HomeMy Public PortalAbout01-11-2016 Joint Workshop Meeting with the Plan Commission /LS-/c3)4a Minutes of the Joint Meeting of the Village President and Board of Trustees and the Plan Commission Held on January 11,2016 In the Boardroom Mayor Collins called the meeting to order at 7:00 p.m. Board present: Mayor Collins, Trustee Lamb, Trustee O'Rourke, Trustee Peck, Trustee Bonuchi (7:02 p.m.). Board absent: Trustee Racich. Plan Commission present: Chairman Sobkoviak, Commissioner Seggebruch, Commissioner Renzi, and Commissioner Green. Others present: Brian Murphy, Village Administrator; Jon Proulx, Planner; Ken Goska, Building Official; Michelle Gibas, Village Clerk; Allen Persons, Public Works Director; and John Konopek, Chief of Police. There were 2 persons in the audience. Trustee Lamb moved to approve of the Minutes of the Committee of the Whole Workshop held on December 14, 2015. Seconded by Trustee Peck. Voice Vote. All in favor, 0 Opposed. PRESIDENTIAL COMMENTS None. TRUSTEES COMMENTS None. PUBLIC COMMENTS (3-5 minutes) None. WORKSHOP 1) DISCUSSION AND DIRECTION REGARDING POTENTIAL ZONING CODE MODIFICATIONS Mr. Jon Proulx gave a presentation to the Board and the Plan Commission requesting feedback on items pertaining to the Zoning Code. Mr. Proulx pointed out that the topics of discussion include corner side yard fences, sign code, site plan review ordinance, and regulation of special uses. Mr. Proulx reviewed alternatives to the current zoning code regarding corner side yard fences. There was some general discussion regarding this item. It was the general consensus to maintain the existing regulations as they are. Trustee O'Rourke suggested including language on the applications and to investigate other ways to notify the residents that are interested in this that there is a way to get a variance. Administrator Murphy pointed out that staff is currently redesigning applications and will look into incorporating that language. Mr. Proulx reviewed alternatives to the current zoning code regarding the sign code. The general consensus was to allow monuments signs as part of a PUD and to look at defining the point of measurement. Mr. Proulx reviewed options for LED Signs. It was the consensus to make the LED signs a maximum of 24 square feet. Mr. Proulx discussed the Central Sign District. It was the consensus to expand the Central Sign District per staff's recommendation. Mr. Proulx reviewed options for the Multi-family and Townhome building materials. It was the general consensus to maintain the existing building material requirements/options, subject to Village Board approval. Mr. Proulx reviewed drive-thru windows. It was the consensus to provide guidelines, subject to Village Board review during special use consideration. Mr. Proulx reviewed the current Zoning Code regarding regulating Special Uses. It was the consensus to include the businesses as identified, include secondary financial markets, and to define fortune telling. Trustee Lamb asked the Plan Commission to identify ways that the Plan Commission can communicate their activities to the Village Board. Chairman Sobkoviak stated that he felt that staff was communicating the activities well and that the Plan Commission feels well represented. Mr. Proulx pointed out that the staff includes salient information from the Plan Commission Meetings in the staff report. Mayor Collins thanked everyone for their participation. On a motion by Commissioner Green and second by Commissioner Seggebruch, the Plan Commission adjourned its meeting by voice vote at 8:54 p.m. Trustee Lamb moved to adjourn to adjourn to Executive Session as permitted under the Open Meetings Act under Section 2 (c)(1)to discuss the appointment, employment, compensation, discipline, performance, or dismissal of employees or legal counsel, not to reconvene. Second by Trustee O'Rourke. Vote by Roll Call. Lamb, yes; O'Rourke, yes; Peck, yes; Racich, absent; Wojowski, yes; Bonuchi, yes. 5 yes, 0 no, 1 absent. Motion carried.
