The regular meeting of Town Council was held today at 8 P.M. in the Council Room in the Town Hall and was attended by Mayor Brown, who presided and Councilmen Peters, Hosti, Fleetwood, Powers, Lovell, Waters, Town Attorney Solms, Supt. Reed, Chief Summerlin and Max Herrin. Mr. Herrin representing the Savannah Hayeees informed Council of the Savannah Chamber of Commerce plans to build a community center in an area South of Oglethorpe Avenue to Jones Street and that it be taken under urban renewal in that there will be two units and a community center the total cost of which would be about $5500Q00. He stated that they are planning to have a referendum in the County to accomplish this and asked would the Town support it. Councilman Powers stated that the Board should request the County Commissioners to have it voted on. The minutes of the last meeting were read and adopted. The Mayor asked Mr. Reed how the Sewer Department was operating and would it hold up. for a while and Mr. Reed stated that it would. Councilman Lovell commented that the pumps are wearing out. Mr. Reed stated that the system is being taxed beyond its capacity. Mr. Reed stated that his department was getting back on it's winter schedule. The Mayor instructed Mr. Reed to have the motor scooter put in condition and stored away for the off season out of the weather and also any other equipment in use. Councilman Lovell stated that 70 feet of the First Street Groin was gone and asked if it could be repaired. Mr. Reed stated that he has the material and could re- pair it using convict labor now but that it would also be necessary to use some tip rap at this point. The Mayor stated that the seawall in front of the cottage of Mrs. Ethel Strong had broken. Mr. Reed stated that it would be necessary to have some bolts to repair it. The Mayor appointed a Committee of Councilman Lovell and Mr. Reed to handle. ftegilittarri•ovell stated that at the present time delinquent water takers owe the Town $2070.00 and that he thought that they should have been paid by July 15th or the water would be discontinued. Mr. Reed stated that he did not know of this. Councilman Lovell stated that he had talked to Mr. Dendy about his water bill. He also stated that the water tower needs to be repainted and that he had received bids from several operators. Councilman Fleetwood called attention to the height of some of the sidewalk approaches on Butler Avenue and that it is almost impossible for low hung cars to cross over without scraping. He stated that the State Highway Department should correct these situations. The Mayor suggested that they be written a letter. Councilman Waters stated that invoices should be approved by each department head before being paid. Chief Summerlin stated that Councilman Powers had talked to him about the new Plymouth police car and that it will be stored during the off season. It was decided to let the parking meters remain in place until October 1st unless bad weather should necessitate them coming down sooner. The Mayor called attention to an Ordinance against parking trailers in the City Limits and a request has been made for permission to operate a Trailer Court in the Go Cart Track. He stated that sewerage, - water and lights are all available at this location and recommended that the present Ordinance be amended to permit a Trailer Camp in this area. Councilman Fleetwood moved that the Town Attorney 165 check on this and draw up the proper Ordinance to cover it. The motion was seconded and passed. The Mayor called attention to the property in Fort Sereven which was conveyed to the Fire Department a number of years ago and that the Fire Department is not using it. The Town is not collecting any taxes, water rent, etc.,and asked if they should not be required to pay these things as it is,no longer being used for Fire Department operations. Mr. Solms suggested having a Committee check on it and the Assessment Committee to assess it. Referred to Mr. Solms to check. The Mayor informed Council that about 200 perdonal property forms have not been re- turned and stated that he was referring the matter to the Assessment Committee. Councilman Powers asked if the tags had been ordered. Councilman Waters moved that bills for General Government for the month of August amounting to $3,277.87 and for the Water Department amounting to $1,722.61 be paid which was seconded and passed. Councilman Waters reported that the Assessment Committee had assessed the Twelfth Street property formerly owned by R.J. Duffy and they had checked the assessments on the north side property and raised the Duffy property from $4,250.00 to $6,897.00. Councilman Lovell reported that he and Mr. Reed had checked the Becton building being constructed on Twelfth Street and found that it is in order. Councilman Fleetwood asked if it was a one unit house. The Mayor stated that the owner of the building informed him that it is "for the family ". Councilman Fleetwood brought up the charge for the use of the ambulance. Councilman Lovell stated that the majority of people dan afford to pay a reasonable fee. Council- man Hosti stated that charity cases should not pay. The Mayor referred the natter to the Police Committee. Councilman Powers stated that he was under the impression that those having insurance would pay and other cases would not. Councilman, Powers reported that last Sunday an outing was given in Memorial Park for the Fire Department and that twenty-five certificates were given out, and also that everyone one had a good time and that the department is in good operating condition. Councilman Fleetwood stated that the request of the Savannah Beach Chamber of Commerce for Ftve': Iundred:::Dallars, that last year the Town gave Five Hundred Dollars, and suggested terminating some of the bill boards that are being paid for. It was suggest- ed that only resident members of the Chamber of Commerce handle its affairs. He also suggested that an information. center be established. Mr. Solms suggested that the Chamber of Commerce put out the folders and also install the proper sign. The Mayor stated that the Town is now paying $110.00 per month for two bill boards and he felt that the Chamber of Commerce could not afford this. Councilman Fleetwood moved that since precedent has been set it should continue and that the Chamber of Commerce be granted Five Hundred Dollars. Councilman Waters seconded and the motion passed. Mrs. Dorothy Prescott petitioned for relief on some of the charges against her husband's taxes. Mr. Solms suggested that she should be relieved of $81.66 for . penalties and costs and also that she be relieved of $61.10 which would cover her year's widows support and also that she be given six months in which t� pay off her taxes. Councilman Fleetwood moved that this be granted, which was seconded and passed. A request from the Estate of Sam Blumenthal for a reduction in their water bill amount- ing to $55.14 was read and after considering the matter Council decided that it should be paid but that she be granted the privilege of taking the ten per cent discount for prompt payment. 166 A petition was read from Mrs. Susan Perry requesting permission to operate a kindergarten at her home located on Butler Avenue and 13th Street. Permission was granted provided that she would comply with all the health requirements, etc. The Mayor had the clerk read a letter from the Southeastern Underwriters' Assn. pertaining to the insurance rates, etc. They required that certain things have to be done and included is the employment of a paid fireman to qualify for a re- duction in rates. The Mayor stated that in some cases the Town cannot qualify at the present time and also that the Town does not havela paid fireman. The Mayor informed Council that in order to reduce expenses that he had relieved Officers Bert Ratliff and A.M. Argust, effective September 30, 1963 but Mit Patrolman Argust would stay on and work in the place of those Police Officers going on vacation and also he had ordered laid off R. E. Howard in the Public Works Department effective September 30, 1963. It was decided that the next regular meeting of Council would be held at 3 o'clock in the afternoon. Councilman Fleetwood moved that the following Ordinance prohibiting the taking of sand without permission be passed. Councilman Peters seconded and the motion was put on first reading and passed. AN ORDINANCE AN ORDINANCE TO PROHIBIT THE MOVING OR REMOVING OF SAND OR SOIL . FROM ANY STREET RIGHT- OF -W&!, EASEMENT, BEACH, OR OTHER LANDS AT SAVANNAH BEACH, TYBEE ISLAND, GEORGIA: TO PROVIDE PENALTIES FOR THE VIOLATION THEREOF: AND FOR OTHER PURPOSES. BE IT ORDAINED by the Mayor and Councilmen of Savannah Beach, Tybee Island, Georgia, in council assembled, and it is hereby ordained by authority of the same as follows: SECTION 1: It shall be unlawful for any person, firm or corporation to move or remove sand or soil from any street right-of-way, easement, beach or other lands of Savannah Beach, Tybee Island, by bulldozing, grading, loading, or by any other mechanical means, without a written permit with said municipality. SECTION 2: It shall be unlawful for any person, firm or corporation to grade any property owned by them in said municipality or change the elevation thereof in a manner that would cause the lateral support of the lands adjacent thereto to be in any way affected, without first obtaining a written permit from said municipality. SECTION 3,: Any person, firm or corporation violating any of the provisions of this ordinance shall, upon conviction thereof, be subject to be fined not to exceed $100.00 and imprisoned not to exceed 30 days, either or-both, in the discretion of the court. SECTION 4.: All Ordinances or parts of Ordinances in conflict with the provisions of this Ordinance are hereby repealed. 1 1
