Savannah Beach, Tybee Island, Ga.
October 18, 1962.
The regular meeting of Town Council was held today at 3 P.M. in the Council Room in
the Town Hall and was attended by Mayor Brown, who presided and Councilmen Peters, Hosti,
Fleetwood, Lovell, Waters, Powers, Town Attorney Solos, Chief MoCutchen, R.H.Thompson
and Mr. Miliedge Jones.
Mr. Thompson requested permission to erect a sign on his property on Jones Avenue and
First Street. The Mayor asked him if he knew what the regulations were regarding
signs, Mr. Thompson stated that he -did. The Mayor asked if he was willing to pay
Fifty ($50.00) Dollars per sign per year tax and he stated that he would if others paid
it also. He was informed by the Mayor that the matter would be referred to the Town
Attorney and that Mr. Thompson would be notified.
Chief McCutchen reported that his department was functioning all right and that the
department is now working from headquarters in Fort Scrdven. The Mayor commented on
the fine group of men operating the Fire Department and seated that he understood that
sixteen had graduated from Radiological School. He asked the chief about the tire
that blew out coming from Memorial Hospital and the chief stated that it was not a new
tire. The Mayor asked what the committee decided about the new ambulance and the
chief stated that he did not know but was informed that they were going to purchase a
new machine. The Mayor asked about vacations and the chief stated that Sgt. Sumnerlin
was on vacation at this time and policeman Mullins is ill in the hospital. E. J.
Solomon, Chief of the Fire Department had asked for a gasoline allowance. Councilman
Hosti stated that he should be furnished gasoline in connection with his work. The
chief asked how much should he be furnished, Councilman Hosti stated to check with
Superintendent Reed.
Councilman Waters informed Council that motorists are parking and blocking tar the
mail box at the Post Office and people cannot deposit their mail when they drive up.
The chief stated that he had asked the Postmaster to assist in this matter. Councilman
Waters recommended placing a sign post in the parking areas at the Post Office showing
that fifteen minute parking will be allowed. The chief stated that the best thing
would be an educational program to stop the motorists from blocking the mail box. The
Mayor asked if any adcidents had occurred there and the chief stated that one had
occurred there last week.
Mr. Jones, representing the Boosters Club, asked if the Town had an Ordinance.covering
the numbering of houses and was informed that it had and that the Town would furnish
the numbers to be placed on the houses. Mr. Jones suggested that the numbers be gotten
to the people. Councilman Hosti stated that if the Booster's Committee would get to-
gether with the Town the numbers could be placed in a short time.
The minutes of the meeting of September'19, 1962 were read and adopted.
Councilman Powers had the Fire Chief bring the new fire engine to the Town Hall so
that the members could examine it. Chief Solomon stated the engine came up to
specifications except for minor adjustments and that drills would be held on each
Tuesday Night of three hours sessions and that at times the sessions mightn be longer.
The Mayor informed Council that the Radiological course had been completed and that
sixteen had graduated. Councilman Hosti asked if the course was open to others except
the Fire Department. Councilman Powers stated that two of the Radiological sets were
turned over to the Town by the C.D.C. and that one more set is coming.-

Councilman Waters moved that bills for General Government for the month of
September amounting to $2,458.60 and for the Water Department amounting to
$631.16 be paid, which was seconded and passed.
The Mayor asked what was to be done about the water situation at Freddie Anderson's
house, Mr. Solna will handle the matter.
Councilman Lovell stated that he had some rules and regulations covering the opera-
tion of the Water Department and had read soma. He asked about the Anderson and
Bailey situations. Mr. Lovell and Mr. Solms were appointed a committee to work
out something regarding this situation.
Councilman Lovell stated that he had recently noted some bill boards had been placed
on Butler Avenue and Third Street and asked about this. He stated that he was in-
formed that the Turner Advertising Company had put the signs up on a temporary basis
and wanted them to remain. Councilman Fleetwood stated that they should be taken
down. Councilman Peters recommended that they be made to move them back the re-
quired twenty -five (25) feet From the street. Mr. Solma will handle the matter.
A petition was presented by the Tides Motel to place a bill board sign on the pro-
perty of Mrs. Lillie Tarrantino near the bridge at light house creek and that all
rules and regulations regarding signs would be complied with. It was moved,
seconded and passed that the permit be granted.
Councilman Powers read the Following bids for purchase of the new ambulance (station
wagon)
Mercury $2,406.00 net
Ford 2,162.00
Chevrolet 2,150.00
Plymouth 1,946.00
The Mayor asked if these vehicles were large enough and high enough to get an ill
person into. Councilman Fleetwood moved that the Mercury bid be accepted as theirs
was the better vehicle, which was seconded and passed. Councilman Powers and Chief
McCutchen will handle the matter. Councilman Powers stated that he wished to go on
record regarding making the proposed charge for the use of the ambulance, that he
was opposed to making a charge for the use of it if the people were unable to pay and
he did not feel that people should be made ,to believe that they would have to pay for
the use of the ambulance in emergencies. The Mayor stated that the police make a
report as to who they carried,to what hospital, etc.
Councilman Fleetwood stated that as regards the Town's insurance that he had checked
on this and some have decreased, some have binders and that he would have to discuss
the workmen's compensation later.

The Mayor called attention to the Governor's new set-up of state funds for munici-
palities to get state funds which were originally based on mileage but that now it
has been changed to a population basis and that they had until November 7th to file.
Councilman Hosti shggested that the Mayor and Mr. Solms handle the matter.

The Mayor informed Council that the Town has prisoners now and that they are working
out nicely._

Councilman Waters Balled attention to the damaged building of the old Seabreeze
Hotel, that the owner bad been granted an extension to November 1, 1962 at the re-
quest
of Mr. C.J. Stewart, Jr.,who is appraising the property.
The Mayor informed Council that the recent Ordinance passed by the City of Savannah
regarding the tax on beer sales by the wholesalers does not apply to Savannah Beach.
A petition was read from Mr. A. W. Dowell requesting that a sewer line be run across
the automobile road to serve property in Garden Ward in which he expects shortly to
put on the market his building lots. The Mayor stated that this line should be rum
now before the State Highway Department starts paving. Councilman}bsti suggested
that maybe a sewer line could not be installed in this general location. The Mayor
suggested that the line be run under the road now and that later the question of a
lift station and its cost be gone into. Mr. Solms stated that the land developer
would have to build the lift station.
A letter was read from the Tybee P.T.A. thanking the Town for the excellent work done
in front of the Tybee School.
Councilman Waters moved that a used checkwriter be purchased for the clerks office
for $125.00 less $10.00 trade -in on the old machine, which made the net amount $115.00.
The Mayor informed Council that Mt. Forrester of the State Board of Corrections in
Atlanta had approved allowing a detail of ten persons to work on the island, that the
Town would pay the county $2.50 per man per day. The Mayor stated that he believed
Mr. Forrester was in favor of taking over the camp site.
Councilman Powers asked what was to be done about weeds growing on certain parts of
Butler Avenue. The Mayor stated that he had called Mr. Jenkins whoc who would be
down next week to look into the matter.
Councilman Waters stated that the Town should start now to have the lots cleared off.
The Mayor stated that the Fire Department is interested in burning off some of the lots.
Councilman Waters moved that the following Resolution be adopted which grants the U.S.
Government permission to re -erect the Tower at the end of Butler Avenue and Chatham
Avenue which was torn down a while back. The motion was seconded and passed that the
request be granted.

Dear Mr. Solms:
Reference your recent conversation with Mr. E.G. Cammack, District Counsel,
Savannah District, Corps of Engineers, concerning the Government survey tower that
was removed from the South End of Tybee Island and the necessity for replacement.

Inclosed for execution by the Town of Savannah Beach is a license to the
Government to construct, Operate and maintain a new tower on the site from which
the old tower was removed. It is our understanding that the Mayor and Council-
men of Savannah Beach are agreeable to issuing this license.
It will be appreciated if you will take this matter up at the next meeting
of the Council and have the Mayor execute the license. At the time the executed
license is returned, please have Mr. Buckley furnish copies of the Resolutions
authorizing the license and empowering the Mayor to execute the instrument for the
Town. Attached for the Town's record are a copy of the instrument and a map of
the location.

A RESOLUTION
WHEREAS, the United States of America has requested Savannah Beach, Tybee Island,
to execute to the United States of :America a license to construct, operate, maintain,
renew and remove a steel survey tower and inclosure fence on the hereinafter described
property; and,
WHEREAS, the United States of America has for many years prior to this date
used the said hereinafter described property for the same purpose; and,
WHEREAS, the United States of America is desirous of having this license re-
duced to written form.
NOW, THEREFORE, BE IT RESOLVED by the Mayor and Councilmen of Savannah Beach,
Tybee Island, in council assembled, and it is hereby resolved by authority of the
same, that the request of the United States of America be, and the same is, hereby
approved.
BE IT FURTHER RESOLVED by the Mayor and Councilmen of Savannah Beach, Tybee
Island, that the Mayor be, and he is, hereby authorized to execute, and the Clerk
to attest, a license to the United States of America to construct, operate, maintain,
renew and remove a steel survey tower and inelosure fence on the followind described
property, to -wit:
All that tract or parcel of land situate, lying and being on the South end of
Tybee Island within the Town limits of Savannah Beach, Chatham County, Georgia,
bounded on all side by other lands of the Town of Savannah Beach, and being more
particularly described as follows:
Beginning at a point located N 48'1' 13' 19" W, 21.21 feet from U. S. Coast and
Geodetic Station, South End, said station South End having a coordinate value of
X907,759.29 feet and Y=725,174.84 feet; thence from the point of beginning
N 866 46' 41" E. 30 feet; thence S 03°* 13' 19" E. 30 feet; thence S 86° 46' 41" W,
30 feet; thence N 03°131 19" W, 30 feet to the point of beginning and containing
.02 acre, more or less.
U. S. Coast and Geodetic Station South End is described as being at the South
End of Tybee Beach, just batik of most off -shore sand dune, at end of Chatham
Avenue, and at intersection of center line of Chatham Avenue and extension of
center line of Butler Avenue.

The regular meeting of Town Council was held toddy at 3 -P M in the Council Room in
the Town Hall and was attended by Mayor Brown, who presided and Councilmen Peters,
Fleetwood, Powers, Waters, Lovell, Hosti, Town Attorney Solms, Sergeant Summerlin,
Superintendent Reed and Duane Hatch.
Mr. Hatch speaking for the "Savannah Beach Volunteer Fire Department, Inc° stated
that they had made a request of the clerk for the use of Memorial Park to put on
their annual oyster roase and were turned down informing them that he would have to
get instructions as to whether the park could be reserved for them on the date re-
quested. The Mayor informed Mr. Hatch that he had instructed Mr. Buckley not to
reserve the park for the oyster roast. Councilman Lovell asked what kind of an
organization do they now have. Me. Hatch stated that now it was a social club to
carry on the traditions of the fire department and they recognize themselves as the
"S.B.V.F.D.Inc. " and that the oyster roast was a money raising project. The Mayor
stated that ifethey planned to use their name in putting on the oyster roast that it
should not be permitted in the park. Me. Hatch stated that the "S.B.V.F.D,
intended to use their name that they have been recognized as a radiological fallout
team by Civilian Defense and that they insist on the right to use their name, that
they have 22 members at present and have 11 radiological graduates. The Mayor in-
formed Mr. Hatch that Council would discuss the matter and let him know. He was
excused.
Superintendent Reed reported that work was finished on the fire station and that
they were working on the quarters. The Mayor asked if the sewer main had been run
across the road at the Dowell property at Estill Station and Mr. Reed stated that it
had. The Mayor informed Council that the Little Sisters of the Poor had given a
quantity of fine shrubs, ete.,to the Town and that he had thanked them for it. Mr.
Reed reported that the bomb shelters were in good shape. The Mayor reported that the
Town had gotten national publicity as a result of the bomb shelters and that Mr. Brower
informed them that supplies for them could be here. shortly and also that appromimately
three thousand people could be accomodated. Councilman Fleetwood asked what could be
done about some of the drop -offs on the streets on Butler Avenue and Mr. Reed stated
that they would be taken care of. The Mayor asked Mr. Reed if the stand -by equipment
of the Town was in good condition and he was informed that it was.
Superintendent Reed informed Council that Fire Chief Edmund J. Solomon had requested
an issue of gasoline in connection with his work as Chief of the Fire Department.'
Councilman Hosti moved that he be allowed 20 gallons of gasoline per month which was
seconded and passed.
