A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF LYNWOOD
APPROVING TO AMEND THE AGREEMENT WITH SWA FOR THE
DESIGN OF A COMMUNITY PARK AT FERNWOOD AVENUE AND
STATE STREET; TO APPROPRIATE ADDITIONAL FUNDS IN THE
AMOUNT OF $27,096 FROM THE UNAPPROPRIATED LEASE
REVENUE BOND (FUND 9053) TO THE RMC GRANT PROJECT (CIP
NO. 4011.68.037); AND TO AUTHORIZE THE CITY MANAGER TO
APPROVE ADDITIONAL SERVICES FROM SWA UP TO 20 PERCENT
OF THE TOTAL CONTRACT PRICE
WHEREAS, the City received funding from the San Gabriel and Lower Los
Angeles Rivers and Mountains Conservancy (RMC) in the amount of$1,692,575 for the
Lynwood Park Infiltration Restoration and Water Quality Improvement Project; and
WHEREAS, on August 21, 2018, the City Council approved for SWA to design
the Lynwood Park Infiltration Restoration and Water Quality Improvement Project at the
parking lot of Lynwood City Park along Spruce Street; and
WHEREAS, during the design phase, SWA found that the percolation was poor
at the parking lot site; and
WHEREAS, on July 22, 2019, the Board of the RMC approved to change the
project site location from the parking lot at Lynwood City Park to a City owned lot at
Fernwood Avenue and State Street; and
WHEREAS, SWA is willing to amend the contract to provide the design of a
community park at Fernwood Avenue and State Street that meets the requirements of
the RMC grant for an additional amount of$27,096.
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF LYNWOOD DOES
HEREBY FIND, PROCLAIM, ORDER AND RESOLVE AS FOLLOWS:
Section 1. That the City Council authorizes the Mayor to execute an amendment
to the Agreement with SWA attached hereto as Exhibit A for the design of a community
park (Project) that meets the RMC grant requirements in a form approved by the City
Attorney.
Section 2. That the,City Council approves the following appropriation:

Section 3. To keep pace with the Project schedule, staff recommends that the
City Council authorizes the City Manager to approve additional services not to exceed
20 percent of the total contract price starting from February 18, 2020.
Section 4. That this resolution shall take effect immediately upon its adoption.
PASSED, APPROVED, AND ADOPTED at a special meeting of the City Council
of the City of Lynwood, California, this 18th day of February, 2020.
