HomeMy Public PortalAbout2019.026 (04-02-19) RESOLUTION NO. 2019.026 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF LYNWOOD AUTHORIZING THE CITY MANAGER TO APPLY FOR AND APPROVE AN ENERGY EFFICIENCY LOAN FROM THE CALIFORNIA ENERGY COMMISSION TO IMPLEMENT ENERGY EFFICIENCY PROJECTS WHEREAS, on March 6,`.2018, the City Council adopted the Energy Action Plan (EAP); and WHEREAS, the EAP defined the City's long-term vision for achieving energy efficiency in the City's facilities and within the community; and WHEREAS, the California Energy Commission provides loans to schools, hospitals, local governments, special districts, and public care institutions to finance energy efficiency improvements. NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF LYNWOOD DOES HEREBY FIND, PROCLAIM, ORDER AND RESOLVE AS FOLLOWS: Section 1. That the City Council authorizes the City Manager to apply for energy efficiency loan from the California Energy Commission to implement energy savings projects as follows: • Installation of 700 LED Exterior Lights across 10 facilities • 1,357 LED retrofits to streetlights • Pool pump replacement at the Natatorium • Solar system across 10 sites Section 2. That the City Council finds that compliance with the California Environmental Quality Act (CEQA), the activities funded by the California Energy Commission loan are not projects and therefore exempt from CEQA documentation per a Class I Categorical Exemption. Section 3. That if approved for funding by the California Energy Commission, the City Council authorizes the City Manager to accept a loan for the energy savings projects listed above. Section 4. That the amount of the loan will be paid in full, plus interest, under the terms and conditions of the Loan Agreement, Promissory Note and Tax Certificate of the California Energy Commission. Section 5. That Jose Ometeotl, Acting City Manager is hereby authorized and empowered to execute in the name of the City of Lynwood all necessary documents to implement and carry out the purpose of this resolution, and to undertake all actions necessary to undertake and complete the energy efficiency projects. Section 6. That this Resolution shall take effect immediately upon its adoption.
