HomeMy Public PortalAbout05-23-2013THE BOARD OF PUBLIC WORKS AND SAFETY OF THE CITY OF RICHMOND, INDIANA, MAY 23, 2013 The Board of Public Works and Safety of the City of Richmond, Indiana, met at 5:00 P.M., Thursday, May 23, 2013, in the Council Chambers at the Municipal Building, 50 North 5th Street, Richmond, Indiana. In attendance were Board Members Vicki Robinson and Tony Foster. Absent was Dian Lawson. Also attending were Assistant City Attorney Kim Vessels, Lt. Rod Cole, Traffic Division; Greg Steins, Department of Public Works; Karen Chasteen, City Clerk; Deanna Beaman & Bill Thistlethwaite, Parks and Recreation; Dave Mears, Milestone Construction, Elijah Welch, Sanitary District; Brian Rieschick, Layne Heavy Civil; and, media. The following business was conducted: CALL TO ORDER Ms. Robinson called the meeting to order and noted for the minutes that all board members and legal counsel are present. APPROVAL OF MINUTES Mr. Foster moved to approve the minutes for the May 16, 2013 meeting, supported by Ms. Robinson. Upon a vote viva voce, the motion carried. CLAIMS FOR PAYMENT Mr. Foster moved to approve the claims for payment for May 24, 2013 in the amount of One Hundred Twenty Two Thousand Six Hundred Fifty Two Dollars and eight nine cents ($122,652.89), supported by Ms. Robinson. Upon a vote viva voce, the motion carried. REQUESTS A. STREET CLOSURES: 1. Peacock Road — NW 11T" 13th Streets, 6:30 — 10:30 PM for River Rats Games on the following dates: Friday, May 31 Saturday, June 8 Friday, June 14 Saturday, July 6 Friday, August 2 Mr. Foster moved to approve, supported by Ms. Robinson. Upon a vote viva voce, the motion carried. 2. NW "H" Street, Saturday, June 8, for the New Beginnings Annual Carnival Mr. Foster moved to approve, supported by Ms. Robinson. This includes a request for a noise variance. June 22 - 10:00 AM - 11:00 PM — Reunion August 10 -10:00 AM - 12:00 PM — Customer Appreciation Day Mr. Foster moved to approve, supported by Ms. Robinson. Upon a vote viva voce, the motion carried. 4. North 8th Street —East Side Interceptor Project (North "F" — "H" Streets; North of "I" Street and the 800 block of North "G" Street: June 10, 2013 — September of 2014 Mr. Foster moved to approve, supported by Ms. Robinson. Upon a vote viva voce, the motion carried B. NEW HANDICAP PARKING SIGN: 120 South 15th Street Mr. Foster moved to approve, supported by Ms. Robinson. Upon a vote viva voce, the motion carried. C. RENEWAL OF HANDICAP PARKING SIGNS: 108 South 16th Street 439 South 15th Street 426 Lincoln Street 721 South 7th Street 1213 Sheridan Street Mr. Foster moved to approve, supported by Ms. Robinson. Upon a vote viva voce, the motion carried. D. APPROVAL OF FUNDS: Temporary Construction Easement for the South "E" Street Project (Parcel 9) in the amount of One Thousand Dollars and zero cents ($1,000.00) Mr. Foster moved to approve, supported by Ms. Robinson. Upon a vote viva voce, the motion carried. E. NOISE VARIANCE: North 9th Street - 6 -9 weeks beginning June 10, 2013 to allow a second shift to mine portions of tunnels that will be constructed for the East Side Interceptor Project — Phase III Mr. Foster moved to approve, supported by Ms. Robinson. Upon a vote viva voce, the motion carried. Board of Works Minutes May 23, 2013 Page 3 of 3 BID OPENINGS: A. STREET MILLING /PAVING 2013 -PHASE 2 One bid was received from Milestone Contractors in the amount of Two Hundred Twenty Four Thousand Four Hundred Seventy Two Dollars and ninety -eight cents ($224,472.98). This bid was taken under advisement for due diligence. BID AWARDS None CONTRACTS A. CONTRACT NO. 78 -2013 - CANNON SOLUTIONS AMERICA (copier maintenance) This Contract will result in a savings of One Thousand Six Hundred Seventy Seven Dollars ($1,677) annually. Mr. Foster moved to approve, supported by Ms. Robinson. Upon a vote viva voce, the motion carried. MISCELLANEOUS A. Update on Toughman Triathelon: All documentation requested by the Board of Works was presented: • Approval from the Park Board, Spring Grove, and Wayne County for the use of their property, • Insurance certificates, and • Notification to all property owners of details of the event. Indiana American Water has been contacted and will be forwarding a letter re use of the reservoir. B. A Vicious Dog Hearing will be held May 30 after the regular meeting of the Board of Works. ADJOURNMENT There being no further business, on a motion duly made, seconded and passed unanimously. The meeting was adjourned.
