The regular meeting of Town Council was held today at 7:30 P•M. in the Council Room in the Town Hall and was attended by Mayor Brown, who presided and Councilmen Peters, Fleetwood, Powers, Lovell, Waters, Town Attorney Solms, Superintendent Reed, Chief Summerlin, Julius Fine and Reverend Brinson. The meeting opened with a prayer by the Reverend Brinson. The mtnntes of the meeting of July 17th were read and adopted. The Mayor reported that he was having street signs designating the name, of the street placed at the head of the streets along the Strand. Superintendent Reed reported that some of the buildings were in need of repair and that the roof of the prison camp should be repaired. The Mayor suggested that it be brought up at the next meeting of Council and also he suggested that the purchase of a street sweeper be postponed until a- later date.- Mr. Reed reported that the sewerage system is overloaded and that repairs are needed. The Mayor asked what the problem was. Mr. Reed stated that larger mains are needed. The Mayor appointed a Committee of Councilman Lovell and Mr. Reed to check on the matter. Mt.-Reed also reported that the land fill program was working satisfactdriy. Councilman Lovell called attention to the building being erected on Twelfth Street and stated that the plans show a one story building but that they are building.two stories and asked if they are using the proper size sewer main. The Mayor stated that it is not being built according to plans and that the work should be stopped until it is corrected. Mr. Reed was instructed to stop the work until the necessary corrections are made. Chief Summerlin reported that the new police cars have red lights on the top and that the tops are painted white, also that the buoys marking the distance that the shrimp boats should stay off shore are in place. Councilman Lovell wanted to know why some vehicles are given parking violation tickets at Butler Avenue & First Street for parking on the curb and that some are not. He was informed -that this is done when the Police Woman are in that vicinity. He also wanted to know why one side of Eighth Street has parking meters and the other side has not. Councilman Fleetwood requested the time that vehicles are checked in the parking lots and he was informed that they stop checking at 6 P.M. Councilman Waters moved that bills for General Government for the month of July amount- ing to $6,089.17 and bills for the Water Department amounting to $1,323.94 be .paid which was seconded and passed. The Mayor called attention tb the amount of $34,659.32 that is being carried in General Government funds as due to the Groin and Seawall Account and suggested that as these funds had not been collected for the Groin and Seawall Account that they be declared surplus and that this account be closed out. Councilman Fleetwood moved that the Groin and Seawall Account be closed out and funds of this account be transferred to surplus account, which was seconded and passed. Councilman Lovell wanted to know why the Town purchased a motor scooter for the Police Women for $1,260.00 when a golf cart which would cost approximately $400.00 would suffice. Councilman Waters stated that they had gotten prices on golf carts 162: and motor scooters too and found that the motor scooter was more suitable. Councilman Lovell suggested why not use motor scooters in the Public Works Department in some cases. He also stated that the First Street Groin is in bad shape, and also in that area the sea wall was about ten feet above the beach level. The Mayor appointed a Committee consisting of Councilmen Lovell and Fleetwood and Superintendent Reed to handle the natter. Councilman Powers reported to Council that on the authority granted him to purchase a new police car that he had gotten bids on several and the Plymouth was the cheapest, net cost being $1400.00; also that he had checked on automobile tags for personal property and that the Stamp & Stencil Company quoted 25 cents for 1000 steel tags and 52 cents each on 1000 aluminum tags in lots of 1000. The Mayor suggested why not use the steel tag. Councilman Powers stated that regarding the four meters at the head of Sixteenth Street, he had checked on this and spoke to the Chief about it and that they are in the best paying location and recommended that they be left in place. He also stated that the Georgia Rating & Inspection Bureau had made an inspection of the island but that he had not heard from them as yet. Councilman Waters asked if bids were received from any other source for the Police De- partment. Councilman Powers informed him that there is only one place in Savannah which furnishes police uniforms. The Mayor stated that the costs are too high and that at the next meeting prices should be gotten before purchasing. It was moved, seconded and passed that a check for $54.00 be forwarded to Ray and G. Wofford, this being a refund on a Bond put up by him. Regarding the automobile damage by one of the police cars to the dar owned by Ernest Clements, damages amounting to $175.20, it was recommended that it be peiid. ° It was moved, seconded and passed that this be paid. Councilman Peters informed Council that Chief Summerlin requested an increase in his salary. The Mayor asked where is the money coming from to do this, a jailer is needed now. Councilman Powers suggested hiring a jailer who could also answer the radio system. This could be done by next summer they the equipment could be moved to Police Headquarters. The matter was referred to the Police Committee. The Clerk presented a bill for $2.94 due by E.C. Bobo for the Boosters Club which had been in arrears for several months. Councilman Fleetwood moved that it be cancelled which was seconded and passed. Councilman Fleetwood referring to the Building Ordinance recommended that fees, permits, bonds, eto.,be required before work is started on any construction job. Messrs. Solmsrand Fleetwood reported on Workmen's Compensation on former Chief David McCutchen stating that the Town will have to pay Mrs. McCutchen the sum of $12,000.00 payable over a period of 400 weeks at $31.45 per week. Mr. Solms stated that five weeks had already been paid Mrs. McCutohen and should not be overlooked. Mayor Brown suggested that Mr. Solms handle the matter. Councilman Fleetwood moved that Mr. Solms handle the matter which was seconded and passed. A letter was received from Mr. Sam L. Varnadoe extending thanks for the silver tray tendered him in recognition of his efforts in getting the new expressway to Savannah Beach. 1 1 1 1 1 3� A letter was read from the County Commission extending thanks for the excellent shore dinner provided in connection with the opening up of the new expressway. A request was received from-' :Savannah Beach Chamber of Commerce for $500.00 to help defray their expenses. The Mayor informed Council that as the Town had been paying for two billboards for the past several years that he felt that more con- sideration should be given to complying with their request and requested that the matter be held up at this time. Mr. J. H. Dendy. requested that he be permitted to erect a small sign on the north- east corner of First Street and Second Avenue. Permission granted. Council was informed that Imo. C. R. Lunge had paid his back taxes and costs on his property which was sold at the Court House in April, 1963, for which a tax deed was taken and he requested that the property be returned to him. It was moved, second- ed and passed that this be done and that he have a quit claim deed conveying this property to him from the Torn drawn up at his cost and presented to Mr. Solms for his approval. Councilman Waters reported that regarding the eight building lots which Mr.R.J. Duffy had sold on Twelfth Street the assessment for the entire lot was $4,250.00, that his Committee would recheck on this to put the lots on an individual assess- ment basis. Council approved the closing of the Town Office on Saturday, effective the first Saturday in October. It was moved, seconded and passed that the hour of the regular Council meetings be changed from 7:30P. M. to 8 P.M. on the Third Wednesday of the month. There being no further business the meeting . adjourned subject to the call of the Mayor.
