HomeMy Public PortalAbout01-25-2016 COW Minutes C p46z, Minutes of the Committee of the Whole Workshop of the President and the Board of Trustees Held on January 25, 2016 In the Boardroom Mayor Collins called the meeting to order at 7:00 p.m. Present were: Mayor Collins, Trustee Lamb, Trustee O'Rourke, Trustee Peck, Trustee Wojowski, and Trustee Bonuchi. Board Absent: Trustee Racich. Others present: Brian Murphy, Village Administrator; Michelle Gibas, Village Clerk; Allen Persons, Public Works Director; Jon Proulx, Planner; Ken Goska, Building Official; Traci Pleckham, Management Services Director; and Anthony Novak, Police Commander. There were approximately 12 persons in the audience. Trustee Peck moved to approve the Minutes of the Joint Workshop of the President and the Board of Trustees and the Plan Commission, and Minutes of the Executive Session held on January 11, 2016. Seconded by Trustee Lamb. Voice Vote. All in favor, 0 Opposed. PRESIDENTIAL COMMENTS No Comments. TRUSTEES COMMENTS Trustee O'Rourke expressed concern regarding traffic issues at 248th Avenue near Plainfield North. Trustee O'Rourke also reminded everyone to check your vehicle registration because the state is not sending out renewal notices. PUBLIC COMMENTS No Comments. WORKSHOP #1 PLAINFIELD LIBRARY DISTRICT PROPOSED EXPANSION Representatives of the Plainfield Library District presented their proposal for to build a 72,000 square foot library. The representatives reviewed site selection, the existing library site, exterior site design concepts, interior concept designs, floor plans, and renderings of the proposed library. The proposed library expansion plan will appear as two questions on the March 15, 2016 ballot. One question is on the $39 million 20 year building bonds that will fund the land acquisition, construction of the building and its equipping and furnishing. The second question is on a limiting tax rate increase to fund operations of the larger facility and 21st century library services, including job skills development programs, early literacy support, technology training, elimination of fines and addition of Sunday hours year round. Following successful referendum, the process for finalizing the design of the building will include more opportunities for public input. Mrs. Julie Milavec, Library Director,pointed out that a model of the proposed expansion is available for viewing at the Library. Mayor Collins thanked the Library representatives for their presentation and read the reminders. Trustee Lamb moved to adjourn. Seconded by Trustee Peck. Voice Vote. All in favor, 0 Opposed.
