A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF LYNWOOD,
COUNTY OF LOS ANGELES, STATE OF CALIFORNIA APPROVING A
QUITCLAIM DEED CONVEYING THE CITY'S INTEREST IN REAL
PROPERTY TO THE SUCCESSOR AGENCY TO THE LYNWOOD
REDEVELOPMENT AGENCY FOR THE SALE OF REAL PROPERTY
PURSUANT TO AN APPROVED LONG RANGE PROPERTY
MANAGEMENT PLAN
WHEREAS, in March 2011, the Lynwood Redevelopment Agency ("LRA")
transferred to the City of Lynwood ("City") by grant deed four (4) contiguous vacant
parcels (no situs) with a combined size of approximately 19,704 square feet (0.4573
acres) and identified as Assessor Parcel Numbers 6193-003-902, 6193-003-903, 6193-
003-904, and 6193-003-905 and located near Imperial Highway and Atlantic Avenue in
Lynwood, California immediately west of the Atlantic Crossings Shopping Center, as more
particularly described in Exhibit "A" attached hereto (the "Property"); and
WHEREAS, the LRA was subsequently dissolved by way of Assembly Bill ("AB")
1x26 (as subsequently amended by AB 1484, the "Dissolution Act") and the California
Supreme Court's decision in California Redevelopment Association v. Matosantos(2011)
53 Cal.4th 231; and
WHEREAS, the Dissolution Act retroactively invalidated all redevelopment agency
real property transfers within a specific period of time prior to the Dissolution Act going
into effect thereby invalidating the March 2011 transfer of the Property to the City; and
WHEREAS, a grant deed was recorded in favor of the City in March 2011 resulting
in a cloud on title; and
WHEREAS, the City now desires to quitclaim the City's interest in the Property, if
any, for purposes of removing any cloud on title by virtue of the March 2011 grant deed
and perfecting the title as vested in the Successor Agency.
NOW THEREFORE, THE CITY COUNCIL OF THE CITY OF LYNWOOD DOES
HEREBY RESOLVE AS FOLLOWS:
Section 1. The City hereby finds and determines that the foregoing recitals are
true and correct, and constitute a material part of this Resolution, and therefore
incorporate them herein in their entirety as part of the findings.
Section 2. Based upon staff presentations, reports, discussions, public comments,
and other evidence presented, the City Council finds that this quitclaim deed is consistent
with the City's' General Plan because it will assist to eliminate blight, create housing,
increases the tax base, and furthers the mandates of the stated goals of the Dissolution
Law.

Section 3. The City hereby adopts this Resolution approving the execution of a
quitclaim deed conveying the City's interest in the Property to the Successor Agency.
Section 4. The City Council hereby directs and authorizes the City Manager to
execute the quitclaim deed and all documents reasonably necessary to effectuate the
intent of this Resolution.
Section 5. The City Council finds and determines that this action is exempt from
the California Environmental Quality Act (CEQA) pursuant to Sections 15060(c)(2) as the
sale of the Property will not result in a direct or reasonably foreseeable indirect physical
change in the environment and 15060(c)(3) as the activity is not a project as defined in
Section 15378 of the CEQA.Guidelines, California Code of Regulations, Title 14, Chapter
3, because it has no potential for resulting in physical change to the environment, directly
or indirectly.
Section 6. The City Clerk shall attest and certify to the passage and adoption of
this Resolution, and it shall become effective immediately upon its approval.
PASSED, APPROVED, AND ADOPTED at a regular meeting of the City Council
of the City of Lynwood, California, this 17th day of December 2019.
