THE CITY OF RICHMOND, INDIANA, MAY 16, 2013
The Board of Public Works and Safety of the City of Richmond, Indiana, met at 5:00 P.M., Thursday, May
16, 2013, in the Council Chambers at the Municipal Building, 50 North 5th Street, Richmond, Indiana. In
attendance were Board Members Vicki Robinson, Dian Lawson and Tony Foster. Also attending were
Assistant City Attorney Kim Vessels, Public Works Director Greg Steins and Controller Tammy Glenn.
The following business was conducted:
CALL TO ORDER
Ms. Robinson called the meeting to order and noted for the minutes that all board members and legal
counsel are present.
APPROVAL OF MINUTES
Ms. Lawson moved to approve the minutes for the May 9, 2013 meeting with a second by Mr. Foster.
The motion was unanimously passed.
CLAIMS FOR PAYMENT
Mr. Foster moved to approve the claims for payment for May 17, 2013 in the amount of Two Hundred
Seventy Three Thousand Nine Hundred Twenty Seven Dollars and eight -five cents ($273,927.85) with a
second by Ms. Lawson. The motion was unanimously passed.
This amount included Seventy Seven Thousand Five Hundred Forty Four Dollars and eighty cents
($77,544.80) to Richmond Power and Light.

CONTRACTS
A. CONTRACT NO. 72-2013— RAILWORKS SIGNALS AND COMMUNICATIONS:
This Contract is a three -year agreement for monthly inspections of the railroad crossings on
Industrial Parkway. The payments are Two Hundred Seventy Five Dollars and zero cents
($275.00) for labor plus parts /materials.
Ms. Lawson moved to approve, supported by Mr. Foster. Upon a vote viva voce, the motion
passed.
B. CONTRACT NO. 73 -2013 — INDIANA UNIVERSITY EAST — MANAGING ACROSS THE
GENERATIONS WORKSHOP:
Human Resources is hosting this workshop on May 20, 2013. The total cost is Three
Hundred Dollars and zero cents ($300.00).
Mr. Foster moved to approve, supported by Ms. Lawson. Upon a vote viva voce, the motion passed.

C. CONTRACT NO. 74 -2013 —SPRING GROVE —FIRE PROTECTION:
This Contract is for reimbursement of costs associated with fire protection within Spring
Grove. The total contract amount is Forty Nine Thousand One Hundred Thirty Seven Dollars
and zero cents ($49,137.00) which will be paid in two installments.
Mr. Foster moved to approve, supported by Ms. Lawson. Upon a vote viva voce, the motion passed.
D. CONTRACT NO. 75 -2013 — WAYNE TOWNSHIP — FIRE PROTECTION:
This Contract is for reimbursement of costs associated with fire protection for Wayne
Township. The total contract amount is Seven Hundred Seven Thousand Five Hundred Sixty
Three Dollars and zero cents ($707,563.00) which will be paid in four installments.
Ms. Lawson moved to approve, supported by Mr. Foster. Upon a vote viva voce, the motion passed.
E. CONTRACT NO. 76 -2013 —DONATION AGREEMENT —SOUTH "E" STREET PROJECT —
PARCEL 5 (SWICKER PARK):
Ms. Lawson moved to approve the Donation Agreement in the amount of One Dollar and
zero cents ($1.00), supported by Mr. Foster. Upon a vote viva voce, the motion passed.
Ms. Lawson moved to approve the Temporary Right -of -Way on Parcel 5, supported by Mr.
Foster. Upon a vote viva voce, the motion passed.
ADDENDUMS
A. ADDENDUM NO. 4 —CONTRACT NO. 117 -2010 — RUNDELL ERNSTBERGER ASSOCIATES:
Contract No. 117 -2010 is for Environmental Studies and Design work in connection with the
Cardinal Greenway and Starr - Gennett Area project.
Mr. Foster moved to approve, supported by Ms. Lawson. Upon a vote Redevelopment
project. This Addendum is to include an archeological trench mandated by the Indiana
Department of Transportation and SBHO. The amended contract amount is Four Hundred
Forty Nine Thousand Three Hundred Fifty One Dollars and zero cents ($449,351.00).
Upon a vote viva voce, the motion passed

There being no further business, on a motion duly made, seconded and passed unanimously. The
meeting was adjourned.
