HomeMy Public PortalAbout09-20-2010PROCEEDINGS OF THE COMMON COUNCIL OF THE CITY OF RICHMOND, INDIANA, SEPTEMBER 20, 2010 The Common Council of the City of Richmond, Indiana met in regular session September 20, 2010 in the Council Chambers in said City. PLEDGE OF ALLEGIANCE PRAYER BY COUNCILOR PAPPIN President Miller called the meeting to order and the following business was conducted: ROLL CALL Councilors present were Howard "Jack" Elstro, Kelley Cruse - Nicholson, Bruce Wissel, Clay Miller, Bing Welch, Larry Parker, Robert Goodwin, Diana Pappin and Phil Quinn. Also present were: Mayor Sally Hutton, City Clerk Karen Chasteen, City Attorney Walt Chidester, Street Department Superintendent Bill Smith, Doug Goss of Information and Technology, Superintendent of Parks Bill Thistlethwaite Human Rights Director Ron Church, Police Chief Kris Wolski, Linda Wolski, Director of Metropolitan Development Tony Foster, Fire Chief Mike Crawley, Deputy City Clerk Monica Burns, Deputy Controller Valerie Fonzer and City Controller Tammy Glenn. Also present were Richmond High School government students. APPROVAL OF MINUTES The minutes of September 7, 2010 were held until September 20, 2010. PRESENTATIONS, MEMORIALS OR REMONSTRANCES, PETITIONS AND INTRODUCTIONS, MOTIONS, RESOLUTIONS None COMMUNICATION FROM THE MAYOR • The Kids Parade and the Starr Gennett Music Festival were well attended. • There are additional paving projects in the community. • Tire can be taken to the old NATCO building on Saturday, September 25. REPORT FROM BOARD OF PUBLIC WORKS AND SAFETY Minutes of the September 2 & 9, 2010, meetings were accepted as presented. REPORTS FROM DEPARTMENT HEADS, STANDING COMMITTEES, SPECIAL COMMITTEES and /or ORGANIZATIONS None MISCELLANEOUS BUSINESS None Common Council Minutes September 20, 2010 Page 2 of 4 ORDINANCES ON FIRST READING None ORDINANCES ON SECOND READING ORDINANCE 26- 2010 -AN APPROPRIATION ORDINANCE TO BE KNOWN AS THE 2011 BUDGET The Clerk read Ordinance No. 26 -2010 on second reading by title only. This Ordinance is the proposed 2011 Budget. Council President Miller declared Ordinance No. 26 -2010 on second reading and public hearing. Mr. Miller noted he received phone calls requesting him to ask certain members of Council to recues themselves from voting. Mr. Miller referred to the Indiana Code and determined it was not appropriate to do so. Speaking in favor of maintaining the Human Rights Commission portion of the budget were Barry Kramer, Wazir Mohamed, Paul Kries, Ron Chappell, Josh Williams, Sharon Kaiser, Mario Simpson, Arial Patrice, Theresa Henderson, Brianna Chamberlain, Alia Hunter, Samuel Widen, Benjamin Gunther, Christy Bush, Bob Hunter, Sharon Brandley, Bob Wotherspoon, Keith Gobbins, Denise Bullock, Rose Dangerfield, Ron Church, Ben Richmond, Amanda Scalf, Neil Wearly, Jessica George, Margaret Maddox, Kris Wolski, Monica Burns, Marco Wilheim, Jane Stowe, Joseph Campbell - Tolten and Morteza Seddighinv. No one spoke in opposition. Mr. Quinn moved to delete $1000.00 from line item 3121 in the City Clerk's budget, supported by Mr. Parker. Ms. Chasteen requested another $1,100 in line item 3981 also be deleted making the total from the Clerk's budget $2,100.00. Mr. Quinn amended his motion to include both items. The motion was approved with a 9 -0 roll call vote. Mr. Quinn moved to delete $15,600 from line item 1198 in the City Controller's budget, supported by Mr. Goodwin. The motion was defeated with a 1 -8 roll call vote. Dissenting were Messrs, Elstro, Wissel, Miller, Welch, Parker, Goodwin and Ms. Cruse - Nicholson and Ms. Pappin. The motion passed with a 6 -3 roll call vote. Dissenting was Mr. Elstro, Ms. Cruse - Nicholson and Ms. Pappin. Mr. Wissel moved for engrossment of Ordinance No. 26 -2010 as amended, supported by Mr. Parker. Upon a vote vive voce, the motion failed. Dissenting was Ms. Cruse - Nicholson. Ordinance No. 26 -2010 as amended will be heard on third reading on September 30, 2010. ORDINANCE 29 -2010- AN APPROPRIATION ORDINANCE FIXING THE ANNUAL COMPENSATION OF ALL ELECTED CITY OFFICERS FOR 2011 The Clerk read Ordinance No. 29 -2010 on first reading by title only. This Ordinance would establish the salaries for all elected City Officers for 2011. Mr. Wissel moved for engrossment of Ordinance No. 26 -2010, supported by Mr. Parker. Upon a vote vive voce, the motion failed. Dissenting was Ms. Cruse - Nicholson. Ordinance No. 29 -2010 will be heard on third reading on September 30, 2010. ORDINANCE 30 -2010- AN APPROPRIATION ORDINANCE TO BE KNOWN AS THE 2011 SALARY ORDINANCE The Clerk read Ordinance No. 30 -2010 on second reading by title only. This Ordinance would establish salaries for all municipal employees for 2011. Mr. Quinn moved to delete $1,081.12 for the Director of the Department of Human Rights, supported by Mr. Goodwin. The motion passed with a 6 -3 roll call vote. Dissenting were Mr. Elstro, Ms. Cruse - Nicholson and Ms. Pappin. Mr. Wissel moved for engrossment of Ordinance No. 30 -2010 as amended, supported by Mr. Parker. Upon a vote vive voce, the motion failed. Dissenting was Ms. Cruse - Nicholson. Ordinance No. 30 -2010 as amended will be heard on third reading on September 30, 2010. ORDINANCE 31 -2010- AN APPROPRIATION SERVICES FROM THE RICHMOND SANITARY POWER & LIGHT, MOTOR VEHICLE HIGHWAY FUNDS TO THE GENERAL FUND IN 2011 ORDINANCE AUTHORIZING PAYMENT FOR DISTRICT, ROSEVIEW TRANSIT, RICHMOND AND PARK AND RECREATION DEPARTMENT The Clerk read Ordinance No. 31 -2010 on second reading by title only. This Ordinance would authorize payment for personnel services to be transferred to the General Fund pursuant to the allocations named therein. Mr. Wissel moved for engrossment of Ordinance No. 31 -2010, supported by Mr. Parker. Upon a vote viva voce, the motion passed. Ordinance No. 31 -2010 will be heard on third reading on September 30, 2010.
