Savannah Beach, Tybee Island, Ga.
June 19, 1963.
The regular meeting of Town Council was held today at 8 PM. in the Council Room in the
Town Hall and was attended by Mayor Brown, who.presided and Councilmen Hosti, Fleetwood,
Powers, Lovell, Waters, Peters, Julius Fine, Supt. Reed, Chief Summerlin, M. W. Dixon, ;II
,Thomas Sheehan, Dennis Hutton, Jimmy Overstreet, Thomas Walsh, Fred DeBorde, E.J.Solomon.
Mr. Sheehan read a proposal from John A. Peters, Inc.,eovering all of the Town's insurance
after which he was excused.
Mr. Walsh requested a reduction of the assessment on the improvements on Lot 8, Blk 16,
Bay Ward in the name of T.B.McCarroll stating that the building was partially destroyed
by fire but that the assessment had not been reduced. Councilman Waters suggested that
all of the Assessmen6 Committee inspect the improvements.
The Mayor presented Dennis Hutton and Jimmy Overstreet to Council and recotmended that
Jimmy be appointed Mayor of Savannah Beach for June 20th and that Dennis be appointed
Mayor of Savannah Beach for June 21st. Councilman Fleetwood moved that this be done
which was seconded and passed. Mr. Solms adm'nistered the oath of office as Mayor.
A letter was read from the S.B.V.Fire Department dated June 19th requesting that the
siren located at 15th Street & Fourth Avenue be put back in operation as the siren loca-
ted at the fire station does not cover the entire island when it is set off. Council
decided to reactivate this siren. The Mayor will notify Mr & Mrs Peltz of the action
of douncil.
W. Fred DeBorde of the Fire Department recommended that the recent fire at the Waves
Motel be checked by a Fire Inspector as upon investigation it was found that an unvented
heater was the cause of the fire, that the code should have been adhered to. Councilman
Powers asked if he meant working through the Fire Department would he write up the minimum
standard requirements then after this was done they could get together with the Fire
Committee.
Chief Solomon reported that the International fire engine has been out of service for
some time. Mr. Powers stated that the transmission was bed on this engine and that he
had a man work on it and put out his own money to buy parts to repair it, the total charge
was $105.00 and moved that it be paid which eras seconded and passed.
Councilman Powers stated that he vented to commend the Fire Department on the fine job
they did in putting out the fire at the Waves Motel.
Superintendent Reed stated that he expected to complete installing the supports for the
new meters this week. The Mayyor stated that someone will be needed to check the meters
at the new locations.
The Mayor informed Council that it is necessary to have a vehicle for the Police Women
to check vehicles now that the meters are in new locations. He had checked on a
3 wheel Motor Scooter which was practically brand new and which could be pur-
chased for $1260.00. Councilman Peters moved that th3 Mayor be authorized to purchase
this vehicle to check the Parking meters, which was seconded and passed.
Superintendent Reed stated that a number of streets needed patching but that he does not
have airy asphalt to do the work, that it is necessary to purchase a car load. Councilman
Hosti moved that a car load of asphalt be purchased, which was seconded and passed.

The Mayor recomended that in connection with stubbing and tapping fees, that the
Plumbing Contractor be permitted to connect up to the Town's lines without having
to pay either a stubbing or tapping fee, just pay an inspection fee. o Bin-
Loyal moved that the Ordinance be amended eliminating the charge for stubbing and
tapping fees except inspection fees, which was seconded and passed. The Mayor
suggested that they may have one. problem that in Garden Ward the mains are in the
center of the streets and Garden Ward is out of the Town's limits.
Superintendent Reed informed Council that two garbage trucks are in service and
that they could only pick up trash when they could get to it, also that the new
Chlorinator for the Water Department has been installed, also that the new garbage
dump is ready.
Councilman Lovell called attentionto the groins off of First Street and Bustler
Avenue stating that something should be done to repair them. He also stated that
there were no steps leading to the beach at First Street. Mr. Reed stated he had
them ready to put in place.
Councilman Waters moved that bills for the month of May for General Government amount-
ing to $5592.48 and for the Water Dapatment amounting to $2113.07 and that the bill
of Mr. Solms for professional Services amounting to $1381.18 be paid, which was
seconded and passed.
Councilman Hosti stated that a charge of $10.00 against the Western Union for doing
business on Tybee should be canoelled as they do not maintain any equipment of any
sort on the Island and Council decided to cancel the charge.
Councilman Waters stated that Mr. T.S.Chu protested against the amount of his -
license and asked if he took out the pop corn machine and rides would Counoil.

Councilman Powers moved that Acting Chief of Police Hugh H. Summerlin be- appointed
Chief of the Department and the Police Committee reoommaded that this be done and
he will receiveAhe same salary as former Chief MoCutchen, effective June 16, 1963
which was seconded and passed.
Councilman Fleetwood moved that the Town's Insurance be turned over to John A.Peters,
Jr.,Inc.,Insurance Agency that they will act as Insurance Counselors for the Town and
that the other Insurance Brokers who ha- -re submitted invoices since May 1st be paid
on a prorated bases. Seconded and passed.
Councilman Powers informed Council that the Civil Defense Supplies-have arrived and
that they will be stored in the Forts assigned for that purpose.
Councilman Fleetwood made emotion that Council meet twice a month during the summer
months. No action was taken on this.
Councilman Fleetwood stated that a change of the Ordinance at the last meeting of
Council making a charge for none Jobn work be rescinded and moved -that the new
amendment creating a job work be repealed and that all Plumbing and Electrical con-
tractors be charged for a year's operation as has previously been done, which was
seconded and passed.
.Gouncilean Fleetwood. informed Council that the soft ball field could bh lighted for
$1500.00 or less and requested permission to ask for bids. He vas requested to get
prices.

Councilman Hosti suggested that the registration book of the Town be kept open all
year. No action was taken at this time.
Mr. Nellie Clark protested against Ellzey's Market making and selling ice. Council
decided that a charge of $10.00 be made for each machine.
It was reported that Ellzeyts Market sells soft drinks in the grocery store and also
in his package shop and the question was asked should he be charged for two so.'t drink
licenses. No action was taken.
The Golden Age Club petitioned for an annual donation of $240.00 to help to take care
of its operation. Councilman Waters suggested that this would pay the instructors and
after the first of the year it should be self sustaining. Councilman Lovell moved that
$100.00 be given them, which was seconded and passed.
A letter was read from the Savannah Beach Boosters Club requesting that the Registration
Book be kept open twenty -two months of the year. No action was taken.
Council in discussing the protest of E.C. Bobo on some of his tax assessments, Council-
man Lovell suggested that appraisers be appointed to appraise Bobo's property. Mr.
Solms stated that he has tried several times to get a reduction.
Mrs. Mary Welsh requested that the assessment on her property on First Avenue be re-
duced as she felt that it was too high and also that she was an elderly widow depending
on a small pension for herself and an invalid son. Referred to the Assessment Committee.
The Mayor informed Council that the Fort Screven Development Company had granted per-
mission for the Town to use the area north of the Shop and Prison Camp in Blocks 39,40
and 41 on the West Side of Van Horn Street to be used -as a garbage disposal area.
John Solomon submitted a bid for cutting plats in the sidewalks from Chimney Creek
bridge to Sixteenth Street. Councilman Powers stated that a list of what the Town
wanted to be done should be submitted and as Johnny is a volunteer vireman he should
be given consideration. The Mayor stated that he had made an agreement with Drake
Collins to do this work and that if the work is not acceptable bids should be gotten
from others.
A letter was read from Mrs. Sandra Strickland complimenting the Town on the fine
facilities at Memorial Park.
The matter of Workmen's Compensation for Mrs. David A. McCutchen was referred to
Councilman Fleetwood to handle.
The Mayor informed Council that Mr. Solms has tooAmuch work to do and needs some help
and that Mr. Julius Fine bad agreed to assist. Councilma n Hosti moved that the
following Resolution be adopted which was seconded and passed.
