AN ORDINANCE AUTHORIZING A MAJOR AMENDMENT TO REID HOSPITAL
PLANNED UNIT DEVELOPMENT AND AMENDING ORDINANCE NUMBER 11-2004.
WHEREAS, On April 5, 2004, the City of Richmond, through Ordinance Number 11-2004,
amended the Zoning Map which designated certain properties now commonly
known as Reid Hospital, 1100 Reid Parkway, Richmond, Indiana, as a
Commercial Planned Unit Development (formerly R-2 Residential and C-2
Commercial, currently designated as an IS Institutional District PUD) with certain
restrictions as outlined on Ordinance 11-2004, which Ordinance is attached hereto
as Exhibit A, and which locations are currently legally described as follows:
Situated in Section 21, Township 14 North, Range 1 West, City of Richmond, Wayne
Township, Wayne County, Indiana, being land conveyed to Reid Hospital & Health Care
Services as the following parcels and being more particularly described as follows:

The above description is intended to generally describe the 62.931 acres (more or less) of
land now owned or controlled by Reid Hospital & Health Care Services in Section 21,
Township 14 North Range I West, City of Richmond, Wayne County, Indiana.
WHEREAS, Common Council, pursuant to Indiana Code 36-7-4-1511, conducted a public
hearing on said petition on C'�j , e7� , 2013, after
publishing legal notice thereof at least 10 days in advance of said hearing as
required by statute; and
WHEREAS, The Richmond Advisory Plan Commission, pursuant to prior Richmond City
Code 154.45.12, conducted a public hearing on said petition on April 25, 2013,
after publishing legal notice thereof at least 10 days in advance of said hearings as
required by ordinance.
WHEREAS, It is desirable to amend the Planned Unit Development described above and
subject to the restrictions set forth in Exhibit "A" in order to allow Reid Hospital
and Health Care Services, Inc., the owner of Reid Hospital, to add a parking
facility to the existing primary care facility to serve the existing hospital campus,
as outlined in the attached Exhibit B, which amendment shall be a major
amendment pursuant to prior Richmond City Code Chapter 154.45.12.
NOW THEREFORE, be it ordained by the Common Council of the City of Richmond,
Indiana, that the Planned Unit Development located at 1100 Reid Parkway, Richmond, Indiana,
commonly known as Reid Hospital, which Planned Unit Development was approved and
subjected to certain restrictions under Ordinance 11-2004, as set forth in Exhibit "A", is amended
to allow the owner, Reid Hospital and Health Care Services, Inc., to construct a parking facility
adjacent to its existing primary care facility to serve the existing hospital campus, as set forth in
Exhibit "B".
Passed and adopted this day of 2013, by the Common Council of the City
of Richmond, Indiana.

ORDINANCE 11-2004
AN AMENDED SPECIAL ORDINANCE PROVIDING FOR A PLANNED UNIT
DEVELOPMENT LOCATED AT 2021 THROUGH 2307 CHESTER BOULEVARD
WHEREAS the Zoning Map designates and describes these properties along Chester
Boulevard, as a mixture of existing P.U.D.'s, which will be amended by this
Ordinance, and R 2 Residential and C-2 Retail Commercial; and
WHEREAS it is desirable to change the zoning designation to a Commercial P.U.D. District
to allow the use of the property for a Community Health Care facility.
NOW, THEREFORE, be it ordained by the Common Council of the City of Richmond,
Indiana, that the zoning designation of this property along Chester Boulevard, which property is
more particularly described below, is hereby changed to a Commercial F.U.D. District to allow
for medically related health care facilities in a campus setting. The Concept Plan is hereby
approved and the Concept Plan and Draft Development Plan will be attached to this Ordinance as
Exhibits.

Zoning Map Amendment (Rezoning)
Application Requirements
1. A pre -application meeting is required with the City of Richmond Planning staff per the
procedures outlined in Article 9 of the Unified Development Ordinance.
2. An application for a Rezoning shall be made on a form provided by the Zoning
Administrator.
3. An Application for a Rezoning shall be accompanied by the following supporting
information:
a. A list of names and mailing addresses of all known adjacent property owners.
b. Site Plan
4. An application for a Rezoning shall be filed at least twenty-eight (28) days prior to the public
meeting at which it is first to be considered by the Plan Commission.
5. Applicable fees shall be paid at the time the Application for a Rezoning is filed.
6. City of Richmond Planning Staff may place a sign on the parcel notifying the public of a
scheduled hearing.
7. Petitioner and/or Agent must be present at the Advisory Plan Commission Meeting.
