The regular meeting of Town Council was held today at 3 P.M. in the Council Room in the Town Hall and was attended by Mayor Brown, who presided and Councilmen Peters, Powers, Lovell, Waters, Fleetwood, Hosti, Town Attorney Solms, Chief McCutchen, Supt. Reed, Aaron Weiner, Jimmy Burke, A. Paderwiski and Mr. Kanaper. Mr. Weiner petitioned for permission to pay $250.00 as a license fee for the combined float ooneession locations and also the umbrella and chair concession. The combined license fee is $125.00 from five different operators. Any consideration of his being granted this he would put on an additional lifeguard during the season. Nine life guards are on duty on weekends and on the other days about six or seven. The Mayor asked if the Town provided the Tower would his life guard be on the tower. Wainer stated that the person operating the float stand would be on the tower. The Mayor asked if it would not be worth while to extend operations the full length of the beach. Mr. Weiner stated that he just wants the area covered by the present licenses and the Mayor asked if these areas would be covered by life guards and Mr. Weiner stated that they would especially on the week ends. The Mayor asked Chief McCutchen how many life guards are employed by the Town and the Chief stated three with one professional guard from the Tybrisa bath houses. The Mayor asked if Council was agreeable to granting the concession as requested by Mr. Weiner. Councilman Peters moved that it be granted which- was seconded and passed. Mr. Kamaper, who pperates a mobile ice areas truck, requested permission to&operate on the streets during the summer season stating that he would stay away from the business area. The matter was referred to the License Committee to handle. the Mayor informed Council that Mr. Solms and he had gone to Washington in connection with having the eroded area in front of Fort Screven designated as a disaster area. He felt that they had gotten a good resnonce.f He had contacted the two Senators and Congressman Hagan and that he had received a letter from Congressman Hagan in which he stated that he had requested authority to have a survey made of the area. The Mayor stated that he.had also made a second trip to Washington regarding this. The Mayor informed Council that in connection with the providing of additional rest rooms that he had checked on the toilet facilities in the rest rooms on the northwest corner of Tybrisa bath house and found that the fixtures are old and would have to be replaced and that he spoke to W.H. Haar regarding the Town renting this space for public rest rooms. The space is 40 x 20 feet and has provisions for both men and women. Mr. Haar agreed to rent the area on a five year lease for $600.00 per year rental. The Town would have th$ right to remove the fixtures and the lease would terminate on a six month's notice. Councilman Lovell moved that the location be rented for five years at $600..00 per year and the agreement made by the Mayor, which was seconded and passed. Regarding the parking meter posts that are rusted out and need to be replaced, the Mayor asked if those which need to be replaced now be replaced and the others wait until later. Superintendent Reed Suggested that the tapping fee and the cost of the 5/8 inch meters be increased. The tapping fee is $50.00 which covers the installation, the cut -off cock, the meter and box cost 856.50, and at present it costs more to install the connection. The Mayor reported that bids'had been received for repairing the public dock and that one submitted by Taylor amounted to $7,368.65 and another from Roberts for $7,000.00. Councilman Hosti suggested that another bid be gotten and that the matter be withheld for all three bids. 142 Councilman Lovell reporting on the groins around First Street stated they are in bad shape but the sand had built up on the south side of the sea wall and were in good shape for the time being but that some rip rap could be dumped into the low area The .Mayor stated that he had seen some old material from the construction of the highway in the area of Caroso Island and he would try and get the State Highway Department to move it to this area. Councilman Hosti wanted the 19th Street groin extended farther out which would cost between six and seven thousand dollars. Superintendent Reed reported that the digest of the sewerage System needs repairs and he was instructed to get prices on the cost of repairing it. Councilman Fleetwood reported that the garbage collection forces are up to their neck and that another truck should be put on very soon. The Mayor asked if weeds which had been out be piled and burned at closer locations than the garbage dump. The Mayor stated that he was trying to get more prisoners so that he could use more garbage'trucks. Councilman Lovell stated that it is a difference between raw garbage and dry trask and that it should be separated. He also stated that shifting sands are clogging some of the sewers. Superintendent Reed informed Council that the Town needs a new truck. The Mayor stated that Council had didcussed previously the possibility of getting a "Packer" truck.. Superintendent Reed stated that with this type of truck only three men would be necessary to operate it. The matter was referred to Councilman Hosti to handle. The Mayor asked when the parking meters would be put up and the Chief stated they would be up by April 1st. He stated that traffic in the vicinity of Butler Avenue and 16th Street is going to be a jam as traffic increases, also at First Street & Campbell, First & Jones, and others. The Mayor suggested that Basil Andrews, Traffic Manager of the City of Savannah be invited down to assist in working out some plan to relieve the situation. It was moved that bills for the month of Febraarry for General Government amounting to $2,352.21 and for the Water Department amounting to $434.12 be paid which was seconded and passed. The Mayor informed Council that the Hogan Outdoor Advertising Company had requested permission to let the bill boards which were erected on the Northwest Corner of Butler and Third Street remain, except that they would be agreeable to moving them back 25 feet from the highway. Councilman Peters moved that permission be granted which was seconded and passed. Councilman Powers stated that he had heard rumors that Chief MoCutchen was.sseekttgg employment elsewhere and had been in touch with Colonel Collins of the G.B.I. and that he had talked with the Chief and asked his reason for wanting to leave and was informed that the salary was too low, that he works more hours than required, and that he cannot take care of his family on his present salary. The Mayor stated that other Towns have similar police forces, that the Town has seven regular policemen in- cluding the Chief. The Mayor requested Mr. Powers to ascertain the least salary the Chief feels that he should receive. Hold for next budget. Councilman Powers reported that he had talked to Chief Evans and Asst. Chief Richter of the Savannah Fire Department to see if they could locate'a fireman to come to Tybee to live in the quarters provided at the fire station. They informed him that they did not know of anyone at the time. 1 143. Mr. Solms informed Council that regarding the accident which occurred last summa° on Butler Avenue in the vicinity of Ninth Street in which some people by the name of Caratakis were ,injured and a claim had been filed, that it might be cheaper to settle it than to go into court and the question came up as to who would be responsible the Town or the State Highway Department. The Mayor informed Council that he had written several cities in an effort to get a doctor to come to Tybee and that one response received was from South Carolina and the references on this party were good. Mr. Solms brought up the matter of taxing personal property and stated that the Town should start charging for this. Councilman Hosti stated that he was against charging people for personal property or the island and that the Town should consider the in- stallation of water meters of the island. The Mayor appointed a Committee consisting of himself, Messrs. Fleetwood, Solms and Hosti. Councilman Hosti called attention to a letter written by Mr. C.V. Reynolds, electrical inspector, to the clerk not to issue a license to C.J. Herb and if it had been done to refund his money. The Mayor stated that he had been handling the matter for years to try and get the issuance of licenses for the electrical and plumbing contractors corrected. He stated that the county will let any qualified electrical contractor work in the county but that the City of Savannah will not and he was trying to get it corrected. Councilman Lovell asked what is the status of the proposed Municipal Association. The Mayor stated that they have already organized in this area. Councilman Hosti stated that the small towns have agreed to accept the county Board of Examiners but that the City of Savannah will not. The Mayor stated that the county examiners should be used by all Municipalities. It was decided to hold up on this at this time. A request from the Exchange Club of Savannah asking for a donation toward the cost of the Welcome Station in Savannah was received. Councilman Peters moved that One Hundred ($100.00) Dollars be donated for this purpose which was seconded and passed. A letter was received from Mr. Shelby Myrick Jr.,Ordinary, dated February 5, 1963 requesting the cooperation of the Town with the redistricting and repr4cincting the County for voting purposes. A request was received from George W. Chandler Jr.,through his parents for permission to operate the stand in Memorial Park. Councilman Fleetwood moved that the request be granted, which was seconded and passed. The Meddin Investment Company requested that Sec. 9, Block 32, Fort Screven Ward, which had been sold for taxes in November, 1962 and bought in by the Town, be quit claimed to them as they were the owners of the property acquiring same through fore- closure. This property was formerly owned by Oliver K. Caines. It was moved, seconded and passed that the request be granted. Miss Nell Bracey requested that Secion 4 of Beach Lot 31 -34, Central Ward, which is now zoned against apartment buildings be amended to permit her to build a duplex apartment on this property. It was moved, seconded and passed that the request be granted. Council was informed that an error of $26.15 had been made in the payroll envelope of Policeman M.J. Hogan and that the money was evidently placed in someonetglses en- velope. Councilman Peters moved that the Town pay the $26.15 to Policeman Hogan, which was seconded and passed. 144 The Mayor informed Council that it will be necessary to borrow at least Ten Thousand $10,000.00) Dollars on a casual deficiency loan from the Savannah Bank & Trust Company. Councilman Hosti moved that the Mayor be authorized to borrow not over Ten Thousand ($10,000.00) Dollars which was seconded and passed and that the following Resolution be adopted. 1 1
