Councilman Lovell stated. that he was informed that Chatham County had given One
Thousand ($1000.00) Dollars to municipalities.
Councilman Fleetwood informed Council that the group that requested that the Town
convey to them a strip of land on First Avenue_ when approved by the Georgia
Igislature, stated to him that their petition had not been answered by the Clerk,
the Clerk read a copy of his letter dated December 3, 1962 to them acknowledging
their petition.
The Mayor reported that he had asked for bids to recovet the floors and parts of
the Town Hall, also the floor in the new apartment at the Fire Station, and re-.
ceived a bid from Pa-Ki Floors Inc.,amounting to $ Councilman
Hosti moved that the council room floor be replaced with Parquet flooring and that
the offices and corridor be replaced with asphalt tile, which was seconded and
passed.
There being no further business the meeting adjourned subject to the call of the
Mayor.

The regular meeting of Town Council was held today at 3 P.M. in the Council Room in
the Town Hall and was attended by 4ayor Brown, who presided and ®otancilmen Peters,
Hosti, Fleetwood, Powers, Lovell, Waters, Town Attorney Solms, Jr.,Superintendent
Reed and Mr. Hanes.
Councilman Fleetwood stated that in connection with the long range garbage disposal
situation that he had had 1. Kanes appear before Council in connection with this
type of program. The Mayor stated that he had looked over several locations on
the island and thought that a portion of Bay Street could be used in the land filled
method. Mr. Kanes discussed the matter with Council after which he was excused.
The minutes of the meeting of December 19, 1962 were read and adopted.
The Mayor reported that the tractor had been working on Tenth Street and had leveled
about thirty loads of fill and that seventeen loads were placed through today. He
also stated that the apartment which has recently been built in the Fire Station was
somplete and made a very nice appearance. It was suggested that the place be used
as a doctors office but at the present time a doctor is not available. He suggested
that a couple be located to live there in connection with the operation of the Fire
Station. Counei]span Powers suggested that the members of the Fire Department be
contacted to see if they could locate someone,

Superintendent Reed reported that 220 feet of water mains were replaced on First
Avenue, that on Fourth Avenue between 9th & 10th Streets 440 feet of pipe will be
needed and on Bright Street 41.0 feet of 1" pipe had to be replaced. He stated
that some of these lines have been repaired five times in the past year.
Councilman Lovell reported that some of the residents on Campbell Avenue toward the
river have stated that the water supply tip to their houses in this area is too low,
They also want the street paved and requested several street lights, also street
signs placed on Campbell Avenue. He also asked if it could be paved with state
aid. The Mayor stated that Sixth Street from Lewis Avenue to Jones Avenue should
beTaved. The Mayor appointed Councilman Lovell to check on the Street Lights to
ascertain if any are needed in this area and where.
Councilman Lovell called attention to the water tower stating that it should be
painted before very long. Superintendent Reed requested that a cyclone fence
6 ft. high with a barb vire top to be placed aroudd the base of the water tower.
Councilman Host/ will handle the matter.
Couuncilman Lovell asked what was to be done about the plot of land on First Street
between Butler and Second Avenue. The Mayor stated that it would have to be filled
in then wait for the State Highway Department field office to move. He also stated
that landscaping would have to be done behine the Tybee Museum.
The Mayor presented a map showing an area the Coast Guard wants to swap for some
of their property with the Town. Councilman Fleetwood moved that it be granted,
which was seconded and passed.
The Mayor informed Council that he had requested the Helicopter Service to locate
their base on Tybee and they informed him that they would consider it.
Councilman Waters presented bills for General Government for the month of December
amounting to $3,259.58 and for the -Water Department $503.05 and moved that they be
paid which was seconded and passed.
Councilman Peters suggested that those places selling whiskey should have two separate
lacensds, one for those areas pouring drinks and the other for package shop operators.
Referred to Mr. Solms to check on this and report back. Councilman Peters was also
requested to handle the matter further and report bask.
Councilman Waters stated that as the rest of,the Town Hall had been painted that the
libse}ry should also be painted, it was decided to do this. The Mayor stated that
all windows in the building should be cleaned.
Councilman Waters reported that several groups wanted the baseball field in Memorial
Park eqi ipped for night baseball playing and requested that $250.00 to- 3300.00 be
allowed them. The Mayor stated to wait until the new budget is made up. ,Council-
man Waters will handle the matter.
Councilman Waters wanted to know when lot gleaning was to be started. The Mayor
stated that the property owners should be notified to clean their lots and do not
wait until the season starts to do it.
Councilman Fleetwood asked what the status was on the old Seabreeze Hotel. The
Mayor stated that it was being torn down slowly.
The Mayor stated that Chief Mocutchen suggested holding the old radio from the
ambulance given to the Marine Rescue Squadron. Councilman Fleetwood stated that
the Marine Rescue Squadron should have it and it should be given to them.

Councilman Lovell wanted to know what had been done about the billboard signs. The
Mayor stated that Mr. Hogan of the Turner Company will be down shortly to move them.
Councilman Lovell stated that the Town should charge a fee for the erection of signs.
Councilman Peters suggested checking with the City of Savannah to ascertain what
they charge for installing signs.
Councilman Powers informed council that a private party had the contract to tear
down the old Seabreeze Hotel and stated that recently three small fires had occurred
on the island due to faulty electric installations. He suggested that the Town
adopt a rigid electrical code. Councilman Hosti,stated that when an electrical
contractor does work on a building he reports it to the Electrical Inspector and if
he finds the wire in the building should be corrected the property owner must correct
it. Councilman Powers stated,that it was a problem. The Mayor appointed Council-
men Powers and Fleetwood to check on this.
The Mayor complimented Councilman Powers on the pictures.of the Fire Department in
the recent issue of the "Fire Cracker ". He also informed Council that the Police
Department wants a new car. Councilman Powers requested Council to authorize him
to get estimates on a new police car. He also mentioned that the Chief is not sold
on the police type of motor cars put out by the different manufacturers. The Mayor
requested Councilman Powers to check on this. Councilman Waters suggested that a
„„six (6) cylinder police car be purchased.
Councilman Powers moved that a service charge of Fifteen 015.00) Dollars be made
when a patient is ridden in the ambulance for
The motion was seconded and passed.
Councilman Powers reported that the new ambulance made its first run to Savannah
with it's first patient, Mr. J. Gordon Miller. Hestated that regarding the insurance
on the Volunteer Firemen that the rate is based on the number of pieces of equipment
and he had found that the Aetna Company had a better policy than the Mutual of Omaha
and recommended that the insurance be given to Aetna and that the policy with Mutual
of Omaha be cancelled, which Council agreed to.
A claim was filed by Mrs. W. R. Walston through her attorney A.D. Kitchings in his
letter dated January 3, 1963 stating that Mrs. Walston was injured on the walk on
the strand just North of Fifteenth Street. Referred to the Town Attorney.
The Mayor stated that something should be done towards bringing conventions back to
Tybee, that possibly some sort of °Authority "should be created and suggested that the
Councilmen give some thought to this.
The Mayor invited all members of Council to go to Atlanta to attend the "Mayor's Day"
on January 23rd.
