HomeMy Public PortalAbout01-02-2007PROCEEDINGS OF THE COMMON COUNCIL OF THE CITY OF RICHMOND, INDIANA, TUESDAY, JANUARY 2, 2007 The Common Council of the City of Richmond, Indiana met in regular session Tuesday, January 2, 2007, in the Council Chambers in said City. President Pappin presided and the following business was conducted: PLEDGE OF ALLEGIANCE PRAYER BY COUNCILOR WELCH ROLL CALL Councilors present were Howard "Jack" Elstro, Etta Lundy, Bruce Wissel, Karl Sharp, Bing Welch, Larry Parker, AI Glover, Gil Klose and Diana Pappin. APPROVAL OF MINUTES Councilor Wissel moved to approve the minutes of the meeting of December 18, 2006, with a second by Councilor Lundy. Upon a vote viva voce, the motion passed. PRESENTATIONS, MEMORIALS OR REMONSTRANCES, PETITIONS AND INTRODUCTIONS, MOTIONS, RESOLUTIONS None COMMUNICATION FROM THE MAYOR None REPORT FROM BOARD OF PUBLIC WORKS AND SAFETY Minutes of the December 14 & 21, 2006 meetings were accepted as presented. REPORTS FROM DEPARTMENT HEADS None REPORTS FROM STANDING COMMITTEES None REPORTS FROM SPECIAL COMMITTEES None REPORTS FROM ORGANIZATIONS None MISCELLANEOUS BUSINESS Council President Pappin restated board nominations as follows: • Economic Development Commission: Councilor Welch moved to appoint Bruce Linginfelter to the EDC Board with a second by Councilor Sharp. Upon a vote viva voce, the motion passed. • Redevelopment Commission: Councilor Welch moved to appoint Steve Stevens to the Redevelopment Commission Board with a second by Councilor Parker. Upon a vote viva voce, the motion passed. Common Council Minutes January 2, 2007 Page 2 of 2 • Street Tree Commission: Councilor Welch moved to appoint Neil Sabine to the Street Tree Commission with a second by Councilor Parker. Upon a vote viva voce, the motion passed. • Police Complaint Citizen Advisory Committee: Councilor Welch moved to appoint Sheila Armstead, Lucinda Wright and Rev. Rick White to the Police Complaint Citizen Advisory Committee with a second by Councilor Parker. Upon a vote viva voce, the motion passed. ORDINANCES ON FIRST READING None ORDINANCES ON SECOND READING ORDINANCE NO. 90 -2006 — A SPECIAL ORDINANCE AMENDING THE ZONING MAP FOR A CERTAIN PARCEL AS A -1 (AGRICULTURAL DISTRICT) TO PUD (PLANNED UNIT DEVELOPMENT DISTRICT — R -1) The Clerk read Ordinance No. 90 -2006 on second reading by title only. This Ordinance is a petition to rezone the property on the east side of South 23rd Street and south of Forest Hills County Club from A -1 Agriculture District to an A -1 Agriculture District Residential Planned Unit Development. This is an extension of the existing PUD that was approved in 2001. Ordinance No. 90 -2006 was heard on public hearing at the December 21, 2006 Plan Commission meeting. The Commission voted unanimously to recommend amending the original concept plan to allow residential development on the remaining land with the stipulation that arrangements to cross Short Creek would have Richmond Fire Department approval before construction on proposed Lot 36. Council President Pappin declared Ordinance No. 90 -2006 on second reading and public hearing. There being no comments for or against the Ordinance, Councilor Elstro moved for engrossment of Ordinance No. 90 -2006 with a second by Councilor Wissel. Upon a vote viva voce, the motion passed. Councilor Wissel moved to advance Ordinance No. 90 -2006 to third and final reading and suspend the rules and read by title only with a second by Councilor Parker. Upon a vote viva voce, the motion passed. The Clerk read Ordinance No. 90 -2006 on third reading by title only Ordinance No. 90 -2006 was adopted with a 9 -0 roll call vote. ORDINANCES ON THIRD READING None CALL FOR ADJOURNMENT There being no further business, the meeting was adjourned.
