A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF LYNWOOD
AWARDING A CONTRACT TO COPP CONTRACTING, INC, AS THE
LOWEST RESPONSIBLE BIDDER IN THE AMOUNT OF $ 643,562.47
FOR THE VIRGINIA AVENUE STREET AND WATER IMPROVEMENT
PROJECT FROM CORTLAND STREET TO FERNWOOD AVENUE;
AUTHORIZING THE MAYOR TO EXECUTE THE AGREEMENT;
APPROVING ADDITIONAL APPROPRIATION IN THE AMOUNT OF $
552,686.00 MEASURE M BONDS (FUND 2357); $ 376,726.00 FROM
UNAPPROPRIATED WATER FUND (FUND 6051) OR AVAILABLE
UTILITY BOND FUND. AND APPROVING A BUDGET AMENDMENT
ON STREET IMPROVEMENT PMP (CIP);
WHEREAS, the Virginia Avenue Street and Water Improvement Project entails
street resurfacing, and partial replacement of concrete sidewalks, curb and gutters,
driveways approaches, and curb ramps, traffic signing and striping, construction of
962 Linear Feet of 8" D.I.P water main line; 10 Linear Feet of 10" D.I.P. water main
line; removal and replacement of 30 water meter services and lines; removing and
replacing 2 fire hydrant assemblies and related service lines; and finally,
abandonment and fill-in with slurry all existing water lines.; and
WHEREAS, the Project limit is Virginia Avenue from Cortland Street to
Fernwood Avenue; and
WHEREAS, on January 27, 2020, the Notice Inviting Bids for the project was
advertised in the Daily Journal, Bid America, and on the City's web site (PlanetBids);
and
WHEREAS, the bid opening took place in the PlanetBids Platform on Monday,
February 13, 2020 at 10:00 A.M. (Pacific Time); and
WHEREAS, staff received seven (7) bid proposals; and
WHEREAS, Copp Contracting, Inc. is the lowest responsible bidder; and
WHEREAS, adjustments to the Project Budgets are not needed to carry out
the Project at this time; and
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF LYNWOOD
DOES HEREBY FIND, PROCLAIM, ORDER, AND RESOLVE AS FOLLOWS:
Section 1. That the Mayor is hereby authorized to execute the agreement
between the City of Lynwood and Copp Contracting, Inc. for the Virginia Ave Street
and Water Improvement Project (CIP No. To be Determined) in the amount of $
643,562.47.

Section 2. That the City Council approves the following budget adjustment and
appropriations:

Section 3. The City Council authorizes the City Manager under LMC 6-3.15(d)
to exceed the specific dollar amounts or percentage limitations under LMC 6-3.15(a)
and authorizes the City Manager to approve modifications and change orders related to
the Project up to the available Project Budgets.
Section 4. This resolution shall take effect immediately upon its adoption.

Resolution.
