a. Public Hearing on the Five Year Consolidated Plan and Fiscal Year 2020-21
Annual Action Plan for Federally Funded Programs
Community Development Director Michelle Ramirez read the staff report and the
recommendation that the CDBG Advisory Board conduct a public hearing and
take public testimony on the development of an updated Five-Year
Consolidated Plan covering the period July 1, 2020 — June 30, 2024 and the
Annual Action Plan covering the period July 1, 2020 — June 30, 2021.
Chair Moore opened the floor for the Public Hearing:
Stella Verdeja from Fair Housing Foundation presented a proposal to the
board and a funding request of$13,000.
Maya Barrera from The Harmony Project presented a proposal to the board
and a funding request of$40,000.
Marion Sanders and Victor James from Homeless Outreach Program
Integrated Care Systems (HOPICS) presented a proposal to the board and a
funding request of$40,000 based on their application submitted however, Ms.
Sanders made a request on floor to increase the funding for $60,000.
Diana Romero from the City of Lynwood Recreation and Community Services
Department-Playground/Youth Division presented a proposal to the board for
the Lucy Avalos Community Center After-School Program and a funding
request of$65,000.
James Bishop and Victor James from Lynwood Athletics Community Services
presented.a proposal to the board. Mr. Bishop clarified the error on the
application submitted and requested funding for $50,000.
Rozie Carrillo from the City of Lynwood Recreation and Community Services
Department-Senior Division presented a proposal to the board and a funding
request of$39,565.
Yanett Navarro from Club Guadalajara USA presented a proposal to the board
and a funding request of$27,210.
Chair Moore closed the Public Hearing.

SUBJECT: Five Year Consolidated Plan and Fiscal Year 2020-21
Annual Action Plan for Federally Funded Programs
Recommendation:
It is recommended that the CDBG Advisory Board review and finalize the CDBG and
HOME funding recommendations under the City's FY 2020-21 Annual Action Plan.
Background:
The City of Lynwood is a federal entitlement grant recipient of Community Development
Block Grant (CDBG) and HOME Investment Partnership (HOME) funds from U.S.
Department of Housing and Urban Development (HUD). As part of the process to receive
funding, the City must undertake development of a Consolidated Plan and Annual Action
Plan. It is called a Consolidated Plan because it consolidates the application process for
HUD's four entitlement grants into one consolidated plan and application. The four grants
are CDBG, HOME, Housing Opportunities for Persons with AIDS (HOPWA), and
Emergency Shelter Grant (ESG). All four grants are driven by an entitlement formula
process set by the federal government. The City is eligible to participate in two of these
programs (CDBG and HOME).
As part of the requirements of the federal Consolidated Plan process, the City is required
to hold a public hearing regarding the projected use of funds prior to adoption of its
Consolidated Plan and Annual Action Plan. In order to receive the FY 2020-21
allocations, the City must comply with the following requirements of the Consolidated Plan
final rule regarding pre-submission requirements:
> Fulfill citizen participation requirements by conducting a public hearing to receive
citizen input regarding annual funding needs;
> Publish a draft Plan and Annual Action Plan for a 30-day comment period in order
to receive citizen input regarding the final document; and
> Conduct a public hearing adopting the final Plan and the Annual Action Plan.

The Annual Action Plan is a part of the Consolidated Plan, which takes all HUD
requirements regarding planning, needs analysis, reporting, budgeting, citizen
participation and certifications and incorporates them into one process. The full
Consolidated Plan must be completed once every five years and the Annual Action Plan
must be completed annually.
Discussion:
On February 5, 2020, the CDBG Advisory Board conducted a public hearing to receive
input on the development of an updated Five-Year Consolidated Plan covering the period
July 1, 2020 — June 30, 2024 and Annual Action Plan covering the period July 1, 2020 —
June 30, 2021. Under federal regulations, no more than 15% of the Community
Development Block Grant (CDBG) allocation can be used for social service activities. In
addition, under the HOME Investment Partnership (HOME) program, at least 15% must
be set aside for a Community Housing Development Organization (CHDO). Six (6) non-
profit organizations (Fair Housing Foundation, HOPICS, Lucy Avalos Community Center,
Lynwood Athletics Community Services, Lynwood Senior Center, and The Harmony
Project) that are currently receiving CDBG funding made presentations at the public
hearing as well as one new non-profit organizations (Club Guadalajara USA).
The City has since been notified by HUD that Lynwood will be receiving $1,133,803 in
CDBG funds for FY 2020-21, which is an approximate 5.45% cut to its FY 2019-20
allocation, and $561,055 in HOME funds, which is an approximate 16.12% increase from
its FY 2019-20 allocation. At this time, the City is unsure of any carryover funds and does
not anticipate receiving any program income. Therefore, at this time, the City anticipates
having a total of $1,133,803 of CDBG funds available and $561,055 in HOME funds
available for the 2020-21 year. The City will provide a more accurate accounting at the
CDBG Advisory Board's next meeting.
Analysis:
After much deliberation and thought, it is being proposed that the following activities be
funded under the CDBG and HOME programs and included in the City's Annual Action
Plan for the FY 2020-21. In reviewing the CDBG recommendations, it would be
appropriate for the CDBG Advisory Board to remember that only three broad funding
categories are considered eligible under CDBG-regulations. A project must either provide
benefits to low- or moderate-income persons, eliminate slum or blighted conditions, or
satisfies an urgent need. In addition, of the CDBG funds received, no more than 15%
($170,070.45) of the annual grant amount plus anticipated program income can be used
for social service activities, no more than 20% ($226,761) of the grant amount plus
anticipated program income can be used for Planning and Administrative services, and,
at least, 70% of all funds must be used for low-to-moderate income activities.

There were seven (7) funding requests submitted to the City. Six (6) of these requests
qualify under the social service activity cap (Club Guadalajara USA, HOPICS, Lucy
Avalos Community Center, Lynwood Athletics Community Services, Lynwood Senior
Center, and The Harmony Project) and one (1) request qualifies under the Planning and
Administrative services cap (Fair Housing Foundation). Out of these requests, Club
Guadalajara USA is a new funding requests. While these are all worthwhile
organizations, based on the severe decrease.in CDBG funding, it will be impossible to
fund all of them at their requested amounts. In evaluating each of the agencies requests,
funding is being recommended based on the agency's past performance, compliance with
program guidelines, and need for service. A detail list of funding request versus funding
recommendation can be found in Attachment "A".

In reviewing the HOME funds recommendations, it would be appropriate for the City
Council to remember that no more than 10% ($56,105) can be used for administrative
and program delivery activities. At least 15% ($84,158) must be set aside for a CHDO,
as constituted under the regulations. The balance of funds can only be used for housing
activities. A detailed list of funding recommendations under the HOME program is
provided below.
