Minutes of the Committee of the Whole Workshop of the President and the Board of Trustees
Held on December 14, 2015
In the Boardroom
Mayor Collins called the meeting to order at 7:00 p.m. Present were: Mayor Collins, Trustee
Bonuchi, Trustee Lamb, Trustee O'Rourke, Trustee Peck, Trustee Racich, and Trustee Wojowski.
Others present: Brian Murphy, Village Administrator; Michelle Gibas, Village Clerk; Scott
Threewitt, Lead Engineer; Allen Persons, Public Works Director; Jon Proulx, Planner; Ken Goska,
Interim Building Supervisor; Traci Pleckham, Management Services Director; and John Konopek,
Chief of Police. There were approximately 7 persons in the audience.
Trustee Lamb moved to approve the Minutes of the Committee of the Whole Workshop held on
November 9, 2015. Seconded by Trustee Peck. Voice Vote. All in favor, 0 Opposed.

WORKSHOP
#1 COMPLETE STREETS
Mr. Scott Threewitt, Lead Engineer, gave a presentation regarding the Complete Streets policy. Mr.
Threewitt stated that Complete Streets Policy was formally adopted by the Village on March 16,
2015. Mr. Threewitt pointed out that this evening's meeting will focus on Meadow Lane
improvements. Mr. Threewitt then reviewed the temporary traffic calming measures taken including
a traffic circle at Meadow and Pastoral and curb extensions at Meadow and Pavilion. Mr. Threewitt
stated that moving forward staff will continue with placement of temporary traffic calming measures
on Meadow Lane in Walkers Grove, Prairie Knoll, Dayfield, Liberty Grove, and Whispering Creek;
evaluate new traffic patterns at Meadow and Lockport due to the traffic signal; install permanent
pavement markings at Meadow and Lockport; perform monthly traffic studies along Meadow; and
continue with integration of complete streets on village resurfacing and capital improvements.
#2 2016-2017 DRAFT FISCAL YEAR BUDGET
Mr. Allen Persons reviewed the proposed budgets for the water and sewer departments. Mr. Persons
reviewed cost savings initiatives, water production, costs for service, IDNR lake water rate survey,
and wholesale purchase costs. Mrs. Pleckham then reviewed the revenue and expenses.
Administrator Murphy pointed out that staff will bring the full budget back for review prior to formal
adoption.
Mayor Collins read the reminders.
Trustee Peck moved to adjourn. Seconded by Trustee Lamb. Voice Vote. All in favor, 0 Opposed.
