vote viva voce, the motion passed.
The Clerk read Ordinance No. 41 -2010 on second reading by title only.
Council President Miller declared Ordinance No. 41 -2010 on second reading and public hearing. There
being no comments for or against the Ordinance, Mr. Elstro moved for engrossment of Ordinance No. 41-
2010, supported by Ms. Pappin. Upon a vote viva voce, the motion passed.
Mr. Elstro moved to advance Ordinance No. 41 -2010 to third and final reading and suspend the rules and
read by title only, supported by Mr. Parker. Upon a vote viva voce, the motion passed.
The Clerk read Ordinance No. 41 -2010 on third reading by title only.
Ordinance No. 41 -2010 was adopted with a 9 -0 roll call vote.
ORDINANCE NO. 42 -2010 — A SPECIAL ORDINANCE VACATING A PUBLIC WAY (ALLEY) (between
North 3 d and 4th Streets)
The Clerk read Ordinance No. 42 -2010 on first reading by title only.
Presented by Mr. Foster, this is a petition to vacate a portion of the alley between North 3 d and North 4th
Street.
Ordinance No. 42 -2010 was referred to the Plan Commission for public hearing on October 28, 2010.
