A RESOLUTION OF THE CITY COUNCIL APPROVING THE SECOND AMENDMENT
TO NATIONWIDE ENVIRONMENTAL SERVICES CATCH BASIN CLEANING .
AGREEMENT
WHEREAS, on December 28, 2012, the Waste Discharge Requirements for
Municipal Separate Storm Sewer System (MS4) Discharges within the Coastal
Watersheds of Los Angeles County (Order No. R4-2012-0175) became effective; and
WHEREAS, the City is one of the cities subject to MS4 Permit; and
WHEREAS, Catch basins must be cleaned periodically to maintain their ability to
prevent flooding, and removal of trash, sediment and debris from catch basins helps
the City to comply with the MS4 Permit; and
WHEREAS, In 2014, the City awarded Nationwide Environmental Services a
three-year agreement to maintain and clean the City owned and County of Los Angeles
owned catch basins in Lynwood and to stencil "No Dumping This Drains to Ocean"
logos near catch basin locations; and
WHEREAS, On September 5, 2017, the City Council approved a First
Amendment to the agreement with NES which is set to expire on September 30, 2020;
and
WHEREAS, in a letter dated January 22, 2020, Nationwide Environmental
Services submitted a request to extend the term of the current agreement for five years
under the same terms; and
WHEREAS, the City will continue the current pricing structure by Nationwide
Environmental Services over the extended term.
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF LYNWOOD DOES
HEREBY FIND, PROCLAIM, ORDER AND RESOLVE AS FOLLOWS:
Section 1. That the City Council authorizes the Mayor to execute the Second
Amendment to the Nationwide Environmental Catch Basin Cleaning Services
Agreement attached hereto as Exhibit A.
Section 2. That the Second Amendment shall be approved and finalized in a
form approved by the City Attorney.
Section 3. That this resolution shall take effect immediately upon its adoption.

Council of the City of Lynwood, California, this 4th day of February, 2020.
