A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF LYNWOOD
ADOPTING A POLICY REGARDING THE PREPARATION OF MINUTES
FOR THE CITY COUNCIL, AND COMMISSIONS, BOARDS AND
COMMITTEES OF THE CITY OF LYNWOOD
WHEREAS, California Government Code requires that the City Clerk keep an
accurate record of the legislative history of the City Council and its Commissions and
Committees; and
WHEREAS, the City of Lynwood has been producing summary minutes which
allow for the interpretation of the individual who is preparing the minutes; and
WHEREAS, the preparation of these meeting minutes is costly and time
consuming; and
WHEREAS, action minutes would significantly reduce the time spent on the
preparation of minutes; and
WHEREAS, the City has implemented audio archiving and all meeting audio are
readily available on the City's Web Portal; and
WHEREAS, more detailed minutes are no longer required; and
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF LYNWOOD DOES
HEREBY FIND, PROCLAIM, ORDER, AND RESOLVE AS FOLLOWS
Section 1. That the City Council of the City of Lynwood hereby adopts the
following policy related to the preparation of Minutes for the City Council, and
Commissions, Boards, and Committees of the City of Lynwood. All City Council,
Commission, Boards and Committee Meeting minutes where the meeting is audio
recorded shall be action minutes which will consist of the following elements:
a. the verbatim text of any oral motion;
b. the names of all speakers who speak on any item;
c. the name of the individuals who made and seconded the motion on
the particular item;
d. the result of,the vote;
e. any additional information required by the California Government
Code.
Section 2. All City Council, Commission, Boards, and Committee Meeting
minutes where the meeting is not recorded shall be summary minutes.

Section 3. All City Council, Commission, Boards, and Committee
Meetings will be transitioned to be audio with action minutes.
PASSED, APPROVED and ADOPTED by the City Council of the City of
Lynwood at a regular meeting held on the 3rd day of March, 2020.
