The regular meeting of Town Council was held today at 3 P.M. in the Council Room in the Town Hall and was attended by Mayor Brown, who presided and Councilmen Fleetwood, Powers, Waters, Lovell, Hosti, Town Attorney Solms, Chief McCutchen, also Mr. George Spirides, Mrs. Margaret Wood, No Jack Knauz and Charles J. Bishop. Mr. Spirides requested that he be given a. refund on the improvements on his 1962 taxes as he was charged for the full year and he did not open up his motel until July 3rd. Councilman Fleetwood moved that he be refunded two (2) months of the 1962 taxes on his improvements which was seconded and passed. Mrs. Knauz, representing the Tybee Twirlers Square Dance Club, requested permission to display and sell costumes for two days during the time they are having their summer meeting without having to pay a license. Councilman Fleetwood moved that her request be granted for two days which was.seconded and passed. Mr. Bishop presented plans and requested permission to build a motel on Lots 18 A & B, Ward 3, property recently purchased by him. The Mayor informed him that this was a zoned area and asked when he was ready to build. Councilman Hosti stated that it be referred to the Planning Board. The Mayor suggested that he contact adjacent pro- perty owners. Chief McCutchen reported that there are now eight (8).package shop locenses. Councilman Fleetwood stated that you cannot limit the number of placed selling whiskey. The Mayor suggested that the package shop license be made $500.00 and that the pouring license be made $1000.00 starting April 18, 1963. Councilman Powers moved that the package shop license be raised to $1000.00 effective April 18, 1963, which was seconded and passed. Application for package shop licenses were presented by the Savannah Beach Golf Club (Mr. & Mrs. J.H. Dendy) on the southern end of the golf course; Gene L. Remidio, First Street and Sixth Avenue; International Beach Combers Club by Ed. S. Pasko, on Sixteent a Street, former location of Sandrats Snack Bar. Councilman Powers moved that these applications be approved which was seconded and passed. The Mayor stated that all package shop operators should be notified that the license will be raised next year. The Mayor informed Council that invoices for 1963 licenses will be mailed to the operators of business places. The Chief reported that Remidio had a sign over his place of business showing that he was operating a cocktail lounge and that he had notified him that he would have to get a license to operate and also that he checked the American Legion Post #154 and apparent - ly they had bean selling whiskey. He informed them if it happened again their place would be padlocked. Chief McCutchen suggested that where violations were noted of whiskey or beer are being sold to teenagers that a letter be written to them notifying them and,have them acknowledge the letter by initialing it. Chief McCutchen recommended that a year around police station should be provided in the vicinity of the south end of the island that at present a lot of time is lost taking prisoners and going to and from the present location of the jail and that the.police station should be moved to a more convenient location. Councilman Lovell suggested a portion of Sixteenth Street in the rear of the present bath houses be leased from W.H. Haar for the installation of public rest rooms. A Committed composes of Mayor Brown, Councilmen Hosti and Waters will check into this 138 The Chief informed Council that about 300 parking meter -posts will have to be replaced as the present ones are practically rusted out. The Mayor asked the Chief what has been done about the burglaries on the island and he stated that he had caught one. Councilman Waters reported that the Chief had recently purchased three (3) new tires which were extra long wearing tires. The Chief had two of these tires checked and found that they held up well so he ordered two additional. He also asked if the Town should have a probationary period for new Police Officers. The Chief reported that he had not heard from the Civilian Defense as to the radios. The Mayor stated that. they pay for one half the cost and instructed the Chief to check with Ni. Brown. A letter from Mr. Perry Brannen, Attorney for C.W. Stalter, operator of the Coastal Oil Company, was read in which he protested against paying the $25.04 — 1962 license for furnishing fuel oil on Tybee. The Clerk was instructed to write Mr. Brannen that if Mr. Stalter did not want to pay the license he did not have to and that the Town could purchase its supplies elsewhere also. Councilman Waters moved that bills for the month of January for General Government amounting to $5,060.4.4 and for the Water Department amounting to $341.36 be paid which was seconded and passed. Gouncilman Waters informed Council that the Recreational Council of the Optimist Club wants the baseball field in Memorial Park lighted so that night games can be played, that more letters are being sent out requesting help to build a stand for the onlookers. Mayor Brown suggested that the Go Cart Tract be retied for the ball games. Councilman Waters stated that the bleachers would cost from $900.00 5o $1200.00 and they-believe that they can raise the money. The Mayor suggested waiting to see if it can be put in the new budget, Council favors it. The Mayor informed uncil that the public dock on the river also the fishing pier on the ocean front need to be repaired. Referred to Councilman A -be to handle. Councilman Waters called attention that the time is approaching for the cleaning up of lots on the island. The Mayor stated that it would be well to take a Town map to use in checking to see which lots have to be cleaned. Mrs Huggins is Chairman of the cleanup Committee. Councilman Lovell reported that he had visited Campbell Avenue and checked on the number of street lights that would be needed and suggested placing one at a loca- tion called "dog leg" and another one at thecsouth end. As regarding furnishing water Superintendent Reed will check on this. The Mayor suggested regarding the Ater main that instead of taking up the present two inch line that another two inch line be added. Councilman Lovell stated that it would be better to install a larger main for future use. Councilman Lovell will handle the lights. Councilman Lovell reported that the sea wall from Second Street to Tilton Avenue is broken ih two sections and also that the Town should get some aid from the State. Councilman Powers informed Council that bids have been received on the new Police Car and that Plymouth was the low bidder. Councilman. Powers suggested that the Police Car should be traded each year, it would save the Town money as repairs are too costly. 1 Mr.._Solms.informed Council that he had been recently discussing the matter with a view of getting a place on the island for a resident doctor. The Mayor stated that there was a new apartment at the Fire Station. Mr. Solms stated that he would check further. 9 Councilman Hosti submitted bids received to erect 660 feet of hurricane fence, 7 feet high around the water tower at Butler Avenue and Second Street. Bids received were as follows: Savannah Iron & Wire Works $511.00, Koolvent Awning Company, $507.90, Leelock $632,00, All submitted a bid of $150.00 to build a fence around where the ladder is located on the tower. After some discussion it was decided to hold up on this for the time being. Councilman Hosti called attention that the curbs are being placed by the Highway De- partment in front of some of the property owners in this area and stated that as the property owner has a driveway to his property he felt that it was wasteful and ex- pensive t� put in this curb and some of the property will be below the curb level. Mr. Solms stated that the Highway Department was putting up the curb to stop parking in those areas. Councilman Hosti stated that the Town should do something to try to stop it. The Mayor stated that in connection with the damage done in the Fort Screven area by the recent high tides that he had handled the matter with Colonel Harris of the Corps of Engineers and that Colonel Harris had written him on February 8, 1963 as follows: Dear Maror Brown: 1 am writing you in regards to the inspection that I and members of my staff along with you made of the north end of Savannah Beach on 6 February 1963. It is very obsiaus that the steel sheet pile bulkhead fromothe north end of the concrete bulkhead to the old rifle butts to the north has deteriorated and is in dire need of replacement. Repair is not considered feasible. Further erosion must be expected until corrective measures are taken. Continued removal of sand from the beach or behind the bulkhead may be expected to accelerate the erosion problem. The Corps of Engineers lacks authority to offer any assistance either an engineering study or construction assistance. However, there is a possible means of obtaining relief under Public Law 520, 71st Congress and Public Law 87 -874. This would require a resolution by the Committee on Public Works of the U. S. Senate or House of Representatives for a study by the Corps which would recommend remedial measures. The following is the wording of a resolution which is considered satisfactory to accomplish the necessary survey report. "Resolved, by the Committee on Public Works of the United States Senate (or House of Representatives) in accordance with Section 110 of the River and Harbot Aft of 1962, That the Secretary of the Army be and is hereby requested to cause to be made, under direction of the Chief of Engineers, a survey of the shores of the northern end of Savannah Beach, Tybee Island north of Tilton Avenue, and such adjacent shores as may be necessary, in the interest of beach erosion control, hurricane pro- tection, and related purposes.* The cost of the survey would be borne by the U.S.Government. A portion of any construction work would be shared by the U.S.Government. The amount would be dependent on the degree of public use afforded. This would be determined at the time of the survey. 140 I hope that this will furnish you the information desired. If further informa- tion is desired, please, feel free to call on us." Also Mr. Porter Dawson and others were down and viewed the damage. The Mayor sated that the Town is not eligible for U. S. assistance that he had asked General Hearn if it would be possible to get State aid. The Mayor stated that he felt that it would be best to go to Washington and contact our Senators and Congressman Hagan to see about getting help and asked that the Town authorize himself and Mr. Solms to go to Washington and see what could be done. Councilman Hosti moved that the Mayor and Mr. Solms go to Washington for the purpose intended and that their expenses be paid by the Town which was seconded and passed. The Mayor stated that in connection with the Missile Base in Chatham County that they should let the Town have some equipment on the island. The Mayor will talk to the Commissioners regarding this. Mrs. Clifton Morgan residing on Butler Avenue and 15th Street petitioned that the Town remove a fire plug in front of her property to a location further towards the beach. Council after discussing the matter agreed that they would be glad to re- locate the fire plug if she was agreeable to paying all expenses of relocating it. Councilman Hosti wanted to know if any thought had been given to lighten the work of Superintendent Reed. The Clerk informed g'ouncil that he was holding several pay envelopes due Mr. A. Perry Solomon III when he was serving as Fire Chief. Mr. Solomon declined to accept the money and he wanted to know what should be done about it. The Clerk was instructed to sent Mr. Solomon a check for the full amount of money he was holding. There being no further business the meeting adjourned subject to the call of the Mayor.
