HomeMy Public PortalAbout02-20-2007PROCEEDINGS OF THE COMMON COUNCIL OF THE CITY OF RICHMOND, INDIANA, TUESDAY, FEBRUARY 20, 2007 The Common Council of the City of Richmond, Indiana met in regular session Tuesday, February 20, 2007, in the Council Chambers in said City. President Pappin presided and the following business was conducted: PLEDGE OF ALLEGIANCE PRAYER BY COUNCILOR SHARP ROLL CALL Councilors present were Howard "Jack" Elstro, Bruce Wissel, Karl Sharp, Bing Welch, Larry Parker, Al Glover, Gil Klose and Diana Pappin. Absent was Etta Lundy. APPROVAL OF MINUTES Councilor Welch moved to approve the minutes of the Special Meeting and regularly scheduled meeting of February 5, 2007, with a second by Councilor Parker. Upon a vote viva voce, the motion passed. PRESENTATIONS, MEMORIALS OR REMONSTRANCES, PETITIONS AND INTRODUCTIONS, MOTIONS, RESOLUTIONS None COMMUNICATION FROM THE MAYOR ■ February 14 the City and County experienced a Level III Snow Emergency. Ordinance No. 88- 2005 relates to the levels and procedures of snow emergencies. REPORT FROM BOARD OF PUBLIC WORKS AND SAFETY Minutes of the February 15, 2007 meeting of the Board of Works will be forwarded in the Agenda packet for the March 5 meeting of Common Council. REPORTS FROM DEPARTMENT HEADS None REPORTS FROM STANDING COMMITTEES None REPORTS FROM SPECIAL COMMITTEES None REPORTS FROM ORGANIZATIONS None MISCELLANEOUS BUSINESS None ORDINANCES ON FIRST READING Councilor Elstro moved to suspend the rules and read Ordinance Nos. 10, 12 & 13 -2007 on first reading by title only with a second by Councilor Wissel. Upon a vote viva voce, the motion passed. Common Council Minutes February 20, 2007 Page 2 of 3 ORDINANCE NO. 10 -2007 — A SPECIAL ORDINANCE AMENDING THE ZONING MAP FOR A CERTAIN PARCEL FROM R -2 TO R -2, SPECIAL USE (997 Crestdale Drive) The Clerk read Ordinance No. 10 -2007 on first reading by title only. This Ordinance is a petition to rezone the property at 997 Crestdale Drive from R -2 Single Family District to R -2 Special Use District to allow the owner to operate a computer consulting office at that location. Ordinance No. 10 -2007 was referred to the Plan Commission for public hearing on February 22, 2007. ORDINANCE NO. 12 -2007 — AN APPROPRIATION ORDINANCE AUTHORIZING THE SUBMITTAL, ACCEPTANCE AND APPROPRIATION OF A GRANT FROM THE AREA 9 AGENCY (Roseview Transit) The Clerk read Ordinance No. 12 -2007 on first reading by title only. This Ordinance would authorize the City of Richmond to submit a grant application to the Area 9 Agency to help fund the Roseview Transit transportation services from fiscal year 2007 to 2008. The amount of this funding would not exceed Forty Two Thousand Two Hundred Nineteen Dollars ($42,219.00). Matching funds from Roseview Transit Rider donations and the City of Richmond, Indiana, in the amount of Seven Thousand Four Hundred Fifty Dollars and Forty -One Cents ($7,450.41) would be appropriated to support this grant application. Councilor Welch moved to advance Ordinance No. 12 -2007 to second reading and to suspend the rules and read by title only with a second by Councilor Wissel. Upon a vote viva voce, the motion passed. The Clerk read Ordinance No. 12 -2007 on second reading by title only. Council President Pappin declared Ordinance No. 12 -2007 on second reading and public hearing. There being no comments for or against the Ordinance, Councilor Elstro moved for engrossment of Ordinance No. 12 -2007 with a second by Councilor Welch. Upon a vote viva voce, the motion passed. Councilor Wissel moved to advance Ordinance No. 12 -2007 to third and final reading and suspend the rules and read by title only with a second by Councilor Elstro. Upon a vote viva voce, the motion passed. The Clerk read Ordinance No. 12 -2007 on third reading by title only. Ordinance No. 12 -2007 was adopted with an 8 -0 roll call vote ORDINANCE NO. 13 -2007 — AN APPROPRIATION ORDINANCE AUTHORIZING ADDITIONAL APPROPRIATIONS FROM CERTAIN FUNDS The Clerk read Ordinance No. 13 -2007 on first reading by title only. This Ordinance would authorize the appropriation of an additional $30,000 to the General Fund — Human Rights. Due to advertising requirements, City Attorney Chidester recommended holding Ordinance No. 13 -2007 on first reading until the March 5, 2007 meeting. ORDINANCES ON SECOND READING ORDINANCE NO. 14 -2006 — A SPECIAL ORDINANCE AUTHORIZING THE APPROVAL OF A STATEMENT OF BENEFITS FOR A PROPERTY OWNER APPLYING FOR DEDUCTIONS UNDER I.C. 6 -1.1 -12.1 (Johns Manville — equipment) On behalf of the Tax Abatement Committee, Councilor Wissel requested this Ordinance be held on second reading until the March 5, 2007 meeting. ORDINANCE NO. 15 -2006 — A SPECIAL ORDINANCE AUTHORIZING THE APPROVAL OF A STATEMENT OF BENEFITS FOR A PROPERTY OWNER APPLYING FOR DEDUCTIONS UNDER I.C. 6 -1.1 -12.1 (Johns Manville — real estate) Common Council Minutes February 20, 2007 Page 3 of 3 On behalf of the Tax Abatement Committee, Councilor Wissel requested this Ordinance be held on second reading until the March 5, 2007 meeting. ORDINANCE NO. 83 -2006 - A SPECIAL ORDINANCE AMENDING THE ZONING MAP FOR A CERTAIN PARCEL FROM A -1 TO C -2 (1401 Highland Road) Tony Foster, Director of Metropolitan Development, reported the Petitioner has requested this Ordinance be withdrawn at this time. Councilor Welch moved to strike Ordinance No. 83 -2006 with a second by Councilor Parker. Upon a vote viva voce, the motion passed. ORDINANCES ON THIRD READING None CALL FOR ADJOURNMENT There being no further business, the meeting was adjourned.
