A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF LYNWOOD
AMENDING THE LIST OF PROJECTS FOR FISCAL YEAR 2019-2020 BY
ADDING DUNCAN AVENUE, EDGEBROOK AVENUE, ELMWOOD
AVENUE, FERNWOOD AVENUE, HARRIS AVENUE AND LAVINIA
AVENUE STREET IMPROVEMENT AND APPROVING
APPROPRIATION
WHEREAS, Senate Bill 1 (SB - 1), the Road Repair and Accountability Act of 2017
(Chapter 5, Statutes of 2017) was passed by the Legislature and Signed into law by the
Governor in April 2017 in order to address the significant multi-modal transportation
funding shortfalls statewide; and
WHEREAS, the City Council adopted a resolution (Resolution 2019.042) on a list
of projects proposed to receive SB1: Road Maintenance and Rehabilitation Account
(RMRA) funding; and
WHEREAS, Wright Road Street Improvement, although included in the SB1
Projects List, is not ready for construction; and
WHEREAS, Duncan Avenue, Edgebrook Avenue, Elmwood Avenue, Fernwood
Avenue, Harris Avenue and Lavinia Avenue Street Improvement is ready for
construction; and
WHEREAS, pursuant to State and Highways Code Section 2034(a)(1), the SB1
Project List shall not limit the flexibility of an eligible city or county to fund projects in
accordance with local needs and priorities, so long as the projects are consistent with
SHC Section 2030(b); and
WHEREAS, after submittal of the project list to the California Transportation
Commission, in the event the City elects to make changes to the project list pursuant to
the statutory provision noted above, formal notification of the Commission is not required.
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF LYNWOOD DOES
HEREBY FIND, PROCLAIM, ORDER, AND RESOLVE AS FOLLOWS:
Section 1. That the City Council approves to amend the FY20 SB1 Project List
to include the following project:
Proiect Title: Duncan Avenue, Edgebrook Avenue, Elmwood Avenue, Fernwood
Avenue, Harris Avenue and Lavinia Avenue Street Improvement
Project Code: To be determined
Project Description: Rehabilitation of street pavement. Removal and reconstruction of
PCC concrete driveway, PCC sidewalk, PCC curb ramp, and 6" PCC curb and gutter.
Includes traffic striping and markings, adjustment of manhole cover to grade, etc.
Project Location:
Duncan Avenue from Clark Street to Lavinia Avenue,
Edgebrook Avenue from Rayborn Street to Clark Street,
Elmwood Avenue from Atlantic Avenue to Duncan Avenue,
Fernwood Avenue from Vieta Avenue to Wright Road,
Harris Avenue from Walnut Avenue to Platt Avenue, and
Lavinia Avenue from Thorson Avenue to Harris Avenue.
Estimated Project Schedule: Start Date: March 17, 2020 Completion Date:
December 30, 2020
Estimated Useful Life: 20 to 30 Years
Technology, Climate Change, and Complete Streets Considerations: To the extent
possible will try to use materials that lowers GHG
Section 4. That the City Council approves the following appropriation:

Section 5. This resolution shall take effect immediately upon its adoption.
Section 6. The City Clerk shall certify as to the adoption of this City Council
Resolution.
