Savannah Beach, Tybee Island, Ga.
December.19, 1962.
The regular meeting of Town Council was held today at 3 P.M. in the Council Room
in the Town Hall and was attended by Mayor frown, whO presided and Councilmen
Fleetwood, Hosti, Lovell, Waters, Town Attorney So]ms, Superintendent Reed, Chief
McCutchen and Mr. Brown of the Stephens Tire Company.
Mr. Brown demonstrated several samples of Michelin Tires for passenger cars and
trucks and mentioned their superior qualities and the capability of long mileage.
Mr. Brown was informed that after the first of the year the Town might be interested.
The minutes of the meeting of November 21, 1962 were read and adopted.
The Mayor asked about the breaks in the paving on Butler Avenue where it was necessary
to repair some of the water mains. The Mayor asked who pays for replacing the paving
and.Mr. Reed stated that the Highway Department would make the repairs. He stated
that approximately 1100 feet of pipe had been replaced. Councilman Hosti stated that
a record should be kept of the cost of repairs to mains, etc. Mr. Reed stated that
the cost to the Town was approximately $100.00 per leak.
The Mayor asked what was to be done about the old automobiles stored around Freddie
Anderson's Service Station and asked Mr. Solms what was necessary to have them moved.
Councilman Hosti stated that Mr. Anderson wants to move them. The Mayor requested
that Councilman Hosti see Mr. Anderson regarding the m ooing away of these old autos.
The Mayor asked Mr. Reed hbw:t the apartment at the Fire Station was progressing
and Mr. Reed stated that it was about completed. Mr. Brown also asked that if the
new shrubbery which was recently planted had survived the cold and Mr. Reed stated
that it had. Mr. Reed also stated that the two inch water main had been run under
the highway at Polk Street and that everything at Brewers' place is being supplied
tbroughta meter. Mr. Reed also inquired as to what was to be done about the new
location for dumping garbage as the present site would soon have to be vacated.
Councilman Hosti suggested that an area on Fourth Avenue from 11th to 12th Street
could be filled. Mr. Reed stated that taking Seventh Street and going westward
across the marsh is a good location. The Mayor suggested the area between Lewis
Avenue and Campbell Avenue. Ste also instructed Mr. Reed to submit a list of all
equipment of his departments to the clerk's office, and also instructed Chief
McCutchen to do the same.
Councilman Lovell stated that he noticed that the Town was purchasing Badger Water
Meters and he thought that the Town was using Rockwell Meters and asked Mr. Reed
why the change. Mr. Reed stated that the new Badger Meters were far superior to
the Rockwell Meter and costs less.
Chief McWitchen reported that the building of Mayer Haysman was in bad shape. Mr.
Reed stated that it could be repaired. The Mayor stated that it was not connected
to the sewer system. Mr. Reed asked about the Armen Souza property on Second Street
and Fourth Avenue. The Mayor stated that his should also be connected. Councilman
Hosti stated that the Souzas do not have the money to have this work done so it was
agreed to hold off until after the first of the year.
Councilman Fleetwood wanted to know when the old Seabreeze Hotel was to be torn
down and he was informed that the matter is being handled now.

The Mayor called attention to the recently employed police officer not being of age
to serve as a policeman and asked if he should be retained. '` He was informed that
this officer had been approved by the. Police Committee. Councilman Hosti stated that
the Town has no age limit for it's police officers. Chief McCutchen stated that the
Town should have an age limit and that the present officer is on a six months trial
period and that he is a good officer. The Mayor asked if he is not of age would he
use good judgement. Councilman Waters moved that he be retained on the force,
seconded by Councilman Fleetwood and the motion passed.
Chief McCutchen informed Council that the new ambulance is now ready and that the old
machine would be taken in as soon as possible, and that the radio set from the old
ambulance was placed in the new ambulance and does not work, and that if the Town
installed radios in the Fire Engine the cost would be approximately $118.00. The
Town could buy a new wet working with Civil Defense, that the Town now.is a licensed
base station. Councilman Hosti suggested giving the set from the old ambulance to
the Marine Rescue Squadron as they could use it.
The Mayor informed Council that the U. S. Supreme Court had recently reversed E.C.
Eobo's case in their court pertaining to the disfranchising of property owners at
Savannah Beach who do not live at the beach but in other areas of Chatham County.
The Mayor also informed Council that the billboard signs will be moved after January
1st, 1963.
Bills for the month of November for General Government amounting to $2,405.31 and
for the Water Department amounting to $532.18 were on motion made by Councilman Waters
were seconded and passed for payment.
Councilman Lovell asked if the apartment at the fire station was rented and the Mayor
stated that it was practically rented. Councilman H osti suggested that the Fire
Department should recommend the person who will occupy it. Mayor Brown stated that
it is very nice and suitable for a couple and is ready except for a water heater.
The Mayor called attention to the G.M.A. meeting on January 23, 1963 and invited the
members of council to go and suggested that the Town pay the expense of their trip.
In connection with the Christmas Party which was given by the ladies of the Fire
Department, it was suggested that each member contribute Five Dollars towards the
cane which was agreed to by the members of Council.
Councilman Waters informed Council that Fire Chief Edmund J. Solomon approached him
to request Council to have Christmas cards forwarded to each member of the Fire
Department. Received as information.
Regarding the offer of L.H. Ellis to purchase two lots at Estill Station in Bay Ward
which is owned by the Town, for $500.00, Councilman Fleetwood stated that the Board
should not dispose of any Town property now, but to advertise it at public sale.
Councilman Fleetwood moved that the 1962 license, which also included the sale of beer,
of Kent's Drive —in operated by Earl Dopson, be transferred to Gene Rimedio. The
motion was seconded and passed. The transfer fee of T tenty =five (25.00) Dollars
has been paid.
The Electrical Inspector, C.V. Reynolds, reported that he had notified Mrs.J.P.
Aldridge, who owns property at 10 Meddin Drive, on December 5th, 1962 that he made
an inspection of the property and found the wiring and fixtures-in the building are
badly in need of repairs as there was a possibility of the wiring in its present
condition could set the building on fire and he had instructed her to have an elee-
trical knarbrabtar check this woring immediately and put it in a safe condition.
Councilman Hosti stated that he had requested Mr. Reynolds to inspect the building
for the electrical installations.

Councilman Lovell stated. that he was informed that Chatham County had given One
Thousand ($1000.00) Dollars to municipalities.
Councilman Fleetwood informed Council that the group that requested that the Town
convey to them a strip of land on First Avenue_ when approved by the Georgia
Igislature, stated to him that their petition had not been answered by the Clerk,
the Clerk read a copy of his letter dated December 3, 1962 to them acknowledging
their petition.
The Mayor reported that he had asked for bids to recovet the floors and parts of
the Town Hall, also the floor in the new apartment at the Fire Station, and re-.
ceived a bid from Pa-Ki Floors Inc.,amounting to $ Councilman
Hosti moved that the council room floor be replaced with Parquet flooring and that
the offices and corridor be replaced with asphalt tile, which was seconded and
passed.
There being no further business the meeting adjourned subject to the call of the
Mayor.

The regular meeting of Town Council was held today at 3 P.M. in the Council Room in
the Town Hall and was attended by 4ayor Brown, who presided and ®otancilmen Peters,
Hosti, Fleetwood, Powers, Lovell, Waters, Town Attorney Solms, Jr.,Superintendent
Reed and Mr. Hanes.
Councilman Fleetwood stated that in connection with the long range garbage disposal
situation that he had had 1. Kanes appear before Council in connection with this
type of program. The Mayor stated that he had looked over several locations on
the island and thought that a portion of Bay Street could be used in the land filled
method. Mr. Kanes discussed the matter with Council after which he was excused.
The minutes of the meeting of December 19, 1962 were read and adopted.
The Mayor reported that the tractor had been working on Tenth Street and had leveled
about thirty loads of fill and that seventeen loads were placed through today. He
also stated that the apartment which has recently been built in the Fire Station was
somplete and made a very nice appearance. It was suggested that the place be used
as a doctors office but at the present time a doctor is not available. He suggested
that a couple be located to live there in connection with the operation of the Fire
