November 21, 1962. The regular meeting of Town Council was held toddy at 3 -P M in the Council Room in the Town Hall and was attended by Mayor Brown, who presided and Councilmen Peters, Fleetwood, Powers, Waters, Lovell, Hosti, Town Attorney Solms, Sergeant Summerlin, Superintendent Reed and Duane Hatch. Mr. Hatch speaking for the "Savannah Beach Volunteer Fire Department, Inc° stated that they had made a request of the clerk for the use of Memorial Park to put on their annual oyster roase and were turned down informing them that he would have to get instructions as to whether the park could be reserved for them on the date re- quested. The Mayor informed Mr. Hatch that he had instructed Mr. Buckley not to reserve the park for the oyster roast. Councilman Lovell asked what kind of an organization do they now have. Me. Hatch stated that now it was a social club to carry on the traditions of the fire department and they recognize themselves as the "S.B.V.F.D.Inc. " and that the oyster roast was a money raising project. The Mayor stated that ifethey planned to use their name in putting on the oyster roast that it should not be permitted in the park. Me. Hatch stated that the "S.B.V.F.D, intended to use their name that they have been recognized as a radiological fallout team by Civilian Defense and that they insist on the right to use their name, that they have 22 members at present and have 11 radiological graduates. The Mayor in- formed Mr. Hatch that Council would discuss the matter and let him know. He was excused. Superintendent Reed reported that work was finished on the fire station and that they were working on the quarters. The Mayor asked if the sewer main had been run across the road at the Dowell property at Estill Station and Mr. Reed stated that it had. The Mayor informed Council that the Little Sisters of the Poor had given a quantity of fine shrubs, ete.,to the Town and that he had thanked them for it. Mr. Reed reported that the bomb shelters were in good shape. The Mayor reported that the Town had gotten national publicity as a result of the bomb shelters and that Mr. Brower informed them that supplies for them could be here. shortly and also that appromimately three thousand people could be accomodated. Councilman Fleetwood asked what could be done about some of the drop -offs on the streets on Butler Avenue and Mr. Reed stated that they would be taken care of. The Mayor asked Mr. Reed if the stand -by equipment of the Town was in good condition and he was informed that it was. Superintendent Reed informed Council that Fire Chief Edmund J. Solomon had requested an issue of gasoline in connection with his work as Chief of the Fire Department.' Councilman Hosti moved that he be allowed 20 gallons of gasoline per month which was seconded and passed. 130 Mr. Solomon thank(d Council for the Fire Department for the party given last night. Councilman Peters asked Mr. Solomon if the present Fire Department in- tended putting on a oyster roast and Mr. Solomon stated that he had not. The minutes of the meeting of October 18th ward read and adopted. Sergeant Summerlin, Acting Chief of Police, had nothing to report for the Police Department. Bills for the month of October for general government amounting to $4,061.90 and for the Water Department amounting to $943.65 were presented and Councilman Waters moved that they be paid, which was seconded and passed. The Mayor asked what was to be done about the water bill of J.H. Dendy. Mr. Dendy stated that he does not have the money at this time to pay the $125.00 which is the amount due and asked for an extension of time. Councilman Lovell moved that the time for him to make payment be extended to May 1, 1963 which was seconded' and passed. Councilman Lovell called attention to some new billboard signs being erected at several locations and noted that they were erected closer than the required 25 feet. Councilman Powers reported that the new ambulance expects to be delivered around December 1st. Councilman Fleetwood reported that he had finished the insurance survey of the Town and had made some changed, then brought up the matter of workman's compensation for the employees. Council decided to hold off on this until the new fiscal year on May 1, 1963. The Mayor asked what was 0ouncil's thoughts regarding the use of the park by the "S.B.V.F.D,Inc." Councilman Peters stated that they should not be permitted to use the park under the name they are now using, and moved that permission be given for them to use the park with the proviso that it be used under another name, but not the one which they are now using. Seconded and passed. An offer was submitted by Mr. L. H. Ellis to purchase Lots 3 and 12, Block 4, Bay Ward, offering $500.00 for both. It was decided to hold off until the next meeting. A petition was presented by several property owners on the south side on First Street between Jones and Lewis Avenue, requesting that a parcel of land in this vicinity which the State Highway Department did not use, be conveyed to them through an Act of the Georgia Legislature at it's next session. The Manor stated that the Highway Department intended to put in approximately a 15 foot plot and the property owners objected. The matter was referred to Mr. Solms to handle. Mr. Brown stated that Mr. of the Prison Commission was in town and they had discussed the matter of using the prisoners and the guard to be supplied by the Town. He suggested that the Town turn over one of it's employees to the county as a guard, the State to pay his salary and the Town would pay any difference which emoted in his pay. The Mayor also stated that we have colored prisoners and that they work mach better than the white men. It was moved, seconded and passed that the Town sponsor a dance arranged by the U.S.O. for the service men at a cost of $75.00. The Clerk called attention to a check given by Mrs. Rosalie King to cover some of her back taxes and which was returned by the bank on several occasions. Mr. Solms stated that the property should be re- advertised for sale. 1 1 1 A protest was filed by.Mr. Wiley B. Griffin against the assessment placed on an addition made to his house. It was decided to hold aff on this at this time. It was moved, seconded and pased that the property of Mr. Charles E. Morris, Lot 11, Block 16, Fort Screven Ward, which was sold for non — payment of taxes, be quit claim:,, to Mr. Morris on payment of taxes and costs. It was moved, seconded and passed that the Town borrow from the Savannah Bank 1E- trust Company Ten Thousand ($10,000.00) Dollars at 5 per cent interest for a casual deficiency loan and the following resolution be adoptedi R E S O L U T I 0 N WHEREAS, the Mayor and Councilmen of Savannah Beach, Tybee Island, in the interests or providing more adequate fire protection to its citizens, have pur- chased an additional Fire Engine; and, WHEREAS, the full purchase price_ of said equipment was not included in the budget of this year's operation and provision has been made for the payment of the equipment in the next fiscal year's budget. NOW, THEREFORE,. BE IT RESOLVED by the Mayor and Councilmen of Savannah Beach, Tybee Island, in council assembled, that the sum of Ten Thousand $10,000.00) Dollars, with interest at the rate of 5% per annum, be borrowed from the Savannah Bank & Trust Company of Savannah. BE IT FURTHER RESOLVED, that the Mayor of Savannah Beach, Tybee Island, be authorized to execute the necessary note, and the Clerk of Council to attest the dim, and that a copy of this resolution be spread upon the minutes of Council and a further copy be furnished to the Savannah Bank & Trust Company of Savannah.
